In this presentation, I summarise the April 2016 performance audit report by the NZ Office of the Auditor General on Governance and accountability, in 5 slides.
Performance audit has a long story in many countries to oversee the programme or activity carried out by the public agencies to manage the resource in an efficient and economical manner and the programme are carried out effectively and managed to give a positive impact to the target group. In Malaysia, performance audit has started way back since the 1990’s but the approach at that time whereby certain criteria and aspects are not complicated as compared to this day. Performance audit from time to time are also affected by the government policy and the development of the ICT.

GPG Departments Receive Training on Auditing of Predetermined ObjectivesMlungisi Dlamini
The Gauteng Provincial Treasury in South Africa hosted a workshop to train officials from government departments on auditing predetermined objectives. The training aimed to help officials properly deal with performance information and indicators to improve audit outcomes. Officials were instructed on legislative requirements for objectives and the importance of setting realistic, achievable goals aligned with priorities. Attendees were also advised on achieving clean audits by having reliable financial statements, credible performance reports, and compliance with financial laws. Proper record keeping, support from monitoring units, and risk management were highlighted as important for receiving good audit reports.
Effect of Internal Control on the Financial Performance of a Rwanda Public Or...ijtsrd
The study was conducted to examine the internal control systems and financial performance of Rwanda Revenue Authority which has a total population of 90 employees in all departments at head quarter from which the sample size of 90 respondents were randomly selected by using universal sampling method. The study used both qualitative and quantitative since the major findings from the field was descriptively presented through the use of tables and graphs for easy understanding and interpretation. The study had three objectives which includes, to examine the effect of Control Environment on the financial performance of RRA Institution, to examine the role of control activities on the financial performance of RRA Institution, to examine the effect of internal audit on financial performance of RRA Institution. The study used both primary and secondary data in collecting data. The study used cross sectional survey design in which the survey questionnaire was used to collect the required data. The results showed that beta=0.652 with the p values of 0.00 and t value of 4.906 which is greater than 1.96. Since the p value is less than 0.05, the researcher confirmed the positive hypothesis and saying that Control Environment affect financial performance. On the other side, the results showed that beta=0.513 with the p values of 0.00 and t value of 4.699 greater than 1.96. Since the p value is less than 0.05, the researcher observed the positive hypothesis and conclude that Control Activities affect financial performance. Lastly, as per the table no.14, beta=0.852 with the p values of 0.001 and t value of 3.493 greater than 1.96. Since the p value is less than 0.05, the researcher observed the positive hypothesis and conclude that Internal Audit affect financial performance. The researcher recommends the following due to the results from respondents There is still a need in in preventing corruption existing in paying taxes whereas some businesses do not pay the exact amount of taxes they should pay due to corruption. Most of the times, these types of businesses can be classified into two categories. The first category includes business owners who do not expose all commercial activities they are running. There is a need in sensitizing Rwandans about the use of taxes. They are used for different purposes including building infrastructure, education, and healthcare, just to name a few. Lastly, the government of Rwanda should introduce a system that prevent people from tax evasion. One more highlight that I can give here is like how the introduction of speed governors limited the number of accidents. There is a need in introducing a new system that can bring changes and discourage tax evaders. The document discusses best practices for internal auditing in government organizations. It defines best practices as the most efficient and effective methods for accomplishing tasks based on proven successful procedures. An effective internal audit function is a key component of good governance and can improve accountability, decision-making, and performance. Best practices for internal auditing in government include risk-based audit planning, timely reporting, grading audit findings by level of criticality, and rigorous follow-up processes to ensure issues are addressed. Maintaining independence, developing codes of conduct, and establishing audit committees are also important aspects of internal auditing best practices.
Performance measurement in the public sector aims to increase transparency and accountability. It involves quantifying the effectiveness and efficiency of programs and processes using various tools. Some key challenges include linking outputs to outcomes, comparing measures across different programs, and quantifying qualitative objectives. Additionally, a large proportion of costs are not easily traced to outputs and outcomes, and balancing comprehensive versus concise performance reporting can be difficult. Overall, performance measurement in the public sector faces greater challenges than the private sector due to multiple objectives rather than pure profit-focus.

This document summarizes a research paper that examines the influence of creative accounting practices on the quality of financial reporting in public corporations in Nigeria. The study uses data from annual reports of 10 public corporations from 2014-2016, which used old accounting standards, and 2017-2019, which used IPSAS standards.
The results show that under the old standards, indicators of revenue/cost disclosure, auditor opinions, notes/schedules, and compliance to standards had moderate or low influence on financial reporting quality. But under IPSAS, all indicators had higher average scores and were found to have high or moderate influence on quality. Specifically, revenue/cost disclosure and auditor opinions saw increases of 1.5 and 1.49 respectively in their influence under
This document discusses improving key performance indicators (KPIs) in the public sector. It notes that current KPIs focus too much on financial accountability and inputs rather than outcomes, efficiency, and effectiveness. The document outlines how governments have tried to shift from measuring inputs to outputs to outcomes over time. It argues KPIs need to assess the entire service delivery process, including economy, efficiency, cost-effectiveness, and service effectiveness. High-level KPIs that are transparent and publicly available could help push public sector performance boundaries by supporting, informing, and challenging operational models.

Effectiveness of the Public Financial Management Assessment Tool or (PFMAT) i...IJAEMSJORNAL
In both theoretical and practical areas, the issue of public sector management and the use of public finances is highly critical. The management of public finances is vital if public services, like local government, are to operate smoothly and effectively. If public financial management is such a vital element in a country's growth, it is crucial to know, quantify and develop the factors leading to poor public financial management. This descriptive research interest is on the effectiveness of the public financial management assessment tool or PFMAT for local government units. The chosen subject of the study is the Municipality of Talavera, Nueva Ecija, and the focus is on the results of the PFMAT report of the municipality for the covered fiscal years 2014-2016 and 2016-2018. The study revealed that the PFMAT is a standard tool that states the weak areas of the public financial performance of LGU-Talavera, thus paving the way for improved services for the residents of the municipality. LGU-Talavera has gradually improved its public financial performance in 2014-2018. PFMAT is therefore an effective tool for evaluating public finances to strengthen the town's financial capability, thereby enhancing the overall performance of the LGU.
Dankwambo transition to ipsas and their impact on transparency, a case study ...icgfmconference
The document summarizes Nigeria's transition to adopting International Public Sector Accounting Standards (IPSAS). It discusses Nigeria conducting a gap analysis between its existing accounting standards and IPSAS requirements. Several gaps were identified, including issues around the legal framework, accounting for external assistance, consolidation of controlled entities, and timeliness of financial reporting. Nigeria developed a work program to address the gaps through actions like consolidating controlled entity cash flows and improving timeliness of financial statement submission. Successful adoption of IPSAS requires conditions like a sound cash-based accounting system, political support, technical capacity, and automated information systems.

There are historic changes coming in what the financial statement auditor will say publicly in their report. For listed entities there will be a section where the auditor explains the main areas they looked at in their audit of that company for the year, and a summary of the audit procedures they undertook to address the matter.
Since auditing began, consistency in how auditors report to shareholders has been a predominant feature. Audit is complex, technical work and consistency in explaining the role and the results of the audit work has taken prevalence.
This is being turned on its head! The increasing demands for transparency of process, to help justify trust, has led to the introduction, for the first time, of unique commentary in the audit report to shareholders. A major change to market communication.
These new requirements will be effective from December 2016 year end’s, though many firms and companies will be trialling it this year. Download your copy.

Overall the dairy industry appears to be improving but from a low baseline, and the audit did not fully convince the reviewer of the report's credibility.

The author believes environmental accounting can learn from financial reporting methods.

The document summarizes insights from recent audit reports regarding evaluation practice. It discusses four reports that examined pest management in Western Australia, earthquake preparedness in British Columbia, bushfire preparedness in Queensland, and the effectiveness of catchment management authorities in Victoria. The reports found weaknesses in evaluation and monitoring activities. They recommended improvements such as developing strategic plans, prioritizing activities, tracking preparedness, and reporting on the effectiveness of programs. Auditors see evaluation as an important accountability tool, but often find that more evaluation is needed.

Industry standards for environmental management are improving with the updated ISO 14001:2015 which makes practices like internal auditing more important. Regulators are also getting more sophisticated in their approaches, using tools like auditing more frequently. Environmental issues are becoming more global in scope, requiring local solutions to problems like climate change. Communities are also engaging more broadly on land use and development issues. Internal auditors need to understand these changes in environmental management practices, regulations, Earth systems, and community engagement to properly assess risks to their organizations.

OAG WA Audit Report on Pest Management in5slidesTim Kirby
The Office of the Auditor General of Western Australia (OAGWA) conducted a performance audit of pest management programs run by the Departments of Food and Agriculture (DAFWA), Conservation and Wildlife (DPaW), and Fisheries (DoF). The audit found that while the legislative framework for pest management exists, the programs have not been effectively implemented. DAFWA, as the lead agency, is struggling to coordinate the cross-agency programs. Additionally, monitoring and enforcement of pest management on private lands has declined significantly as DAFWA funding has been cut by 32% over 10 years.

Indira awas yojana housing scheme renamed as PMAYnarinav14
Indira Awas Yojana (IAY) played a significant role in addressing rural housing needs in India. It emerged as a comprehensive program for affordable housing solutions in rural areas, predating the government’s broader focus on mass housing initiatives.
This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

OAGNZ Report on Governance
1. NZ Auditor General’s performance audit
report on Governance and
accountability …
NZ has dropped from second to fourth on the Corruption
Perceptions Index, so the AG thought it a good time to ask
what could be done better.
This reports summarises observations regarding
governance and accountability across all the audits
undertaken in 2014-2015.
JUNE 2016
2. The Auditor General provides neat definitions
• governance is the system by which an
organisation or project is directed and controlled
• accountability is the way in which people
can see how their taxes and rates are used by
public entities
WHAT DOES IT SAY.
JUNE 2016
3. Two areas for improvement are role clarity and risk
management. Both are critical to good governance.
Inland Revenue (the tax office) got big ups for setting
a clear direction for its business transformation
program.
No examples of better practice risk management were
found. Awkward.
WHAT ELSE DOES IT SAY.
JUNE 2016
4. The auditors found new and different governance set-ups in
the environment sector .
So some principles for co-governance are proposed, including:
• maintain a shared understanding of what everyone is trying
to achieve
• involve people who have the right experience and capacity
• be accountable and transparent about performance,
achievements, and challenges
WHAT ELSE DOES IT SAY.
JUNE 2016
5. • There is so much in this report to help
agencies get better at governance and
accountability.
• Governing bodies need to drive
improvements in direction-setting.
• Auditors are a critical to driving
improvements in risk management
