The Urban Electric Mobility Initiative (UEMI)
✓ Launched at the UN Climate Summit in New York
in September 2014
✓ Supported by the EC through the SOLUTIONS
project, the UEMI aims to:
• Increase market share of electric vehicles in
cities to least 30%
• 30% reduction of CO2 emissions in urban areas
by 2030
• Integrate electric mobility solutions into a wider
sustainable urban mobility concept
Contribution to Habitat III and UNFCCC processes
✓ SOLUTIONS contributed actively to the
development of the New Urban Agenda
(Habitat III) to emphasize the role of
urban mobility in sustainable development
✓ The UEMI/SOLUTIONS
• Was part of the Lima Paris Action
Agenda (COP 21)
• Contributed to COP 23 in Bonn and
COP24 in Katowice.

The urban transport challenges • Reduce the negative impacts of urban transport ➢ Ever-growing congestion ➢ Energy-supply security (oil dependence) ➢ Environment (air quality, noise) and Climate Change (1/4 GHG emissions from urban areas) ➢ Citizens’ health and well-being ➢ Traffic safety, vulnerable road users • Contribution to economic growth and access to jobs (70% EU citizens living in cities and 85% EU GDP generated in urban areas) • Better meet the diverse urban transport and mobility needs of citizens, businesses and industry; offer more and more attractive choices
  • 5. 2011 White Paper Roadmap to a Single European Transport Area • Oil dependency, -60% GHG emissions by 2050, Congestion, Competitiveness of the EU economy • Ten Goals for a competitive and resource efficient transport, including …two specifically urban: ➢ Halve the use of ‘conventionally-fuelled’ vehicles in urban transport by 2030, phase them out by 2050 ➢ Achieve CO2-free city logistics by 2030 – in major urban centres • Transition from a car based mobility to a mobility based on walking, cycling and high quality public transport

Action Plan on ITS: Group on Urban ITS (2010-2012) and C-ITS Action Plan: Group on C-ITS and automation (2016-2018) 3. The White Paper on Transport (2011) 4. Urban Mobility Package COM (2013) 913 ➢ Develop Sustainable Urban Mobility Plans (SUMP) ➢ Coordinated action in: Urban logistics, Urban access regulations, ITS deployment in urban areas, Urban road safety 5. PolicyResearch and Innovation ➢ The calls on Green Vehicles is an essential component of road and urban transport R&I, funding (DG RTD): GV Calls ✓ Improvement of energy efficiency of road transport vehicles ✓ Use of new types of non-conventional energies in road transport, such as electricity, CNG and LNG, bio-based fuels Horizon 2020 for Urban Mobility Research content ➢ The mode-specific Road area (DG RTD & DG MOVE): MG and ART Calls ✓ R&I for road transport in complement to the ‘Green Vehicles’ call ✓ Internal combustion engines; support to air quality policy; safety of road transport; production technology; new vehicle concepts for road and urban transport ; city logistics. ➢ The Urban mobility area (DG MOVE): ✓ Innovation in resource-efficient and competitive urban mobility and transport ('CIVITAS 2020') ✓ Transformation towards a cleaner and better urban mobility and transport - Build on legacy (CIVITAS, STEER market take-up, …)

PolicyResearch and Innovation Main R&I urban mobility activities supported by the EC – From FP7 to H2020 ➢ High quality Public Transport vehicles and Accessibility for All: EBSF2 - Advanced Bus Concepts for increased efficiency ➢ Intermodal transport interchanges and stations ➢ Clean and safe vehicles for passengers and freight transport ➢ Intelligent Transport Systems and new mobility services, Automated Road Transport Systems: AVENUE - Full-scale demonstration of urban road transport automation ➢ Innovative, clean and efficient freight transport concepts and Urban Distribution Centers 2 main fields of R&I: 1) Decarbonisation and clean vehicles ; 2) Digitalisation & connected and automated mobility.
  • 12. SOLUTIONS - Sharing Opportunities for Low carbon Urban transportaTIONS ✓ Coordination Action to support international cooperation activities on green urban transport ✓ Consortium: 27 partners from 18 countries in Europe, Asia, Latin America and Africa ✓ Duration: May 2013 – October 2016

SOLUTIONS key actions ✓ Worldwide uptake of sustainable urban mobility solutions ✓ 19 cities in Europe, Asia, Africa and Latin America on knowledge sharing and the development of implementation concepts ✓ Capacity building for over 2000+ experts’ factsheets and policy papers ✓ Areas covered: SUMPs, Public Transport, Infrastructure, City Logistics, Clean Vehicles and Mobility Management

The Urban Electric Mobility Initiative (UEMI) ✓ Launched at the UN Climate Summit in New York in September 2014 ✓ Supported by the EC through the SOLUTIONS project, the UEMI aims to: • Increase market share of electric vehicles in cities to least 30% • 30% reduction of CO2 emissions in urban areas by 2030 • Integrate electric mobility solutions into a wider sustainable urban mobility concept

Contribution to Habitat III and UNFCCC processes ✓ SOLUTIONS contributed actively to the development of the New Urban Agenda (Habitat III) to emphasize the role of urban mobility in sustainable development ✓ The UEMI/SOLUTIONS • Was part of the Lima Paris Action Agenda (COP 21) • Contributed to COP 23 in Bonn and COP24 in Katowice.
  • 16. FUTURE RADAR (H2020) ✓ Take-up of sustainable urban mobility solutions through capacity building, policy advice and pilot project development (electro mobility) ✓ Main activities: 1. Capacity building: city support, trainings, E-learning,… 2. Implementation and policy support: EV readiness assessment in 20 cities, project concept development, policy papers,… www.uemi.net

Horizon Europe is the Commission proposal for a € 100 billion research and innovation funding programme for seven years (2021-2027) to strengthen the EU's scientific and technological bases to boost Europe's innovation capacity, competitiveness and jobs to deliver on citizens' priorities and sustain our socio-economic model and values € 4.1 billion are proposed to be allocated for defence research, in a separate proposal for a European Defence Fund
