The interface between research and 
policy: Experience of South Korea 
National Youth Policy Institute

1. Introduction of the Institute 
• History 
– The National Youth Policy Institute was originally 
established in 1989, in accordance with the “Youth 
Nurture Law”. 
– It was then made as a part of the National Research 
Council for Economics, Humanities and Social 
Science under the Prime Minister. 
– The NYPI celebrates its 25th anniversary in 2014.
1. Introduction of the Institute 
• Principal Functions 
– Research, evaluation, analysis and consultation on 
youth related policies 
– Promoting cooperation for youth development 
between government sectors and civil, as well as 
among academic fields 
– Supporting and consulting non-governmental youth 
related organizations

• Activities 
– Basic Surveys 
 NYPI provides basic statistical data for youth research and policy 
through comprehensive surveys and research on youth life, values 
and attitudes. 
– Policy Research and Development 
 NYPI performs policy-oriented researches to contribute to the 
development of national and local policies for youth. 
– Policy Evaluation and Consulting 
 NYPI analyzes and evaluates the effect of youth policies. It 
develops evaluation models for analyzing the effect of national 
and local policies for youth.
1. Introduction of the Institute 
• Activities 
– Exchange and Collaboration 
 NYPI builds a collaboration system through the exchange of 
scholars and programs with institutes and agencies related to 
youth inside and outside the country. 
– Providing Data for Policies and Research 
 NYPI provides policy-related information presenting the direction 
of youth research and policy development through seminars and 
conferences. 
– Supporting Training Activities 
 NYPI operates qualification system and training course for youth 
workers. It also develops and supplies youth activity programs 
and provides information service for youths and youth workers.

Introduction of the Institute • History – The National Youth Policy Institute was originally established in 1989, in accordance with the “Youth Nurture Law”. – It was then made as a part of the National Research Council for Economics, Humanities and Social Science under the Prime Minister. – The NYPI celebrates its 25th anniversary in 2014.

Introduction of the Institute • Principal Functions – Research, evaluation, analysis and consultation on youth related policies – Promoting cooperation for youth development between government sectors and civil, as well as among academic fields – Supporting and consulting non-governmental youth related organizations

Introduction of the Institute • Activities – Basic Surveys  NYPI provides basic statistical data for youth research and policy through comprehensive surveys and research on youth life, values and attitudes. – Policy Research and Development  NYPI performs policy-oriented researches to contribute to the development of national and local policies for youth. – Policy Evaluation and Consulting  NYPI analyzes and evaluates the effect of youth policies. It develops evaluation models for analyzing the effect of national and local policies for youth.

Introduction of the Institute • Activities – Exchange and Collaboration  NYPI builds a collaboration system through the exchange of scholars and programs with institutes and agencies related to youth inside and outside the country. – Providing Data for Policies and Research  NYPI provides policy-related information presenting the direction of youth research and policy development through seminars and conferences. – Supporting Training Activities  NYPI operates qualification system and training course for youth workers. It also develops and supplies youth activity programs and provides information service for youths and youth workers.

  1. I’d like to thank you for providing me with this great opportunity to share our experiences. My name is Eunju Jung. I am currently working as an assistant research fellow at the National Youth Policy Institute. Before I begin, to give you overview about my presentation, first, I will talk about the National Youth Policy Institute in Korea, and then our experiences about the interface between research and policy.
