prosperity - 40% of 25 to 34 year olds have a degree or higher

employment – 83% of HNCs and 55% of Foundation Degrees
 Franchise-style models with HE partners and offer student flows into
partner institutions
 How can we improve and maintain quality?
 Competition or opportunity?
Collaboration - FE University Centres
 Strict remit of key organisations does not help (e.g. Local
Authorities, LEPs, EFA, Universities, Individual FE Colleges, etc.)
 LAs responsible for school places but cannot open new schools
(must be academies)
 Centralised planning (at national level) is not realistic or desirable
 Fragmented funding system offers rewards for areas that self-
organise and plan sustainable provision
 Commissioning bodies with HE, FE, School, LA and LEP
representation
 All new developments to have outreach strategies upwards and
downwards in the age range
Challenges and Opportunities…
 Universities and Further Education Colleges to forge stronger
links to improve student progression and course quality
 FE Colleges to use their employer links to develop HE courses
that reflect local employer and industry needs
 Agree areas of strength and concentrate specialist provision
in these areas
 Develop spokes/outreach facilities at an appropriate level to
engage schools and provide enhanced careers guidance
 Explore opportunities to co-locate and upscale projects –

Editor's Notes

  1. Careers advice and progression still happens all too often by chance. No point blaming schools – we need to make the links. LEPs also have conflicts of interest in that they are there to promote and deliver growth, so they have a policy role, but also decide on funding allocations and bids. Many are overly political and bureaucratic with very limited skills policy and capital delivery experience.
  2. Some are formulaic and basic need has a safety valve that requires LAs to plan and spend very quickly. LEP Skills Capital is very difficult to plan and has short timescales. HEFCE occasionally release bid based programmes such as the £200m STEM fund.
  3. If the justification and decision to pursue a project is not the right one. It will fail early or fail late and the result will be brand dilution, as well as many millions of public money wasted. UTCs, Studio Schools and Free Schools with 5% to 10% project failure rates and deferrals.
  4. Positioning more akin to polytechnics and fill gaps in the market rather than compete directly. Should be complementary to Universities and provide new sources of students.
  5. Commissioning groups need to be weighted towards HE and FE with schools representation (Head Teacher group reps) and smaller representation from LAs and LEPs. Not political – that comes next.
  6. Why are there 7 FE Colleges in Merseyside that deliver Hair & Beauty? Duplication is not sustainable and spreads expertise and students too thinly.
  7. HEFCE Funding split between teaching and research with most allocated to research projects.
  8. £50m+ development. Rugby, basketball, hotel, 1200 place school, 600 place UTC, AWRC, commercial. Funding and timescales were/are so complex that the project has been on the brink on multiple occasions. BIS, LEP Growth, ERDF, EFA (x2), private sector, Sport England, more. Stakeholders, leadership and vested interests make these types of projects extremely challenging, but rewarding. The wider campus provides young people with real experience of opportunity and industry, as well as physically regenerating the area. Could be strengthened through private sector involvement in incubator space to bring technology and innovation to the market (i.e. on from the AWRC)
