5. Vakuutuksen käsite
• Käytännössä vakuutus (1) on menettely, jolla tietyn riskin
alaiset henkilöt tai yritykset sopivat (sopimus) vahinkojen
tasaamiseen erikoistuneen laitoksen (vakuutuslaitos)
kanssa siitä, että laitos riskin toteutuessa korvaa
aiheutuneen vahingon
• Liiketaloudellisesti vakuutus (2) voidaan määritellä
keinoksi, jolla sattumanvaraisesti toteutuvasta
vahingosta aiheutuvat kustannukset voidaan muuntaa
tasaisesti jatkuvaksi (pieneksi) kustannukseksi
• Teoreettisesti vakuutus (3) on talousteorian
optio/johdannainen
• Vakuutus (4) on tapa suojautua riskin toteutumisen
taloudellisilta seurauksilta.

Toisaalta
• Black-Scholesin kaavasta alkanut johdannaisten
mallinnus toimii hienosti käytännössä ja on
teoreettisesti syvällinen.
• Vakuutusmatemaatiikka toimii.

15. Regulaation tarpeesta
• Mihin regulaatiota tarvitaan finanssisektorilla?
Tehtävät mm.:
– Finanssisektorin vakauden ja luottamuksen säilyttäminen,
– Asiakkaiden suojelu,
– Kilpailun ylläpito;
– Riittävän tarjonnan takaaminen kansalaisille,
– Talouden stabiiliuden ylläpito.
• Ydinvaatimuksia
– Läpinäkyvyys / tietojen julkaiseminen
– Riskinoton sääntely (ml. Insentiivit, sis. valvonta)
– Tuote- ja markkinaohjeistus
16. Finanssikriisi 1/2
Johtopäätökset Yhdysvalloissa ja vähän muuallakin:
• Kriisillä kohtuuttomia seuraamuksia syyttömille osapuolille.
Näkemys ”Markkinat korjaavat normaaliin tapaansa
ylilyöntejään”, on erityisen outo, koska tämän mittaluokan
ongelma olisi ollut ennalta estettävissä.
• Fundamentaali ongelma arvomaailmassa:
1) Harhaiset palkitsemisjärjestelmät
Mahdollisti mm. pyramidipelin, jossa ketjun osat
luottivat siihen, että onnistuvat siirtämään ongelmat
hyvällä tuotolla seuraavalle portaalle.
2) Väärä asenne viranomaisilla (vrt. Greenspan)
Mielenkiintoiset lähteet: Stiglitz (2008) ja Bogle (2005).

Johtopäätökset matemaattisesta mallinnuksesta:
• Käytettiin tahallisesti väärin
– Pyrittiin riskien peittämiseen => ylisuuri voitto
• Epäonnistuttiin tahattomasti
– Mutkikkaiden johdannaisten loppukäyttäjät eivät
varoneet riittävästi suurta mutkikkuutta
– Eräiden pankkien / vakuutusyhtiöiden riskienhallinta
• Vakuutusala ei ollut yleisesti syypää
– AIG:n sijoitustoiminta kaatoi yhtiön valtion syliin

• ESG (Economic Scenario Generator)
– Real World or risk neutral
• Long and large scale liability simulation (e.g. 60 years)
• Risk management (nested simulations!)

25. Observations on the use of models in Insurance
• When making experiments
– Take sample and run model in 2 minutes
• How to do this properly? Ans: Statistics
– Not 1 hour full scale simulation
• Population:
– You may have full population now
– You need to forecast next year
=> you have not that population Ans: Statistics
• Philosophy of modelling:
– Model transforms insight into numbers and vice versa.

The role of statistics:
Statisticians have spent the past 200 years figuring
out what traps lie. The data are bigger, faster and
cheaper these days – but we must not pretend that
the traps have all been made safe. They have not.
• Nobody wants ‘data’. Everybody wants the
answers. To use big data to produce such answers
will require large strides in statistical methods:
– Regression, regression and regression (in many forms)
– Principal component analysis
– Simulation methods
– Many other

• Background
– Quoting England and Verrall, 2002: “With the continuing increase in
computer power, it has to be questioned whether it would not be better to
examine individual claims rather than use aggregate data.”
– Here we utilize micro-level insurance data for better informed
decisions by performing large simulations
• Example: Standard PC + Graphic Cards => Tens of
Billions (109) Black Scholes per Second
• Now it is 2013! Individual simulation is feasible,
but fast computers, large memories and efficient
algorithms are still crucial
• Fast development each year: Both algorithms and
hardware. Future looks even better!

Micro-level information
• When micro-level information leads to better decisions?
– Causal information is available
– Causal information is correct
– Information can be communicated
• A heavy computational application that actuaries encounter
nowadays is the use of economic scenario generator (ESG).
A key element of :
– Market consistent valuation for insurance businesses
– Business modeling and ORSA (Own Risk and Solvency Analysis)
• Available computational power can be used several
purposes: ESG, Individual Simulation, Extreme Value
estimation etc.

Big data analysis:
• Familiarizing oneself with data is rather difficult
=> good graphical tools needed; Data
visualization central
• Aim may be to detect peculiarities, anomalies, or
unusual patterns with repeat.
• Often the entire population is stored in the
database
=> description instead of inference is the aim.
• Data quality (as always) is central
• Used dataset is often originally collected for
other purposes

Vaikea kohde on riippuvuuksien mallinnus.
Tärkeä ongelma, koska suuret vaikutukset riski-,
vakavaraisuus- ja kannattavuuslaskelmiin.
