councils and leaders for their exemplary
performance and bringing responsive services to
their member, affiliates and the community;
• To search for models of cooperative best
practices and good governance that will serve as
start up points in establishing of benchmarks and
standards of cooperative performance;
Objectives:
• To drumbeat public awareness and build social
consciousness on the vital role of cooperatives and
partners in the attainment of equity, sustainable
economic development and social justice;
• To motivate other cooperatives to make more
involvement and strengthen their meaningful
participation not only as passive spectators and
beneficiaries of fruits of development and putting
them in the mainstream of development process;
and
• To document profiles of winners as reference
material for best and exemplary practices that
could be replicated in other areas.

• Screening Committee (Regional/Provincial levels)
Ensures the integrity of evaluation process for the
outstanding cooperatives, CDOs, CDCs and leaders
by thorough reviewing the documents and validating
the same and making recommendations to the
Board of Judges.
• Regional Board of Judges (NBOJ)
Decides and declares the winners for each category
National Screening Committee
A. Technical Working Committee (TWC)
Ensures the integrity of evaluation for the
outstanding cooperatives, CDOs, CDCs and
leaders by thorough reviewing the documents

• Assesses the contenders based on the
presentations made by the TWC;
• Selects and decides the finalists for each category;
• Presents and recommends to the National Board of
Judges

Procedures for Determining the
Awardees - Cooperatives
1. The CDA extension office shall come up with
the list of potential nominees for primary
cooperatives, federations and unions which
shall be derived from the database of the
Authority;
2. The extension Office shall notify the concerned
cooperatives and direct them to prepare
and submit the necessary documents for the
competition;
3. The regional Screening Committee shall evaluate the
documents pertinent to the qualified cooperatives that
respond to the notice given;
4. The extension office shall endorse to the TWC the
qualified with the following ratings
• 50%-Micro
• 60%- small
• 70%- medium
• 80%- large
Procedures for Determining the

5. The TWC shall evaluate the documents submitted by
the extension offices and the validate the veracity of the
documents and information pertinent to the qualified
entries and submit the results of validation of the
Program Management Committee (PMC)
6. The TWC shall present the results of the evaluation and
validation to the sub-committees for the selection of
the finalists to each category;
7. PMC Head or sub-committee representatives shall
present the results of the finalists to the BOJ:

8. Only one member of the sub-committee shall be
present during the BOJ meeting who shall present
the result;
9. The TWC shall also be present during the BOJ
meeting to provide technical support to the Sub-
committee representative presenting the result
10. The PMC shall come up with the short list of
national finalist for each category for submission
and preparation to the National Board of Judges
(NBOJ);
11. The NBOJ shall proclaim the winners for each
category.

1. The leaders, CDOs and CDCs must be nominated by
a person or persons in an organization/s as
identified in the qualifying criteria for each
category;
2. The accomplished nomination form together with
the documentary requirements must be submitted
to the Extension Office where the nominee
reside/located;
3. The Regional Screening Committee shall evaluate
the documents pertinent to the nominees;

4. The Regional Screening Committee (RSC) shall
recommend to the Regional Board of Judges the
finalist for each category.
Required points as finalist: 70%
5. The Regional Board of Judges shall proclaim the
winners for each category.
6. The RSC shall endorse to the TWC the Regional
Winner (1st only)

NOTE:
Composition of the National Board of Judges for
Cooperative Leaders
The Board of Judges shall be chosen from
among cooperators who have distinguished
qualifications and achievements in the field of
cooperatives and public service.
The Board of Judges shall be composed of five
(5) persons to be nominated by the CDA and
partner organizations.

Objectives: • To recognize cooperatives, cooperative development offices, cooperative development councils and leaders for their exemplary performance and bringing responsive services to their member, affiliates and the community; • To search for models of cooperative best practices and good governance that will serve as start up points in establishing of benchmarks and standards of cooperative performance;
  • 3. Objectives: • To drumbeat public awareness and build social consciousness on the vital role of cooperatives and partners in the attainment of equity, sustainable economic development and social justice; • To motivate other cooperatives to make more involvement and strengthen their meaningful participation not only as passive spectators and beneficiaries of fruits of development and putting them in the mainstream of development process; and • To document profiles of winners as reference material for best and exemplary practices that could be replicated in other areas.

Castillo; Executive Director- CPDAD Chief; Registration Division Chief ii. Leaders : Adm. E. Castillo; LRD Director; Planning Div. Chief iii. LGU-CDO: Adm. N. Alindogan; Deputy Exec. Director; Legal Division Chief iv. Cooperative Devt. Councils: Adm. Disimban: Finance Division Chief; Supervision and Examination Unit Head CRITD shall be the secretariat of the PMC.

Functions of the Committees & the BOJ • Screening Committee (Regional/Provincial levels) Ensures the integrity of evaluation process for the outstanding cooperatives, CDOs, CDCs and leaders by thorough reviewing the documents and validating the same and making recommendations to the Board of Judges. • Regional Board of Judges (NBOJ) Decides and declares the winners for each category
  • 19. National Screening Committee A. Technical Working Committee (TWC) Ensures the integrity of evaluation for the outstanding cooperatives, CDOs, CDCs and leaders by thorough reviewing the documents and validating the same and making recommendations to the Program Management Committee

Program Management Committee (PMC) • Assesses the contenders based on the presentations made by the TWC; • Selects and decides the finalists for each category; • Presents and recommends to the National Board of Judges C. National Board of Judges (NBOJ) Decides and declares the winners for each category at the national level
  • 21. Procedures for Determining the Awardees - Cooperatives 1. The CDA extension office shall come up with the list of potential nominees for primary cooperatives, federations and unions which shall be derived from the database of the Authority; 2. The extension Office shall notify the concerned cooperatives and direct them to prepare and submit the necessary documents for the competition;
  • 22. 3. The regional Screening Committee shall evaluate the documents pertinent to the qualified cooperatives that respond to the notice given; 4. The extension office shall endorse to the TWC the qualified with the following ratings • 50%-Micro • 60%- small • 70%- medium • 80%- large Procedures for Determining the awardees
  • 23. 5. The TWC shall evaluate the documents submitted by the extension offices and the validate the veracity of the documents and information pertinent to the qualified entries and submit the results of validation of the Program Management Committee (PMC) 6. The TWC shall present the results of the evaluation and validation to the sub-committees for the selection of the finalists to each category; 7. PMC Head or sub-committee representatives shall present the results of the finalists to the BOJ: Procedures for determining the awardees, leaders, CDOs and CDCs
  • 24. 8. Only one member of the sub-committee shall be present during the BOJ meeting who shall present the result; 9. The TWC shall also be present during the BOJ meeting to provide technical support to the Sub- committee representative presenting the result 10. The PMC shall come up with the short list of national finalist for each category for submission and preparation to the National Board of Judges (NBOJ); 11. The NBOJ shall proclaim the winners for each category. Procedures for determining the awardees, leaders, CDOs and CDCs
  • 25. 1. The leaders, CDOs and CDCs must be nominated by a person or persons in an organization/s as identified in the qualifying criteria for each category; 2. The accomplished nomination form together with the documentary requirements must be submitted to the Extension Office where the nominee reside/located; 3. The Regional Screening Committee shall evaluate the documents pertinent to the nominees; Procedures for determining the awardees, leaders, CDOs and CDCs
  • 26. 4. The Regional Screening Committee (RSC) shall recommend to the Regional Board of Judges the finalist for each category. Required points as finalist: 70% 5. The Regional Board of Judges shall proclaim the winners for each category. 6. The RSC shall endorse to the TWC the Regional Winner (1st only) Procedures for determining the awardees, leaders, CDOs and CDCs

NOTE: Composition of the National Board of Judges for Cooperative Leaders The Board of Judges shall be chosen from among cooperators who have distinguished qualifications and achievements in the field of cooperatives and public service. The Board of Judges shall be composed of five (5) persons to be nominated by the CDA and partner organizations.
