This paper examines how university education contributes to human resource development and effective performance management. It focuses on the Islamic University in Uganda as a case study. The paper argues that well-trained public servants with the appropriate skills, knowledge, and competencies gained from university education are crucial for improved service delivery. It discusses the role of university education in economic growth and human resource development. It also outlines the challenges of human resource training in African universities and critical success factors for achieving output-oriented training to drive development. The paper concludes that university education is important for developing human resources and ensuring effective performance management in various sectors.
