India being second populous country in the world with 54% under 25
years, shares only 3.5% of world research output and has been ranked
66th in Global Innovation Index
Low share of R&D in the country’s GDP
• Out of a total global R&D spend of $1143 billion India’s share is a meagre 2.1 %
• share of GDP for research and innovation as low as 0.9 per cent
Lack of private sector participation
• Government sources pick up 75-80 per cent of the R&D expenditure, and only 20-25
per cent spent by private sector and a mere three per cent by universities.
Lack of Innovation and Recognition
• In year 2012, china and US filed for more than 4 lac patents compared to India’s
15,717 patents
• Poor design and enforcement of Intellectual Property Rights (IPR) laws
• Pendency and stock pilling of patents filled
Lack of Motivation and awareness
• Only 1% of Indian undergraduate students go for PHDs within India and others who go
abroad for higher studies only 5% of them ever return
• Many competent Indian scientists aspire to be ineffectual administrators [due to
administrative power and political patronage], rather than do the kind of science that makes
a difference
Poor research infrastructure
•Low level production of PhDs , both in terms of quality and quantity
•Technology in labs is not updated and one available have maintainance issue
as most of them are imported

the scholar to return to their home country for at

•A committee consisting of deans and faculty members of various participating universities
•The committee will be ensuring participation from their faculty members and students and will also be
responsible for proper allocation of funds
•The committee members will parallel make efforts to improve research condition in India, to provide a better
infrastructure

•The committee will be responsible for looking after proper channeling of funds and will have to submit a report
to the central body about the progress in each section
•The committee will also be responsible for conducting awareness campaigns, advertisements and will try to

• If Industries don’t get interested in funding projects
and government do not increase the share of R&D
in GDP, the proposal will be in short of funds
Corruption:
• The funds might not be properly allocated to each
state
• There might be corruption involved in various levels
such as Recruitment procedures, selection of PhD
students etc.
Collaboration with Industries and foreign universities
might not be easy
Selection of PhD students for exchange program will
be challenging
Students may not be aware of such program

India being second populous country in the world with 54% under 25 years, shares only 3.5% of world research output and has been ranked 66th in Global Innovation Index Low share of R&D in the country’s GDP • Out of a total global R&D spend of $1143 billion India’s share is a meagre 2.1 % • share of GDP for research and innovation as low as 0.9 per cent Lack of private sector participation • Government sources pick up 75-80 per cent of the R&D expenditure, and only 20-25 per cent spent by private sector and a mere three per cent by universities. Lack of Innovation and Recognition • In year 2012, china and US filed for more than 4 lac patents compared to India’s 15,717 patents • Poor design and enforcement of Intellectual Property Rights (IPR) laws • Pendency and stock pilling of patents filled Lack of Motivation and awareness • Only 1% of Indian undergraduate students go for PHDs within India and others who go abroad for higher studies only 5% of them ever return • Many competent Indian scientists aspire to be ineffectual administrators [due to administrative power and political patronage], rather than do the kind of science that makes a difference Poor research infrastructure •Low level production of PhDs , both in terms of quality and quantity •Technology in labs is not updated and one available have maintainance issue as most of them are imported

Undergraduate Research Internship Program •Competitive program pairing students and faculties at top institutions and research labs by a 12 week research project of mutual interest •Motivate students to do research internship in India • Industrial projects can also be offered as part of these internship Collaboration with industries and Foreign Universities • Industries would be encouraged to outsource their research projects to Indian University Professors • Collaborating with Foreign Universities • It will attract bright students to join PHD programmes in India and limit Brain Drain to some extent Accelerating patent examination process • Outsourcing of Prior Art Document Searches • Special fast track examination procedure for some patents • Reduce pendency and stock pilling of filled patents • Reduce workload of examiner Spreading Awareness • IISC Bangalore organizes a day event named OPEN DAY, where everyone is allowed to visit their laboratories, research work there is exhibited • Likewise these type of events can be conducted in various research labs and institutions for school students Proposed Solution

A single centralized system Industrial Collaboration Undergraduate Research Internship Program Project Entries •Professors submit the project they wish to give to students for summers Students fill their preferences •Students apply for projects they wish to do and submit a proposal along with their CV Professors select students •Professors select students based on their CVs and personal interviews for summer internship under them A nation-wide program to provide research summer internships to undergraduate students at Indian universities Benefits Professors get job satisfaction Students get exposure to research Change mind-set about higher studies Benefits over existing programs Better monitoring system More participation Real life projects Increasing Awareness

Collaboration with industries and Foreign Universities Industries would be encouraged to outsource their research projects to Indian University Professors The patent rights on any innovation shall be based on a pre decided memoranda of understanding The industries would have to fund NInC to be eligible for this collaboration Research projects can be added to the UG internship program. It can help companies to identify their future employees Industrial projects can be given to students doing Masters as their thesis project or to senior UG students as Btech Project Industries Best 100 PHD students would get an opportunity to complete 2 years of the PHD in a foreign university The tuition fee shall be borne by the government. A researcher in US would be the co-guide for the students Students to be send to US on J-1 visa which requires the scholar to return to their home country for at least 12 months immediately after completing their programme It will help improve research output of Indian universities and develop better relations with foreign research groups Foreign Universities

Monitoring body The implementation of the proposed solution at the industrial level will be monitored by:Industries •Making a committee of important persons from various industries participating to look after the quality of research and development going on under the program •The committee will be responsible for the allocation of funds to various sections •All the industries participating will have to submit a report of all the projects undertaken under this program The implementation of proposed solution at universities level will be monitored byUniversities •A committee consisting of deans and faculty members of various participating universities •The committee will be ensuring participation from their faculty members and students and will also be responsible for proper allocation of funds •The committee members will parallel make efforts to improve research condition in India, to provide a better infrastructure Awareness and other funding issues will be monitored byGovernment body •The committee will be responsible for looking after proper channeling of funds and will have to submit a report to the central body about the progress in each section •The committee will also be responsible for conducting awareness campaigns, advertisements and will try to involve as many industries and universities possible •This body will be responsible to measure G-index, H-index, increase in number of PhD students and research projects in universities as well as Industries Monitoring Bodies

Industries’ role The proposed idea is already implemented in various countries, for example summer research internship program like GSoC, Globalink Mitacs Canada; PhD exchange Program in China; and outsourcing of Patent policy in Japan. Sustainability The proposed solution aims at targeting every state of the country and churn out the hidden potential in each of them.
