This document discusses the growing GovTech sector and opportunities in technology solutions for the public sector. It notes that while large vendors have historically dominated the government IT market, new pressures around technology trends and societal changes are driving public sector transformation. This has led to rising investment and deal values in GovTech startups and more startups now supplying the UK government. However, issues still exist around financial cycles for SaaS solutions, staff training needs, cybersecurity risks, and fragmented procurement systems.

This paper is located in what is referred to as policy critique within the theoretical framework of International Political Economy (IPE) which, by origin, seeks to problematize issues of policy. In 1994, celebrated Brazilian economist, Reinaldo Gonsalves produced an important thesis and model on how to measure a country’s global insertion. At that time, Gonsalves could not have foreseen the influence of the Internet on global trade or on domestic trade policies. As such, the issue of global digital connectivity now presents itself as another pillar to measure global insertion. By examining regional Caribbean policy in this regard, this is an opportunity to advance Gonsalves’ model stimulate further on the opportunities associated with global digital connectivity.

Technologies covered in the study scope included cloud/SaaS, Artificial Intelligence (AI), Machine Learning (ML), big data, automation and blockchain, amongst others. The findings were supported by an industry survey that led to the broad conclusions that cloud/SaaS and data management initiatives were in flight. AI, ML and automation seemed to be prepping for an explosion of use while blockchain was overhyped and lagging. Over the last couple of years, our general market observations as analysts have largely confirmed the results of the research.

This hype is facilitated by changes in online media, including the rise of social media. This paper describes how the professional incentives of experts and the changes in online media have increased hype and how this hype makes it harder for policy makers, managers, scientists, engineers, professors, and students to understand new technologies and make good decisions. We need less hype and more level-headed economic analysis and this paper describes how this economic analysis can be done.
