The growth of open access via the payment of APCs in
hybrid journals has been a feature of the UK approach to
open access at least since the Finch Report. Jisc has piloted
โoffsettingโ agreements that link subscription and APC
payments, seeking to reduce one as the other grows and
thus helping UK institutions to manage the cost increases
resulting from the combined cost of journal subscriptions
and APCs. Whilst Jisc has made some headway, offsetting
has become a hugely contentious issue, with OA advocates
criticising its implicit acceptance of the existing costly and
opaque market for journal subscriptions, and many publishers
decrying the failure of research-intensive countries to
adequately fund the implications of their policy decisions.
This session reflects on the challenges, issues, status and
implications of offsetting in the specific context of the UK

Every Child a Library Member
Every Child a Library Member was a project in Scotland designed to introduce automatic library membership at key stages throughout the early years, The project was launched in August 2015 by First Minister Nicola Sturgeon, with all of Scotland's 32 Local Authorities signing up to take part. This session presents the results of the evaluation of the project, carried out by Professor Peter Reid and Caroline Hood, and examines some of the pilot schemes, the methodologies used, the challenges and good practice introduced to encourage automatic library membership from birth onwards.

Building on success
The Scottish Library and Information Council developed a Public Library Quality Improvement Matrix to help public libraries in Scotland evaluate and improve their services. Through a self-evaluation process and external reviews, libraries are rated on a scale from weak to excellent across seven quality indicators. Based on the results, 329 examples of best practices and 292 areas for improvement were identified. The Scottish Government then established a ยฃ500,000 Public Libraries Quality Improvement Fund to support projects proposed by libraries that undergo regular self-evaluation and receive adequate or better ratings. Evaluations found that funded projects improved interactions between patrons and staff and increased library membership and user benefits. However, the full social and economic impacts will be difficult to assess over the long term.

Cranfield Agile Supply Chain Research Club
The Supply Chain Research Centre is Europe's largest centre dedicated to supply chain research. It receives over ยฃ500,000 annually to conduct research projects funded by research councils and industry. In addition to research, the centre runs the Agile Supply Chain Research Club, a forum bringing together industrial partners and faculty to share knowledge and experiences managing supply chains. Industrial partners can also participate in larger research projects. The club improves supply chain management practice by creating a collaborative space where members share best practices and access supply chain research with leading companies.
Visualization Studio
The Visualization Studio at the University of Calgaryโs central library is a state-of-the-art secure room created to support advanced visual and audio research by faculty and graduate researchers. The Studioโs primary feature is a high-resolution wall that displays 34.5 million pixels, 6 feet high by 16 feet wide. This allows for insight and overview that is impossible to achieve with a desktop monitor or standard projector. The library had a new vision for service, where dedicated space and staff enable researchers to embrace digital research, collections and collaboration in new ways. This opportunity was supported by faculty members across the campus, which became the basis for their participation in designing the room, selecting the technologies and hiring the roomโs manager. In two years of operating the Visualization Studio, researchers from various disciplines have had breakthroughs in the Visualization Studio, which has made it a valued asset on campus. This is a successful new service model for research libraries to bring unique value to campus. The presentation will include technical information, case studies, policies to enable success in the Visualization Studio and a concise environmental scan of similar facilities.

In 2006 a group of library and information studies academics and experts from three European universities โ Oslo University College in Norway, Tallinn University in Estonia and the University of Parma in Italy - began talks and consultations to develop a Master programme to impart knowledge and skills in digital libraries. The outcome was the formation of the two-year International Master in Digital Library Learning (DILL) programme. After taking in the first batch of 18 students from 16 different countries across the world in 2007, DILL has continued to train different cohorts of varying numbers in the last decade. In this paper, I identify the various stages in DILLโs developmental process following a community of practice framework by (Wenger and Snyder, 2000). Data was drawn primarily from literature including the various DILL websites from the different consortia institutions, combined with a reflection of my own experience of the DILL programme and activities. My analysis of the DILL programme is mainly based on the activities of its first two years, as I was a member of the first batch of DILL students. However, my continuous association with key contacts in the programme also offered useful observations that provided data for this study. While DILL was planned to primarily provide education for the Digital Librarian new professional, specific details of the programme also offer extensive knowledge in other areas including understanding of innovative digital services, interactive digital exhibitions, gamification techniques (such as topic maps), etc. There was also understanding of skills in knowledge management and human resource management, which are still relevant for emerging trends in modern global education and digital information environment. The programme is rich with expert local professors and numerous visiting lecturers who made DILL a unique learning experience.
DILL programme is developing into a virtual community of experts who collaborate from various locations of the world to discuss and share ideas not only on digital library related issues, but also other issues that can enhance the development of members within the community and beyond. DILL provides a useful model for other disciplines where experts seek to collaborate to develop consortia programmes to advance knowledge in their area. The fast developing digital technologies and changing library and information studies environment have resulted in new competencies and skills required of modern digital librarians. As DILL steps into its second decade, the programme may be more effective if its curriculum content is targeted to evenly assess the professional knowledge, generic skills and specific personal competencies of todayโs digital librarians.ย

Every Child a Library Member
Every Child a Library Member was a project in Scotland designed to introduce automatic library membership at key stages throughout the early years, The project was launched in August 2015 by First Minister Nicola Sturgeon, with all of Scotland's 32 Local Authorities signing up to take part. This session presents the results of the evaluation of the project, carried out by Professor Peter Reid and Caroline Hood, and examines some of the pilot schemes, the methodologies used, the challenges and good practice introduced to encourage automatic library membership from birth onwards.

Building on success
The Scottish Library and Information Council developed a Public Library Quality Improvement Matrix to help public libraries in Scotland evaluate and improve their services. Through a self-evaluation process and external reviews, libraries are rated on a scale from weak to excellent across seven quality indicators. Based on the results, 329 examples of best practices and 292 areas for improvement were identified. The Scottish Government then established a ยฃ500,000 Public Libraries Quality Improvement Fund to support projects proposed by libraries that undergo regular self-evaluation and receive adequate or better ratings. Evaluations found that funded projects improved interactions between patrons and staff and increased library membership and user benefits. However, the full social and economic impacts will be difficult to assess over the long term.

Cranfield Agile Supply Chain Research Club
The Supply Chain Research Centre is Europe's largest centre dedicated to supply chain research. It receives over ยฃ500,000 annually to conduct research projects funded by research councils and industry. In addition to research, the centre runs the Agile Supply Chain Research Club, a forum bringing together industrial partners and faculty to share knowledge and experiences managing supply chains. Industrial partners can also participate in larger research projects. The club improves supply chain management practice by creating a collaborative space where members share best practices and access supply chain research with leading companies.

Visualization Studio
The Visualization Studio at the University of Calgaryโs central library is a state-of-the-art secure room created to support advanced visual and audio research by faculty and graduate researchers. The Studioโs primary feature is a high-resolution wall that displays 34.5 million pixels, 6 feet high by 16 feet wide. This allows for insight and overview that is impossible to achieve with a desktop monitor or standard projector. The library had a new vision for service, where dedicated space and staff enable researchers to embrace digital research, collections and collaboration in new ways. This opportunity was supported by faculty members across the campus, which became the basis for their participation in designing the room, selecting the technologies and hiring the roomโs manager. In two years of operating the Visualization Studio, researchers from various disciplines have had breakthroughs in the Visualization Studio, which has made it a valued asset on campus. This is a successful new service model for research libraries to bring unique value to campus. The presentation will include technical information, case studies, policies to enable success in the Visualization Studio and a concise environmental scan of similar facilities.

In 2006 a group of library and information studies academics and experts from three European universities โ Oslo University College in Norway, Tallinn University in Estonia and the University of Parma in Italy - began talks and consultations to develop a Master programme to impart knowledge and skills in digital libraries. The outcome was the formation of the two-year International Master in Digital Library Learning (DILL) programme. After taking in the first batch of 18 students from 16 different countries across the world in 2007, DILL has continued to train different cohorts of varying numbers in the last decade. In this paper, I identify the various stages in DILLโs developmental process following a community of practice framework by (Wenger and Snyder, 2000). Data was drawn primarily from literature including the various DILL websites from the different consortia institutions, combined with a reflection of my own experience of the DILL programme and activities. My analysis of the DILL programme is mainly based on the activities of its first two years, as I was a member of the first batch of DILL students. However, my continuous association with key contacts in the programme also offered useful observations that provided data for this study. While DILL was planned to primarily provide education for the Digital Librarian new professional, specific details of the programme also offer extensive knowledge in other areas including understanding of innovative digital services, interactive digital exhibitions, gamification techniques (such as topic maps), etc. There was also understanding of skills in knowledge management and human resource management, which are still relevant for emerging trends in modern global education and digital information environment. The programme is rich with expert local professors and numerous visiting lecturers who made DILL a unique learning experience.
DILL programme is developing into a virtual community of experts who collaborate from various locations of the world to discuss and share ideas not only on digital library related issues, but also other issues that can enhance the development of members within the community and beyond. DILL provides a useful model for other disciplines where experts seek to collaborate to develop consortia programmes to advance knowledge in their area. The fast developing digital technologies and changing library and information studies environment have resulted in new competencies and skills required of modern digital librarians. As DILL steps into its second decade, the programme may be more effective if its curriculum content is targeted to evenly assess the professional knowledge, generic skills and specific personal competencies of todayโs digital librarians.ย

Abstract: This presentation provides an overview of the decisions, strategies and protocols informing the research design for four studies recently completed or underway. Funded in part through a Eugene Garfield Dissertation Fellowship awarded by Beta Phi Mu, the first is a descriptive study of blogging scholars, and their blogs, in the areas of history, economics, law, biology, chemistry and physics. Data was collected through questionnaires, interviews and blog analysis. Sampling for this study resulted in the identification of many blogs found to be publicly available but no longer actively published to. This led to the second study, โDispatches from Blog Purgatory.โ It entails content analysis of the final posts published to scholarsโ publicly available, but inactive blogs. The third study utilizes questionnaires, interviews, and blog and CV analysis to examine and contrast two subsets of bibliobloggers: blogging academic librarians and blogging information and library science faculty and researchers. The final study adopts a multiple-case approach to examine library and information science faculty and studentsโ practices, perceptions and expectations when interacting informally through Facebook. Data is collected through focus group and individual interviews, questionnaires, and policy analysis.

Throughout the world, academic libraries have come to the conclusion that the development of institutional repositories must be one of their major goals. Institutional repositories are the means for libraries to provide access to the research product of the academic community and also to promote open access. The publication of the research results in open access journals assists in the global diffusion of this information. The open access movement is becoming very popular among the academic institutions. Today more than 320 organizations have signed the Berlin declaration on Open Access. The Library and Information Services at the Cyprus University of Technology is one of these organizations. By signing this declaration the University commits to promote and support Open Access encouraging the researchers to publish their work based on the Open Access policies. The Library has developed the first institutional repository in Cyprus, Ktisis. This paper briefly describes the implementation process of Ktisis and continues to examine the set of activities used in the strategic plan of Ktisis, including the definition of open access policies.

In October 2022, as part of a strategic commitment to Open Research, Sheffield Hallam Universityโs new institutional policy for research publication and copyright, based on rights retention, came into effect.
As part of its role to provide access to knowledge, Hallamโs library led a partnership between the Universityโs research community and professional services to develop this new policy and implement rights retention as a new practice. This transformation in Hallamโs approach to copyright and scholarly communication took place alongside the development of UK HE sector requirements for transitional agreements and negotiation with publishers.
In this presentation, Nick Woolley (Director of Library and Campus Services) will share how the policy was developed and implemented and what the experience has been so far, including insight from the first six months of activity and data. Nick will show how Hallamโs policy is already making a positive impact on scholarly communication and argue why rights retention as disruptive innovation is relevant for all institutions who create knowledge.ย

The University of Glasgow Library developed a strategy to deliver mobile services over multiple phases.
Phase 1 involved developing a mobile catalogue, implementing QR codes, testing instant messaging and e-books, and conducting user surveys. Based on survey findings that most use mobile internet for email, social media and browsing, the top requested services were searching articles, checking out books and reading e-books.
Phase 2 will focus on improving the mobile website, expanding access to e-resources beyond e-books, using QR codes in physical locations, teaching digital skills, and utilizing mobile devices to improve workflows. The strategy is being implemented and promoted in phases based on user research.ย

While innovative approaches are needed, traditional efficiency improvements also remain important to make progress despite budget challenges.ย
