Information…
Open access to public sector information (PSI) can foster
innovation, with broad economic and social benefits.
The Auditor General looked at how well agencies were
facilitating access to PSI

2. The government's IM framework sounds like an
‘unmade bed’. The auditor noted a ‘track record of a
partial, siloed and compromised’ implementation.
Victoria has a Special Minister of State to oversee
transparency, integrity and accountability.
Despite this, the AG concludes that the lack of open
access to PSI is due to lack of leadership and
governance. Hmmm.

3. Department of Environment, Land, Water & Planning
‘spatial data is recognised for its high quality, and
efforts to ensure that it is supported by mature and
robust governance and management processes have
made it one of Victoria's most valuable and highly used
data sources’. A big thumbs up.
But DELWP does not have an information asset
register, so no-one knows what information they hold.
WHAT ELSE DOES IT SAY.

4. None of the three agencies examined in detail had reached a
level of maturity that fully facilitates access to PSI, or even
effectively manages the PSI they hold. Not good.
The AG recommended that all government agencies:
• assess their IM maturity
• implement IM principles and standards
• audit whether staff are complying with IM policies and
procedures.

5. • Management systems really matter, and maturity
models are a great way to analyse them.
• Victoria’s spatial data sounds really well-managed
and useful to natural resource managers.
• This will be very useful when auditing NRM.
• Not much hope there for any other information
though…..
