The Ukrainian Ministry of Information Policy appeals to Facebook's management to develop a verification mechanism for unreliable news on the social network. It notes that fake and unconfirmed news about Crimea and the conflict in eastern Ukraine manipulates public opinion and causes political scandals. The Ministry requests that Facebook introduce a team to develop such mechanisms with Ukraine, similar to efforts underway in other countries like the US and Germany. It also asks Facebook to implement an algorithm for Ukrainian users that prevents spammers from operating under the names of real news organizations. The Ministry offers to assist Facebook on these issues per the management's instructions.

The Ministry of information policy of Ukraine appeals to You with a request
to develop a verification mechanism for unreliable news.
Every day, the social network Facebook is gaining popularity among users
m Ukraine. News about the development of a verification mechanism fi r
unreliable news by the Facebook network at ~he request of the Germany
government became a real sensation among the Ukr ainians. Ukrainian people, in
tum, has the right to receive accurate and truthful inforn1ation on Facebook.
In connection with the Russian aggression against Ukraine, we: are
concerned about threats facing freedom of speech and democracy in the form of
dissemination of falFe and unconfinned news about the occupation of the
Autonomous Republic of Crimea by the Russian Federation and conduction of the
anti-terrorist operation in the east of Ukraine. All abovementioned leads to
manipulation of public opinion ofthe Ukrainians, political scandals and the like.
The Ministry of information policy of Ukraine, in accordance with its
powers, appeals to You with a request to introduce a te:am, which will join us in
developing mechanisms to control fake news. Similar mechanisms are already

2. being developed by the management in other countries, including the United States
and Germany. They will provide users the ability to mark news as unreliable for
their further consideration by a specialised agency.
In addition, we ask Facebook to introduce an algorithm for the Ukrainian
segment of users, which will not allow spammers to operate in the social networks
under the names ofreal news organizations.
The Ministry of information policy of Uktaine is ready to assist in the
abovementioned issues on the instructions ofthe network management.
