Recently, several international development organizations and civil society have focused their efforts to assist developing economies in a green and digital transformation. A green transformation is necessary to address Climate Action (SDG 13). Digital transformation has been identified as key to development and to addresses several SDGs. Sustainability concepts are to be a fundamental part of the digital transformation. It is recognized that it is essential to ensure the new technologies in the digital, biological and physical worlds are adopted to remain human-centered and serve society and the planet as a whole for the prosperity of all. Society can thus promote economic development and solve social problems simultaneously. This paper discusses the elements of a green and digital transformation, initiatives currently underway by international development organizations, civil society and developing economies, and progress to date toward the common goals established in the SDGs.
Nuclear safety regulation and building fire codes require that fire safety devices such as sprinklers and fire barriers be certified for performance by independent laboratories in accordance with ISO standards. The number and location of the devices are generally prescribed in the regulation or fire code. Presently fire safety engineering (FSE) is used to specify or replace the devices required in the regulation. This FSE process should also be certified by an independent and impartial body since it is used to substitute requirements in regulation.

The post-COVID recovery offers an opportunity to reverse unsustainable economic trends and build back better, to promote sustainable consumption and production as laid out in SDG 12 and transition to a circular, more resilient and low-carbon economy. Nations are developing a circular economy in the context of the Paris Agreement, the United Nations Sustainable Development Goals (SDGs) and the United Nations Call for Action on Adaption and Resilience. ISO, UNECE and other international standards organizations are developing a number of standards that are essential in supporting the climate agenda; they help adapt to climate change, quantify greenhouse gas emissions and promote the dissemination of good practices in environmental management.
A critical element to ensure the achievement of sustainable develop goals is the assessment of conformity and accountability that such goals are being achieved and in a manner consistent with all the SDGs. Although this document reports specifically on conformity assessment for the Circular Economy that is aimed to serve UN SDG12 – Responsible consumption and production, and also UN SDG-13, Climate action, many concepts and methods discussed here will be applicable more broadly in the implementation of all SDGs.
International Standards also play a crucial role in underpinning the global economy, and creating trust on all aspects of international trade. In the past, advanced economies have been the main participants in the development of international standards with participants from the transition and developing economies only playing a minor role. This report presents a synthesis of the technical and programmatic “lessons learned” in the International collaborative Fire Model Project (ICFMP) that was conducted from 1999 to 2008. A synthesis of ICFMP results has been conducted as a project of Deytec, Inc. to benefit public safety and the scientific community. The verification and validation
(V&V) process in the ICFMP project was developed to examine the capabilities and limitations of fire models for nuclear plant fire safety and risk analysis, and to determine the predictive errors of the models. Although current models can reliably predict global parameters in nuclear plant compartment fires such as hot gas temperature and interface height, they are limited and need to be improved for predicting important parameters like the heat flux to cable targets. The development of V&V process provided experience in the conduct of blind exercises; however, it was not possible to determine the true
predictive errors of the models due to issues related to model input data and procedures for blind exercises. These issues could be addressed and the V&V process can be improved. The experience in the ICFMP has formed the basis of a V&V process for the evaluation of fire models for nuclear plant applications.

The purpose of the proposed scheme is to address present issues faced by national authorities and applicants in the review and approval of performance-based fire safety designs.

This paper presents a proposal for development of a unified international standard that covers both prescriptive and performance-based fire safety. Presently, most countries have a prescriptive framework for the requirements for fire safety. Countries that have developed a Performance-Based Code (PBC) for fire safety, e.g. New Zealand, still had to maintain many prescriptive requirements that cannot be replaced using performance-based approaches. Several countries now allow the use of performance-based fire safety design within the framework of its prescriptive fire safety requirements, but in many cases demonstrating the equivalence of the performance-based design with the prescriptive requirements is difficult. A framework and methodology for a unified approach to fire safety requirements, that will allow the use of both sets of requirements in a fire safety program, including an exchange of one set with the other, does not exist at the present. This has been identified as a gap for the use of more modern fire safety design methods.

The U.S. economy is continuing its impressive recovery from the COVID-19 pandemic and not slowing down despite re-occurring bumps. However, it is not completely smooth sailing from here. The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.
