carry forward the fight against
black money, Prime Minister
Narendra Modi said Rs 6,500
crore of undisclosed foreign
assets have been declared
under the compliance window
of the new law and the drive
would continue despite its
'side effects'.
In his address to the nation
from the ramparts of the Red
Fort on the 69th
Independence Day, he said
several important steps
including agreements with
countries like the US for real
time sharing of information on
Indian nationals holding
assets abroad have been
taken.
Also, the government has
enacted a new foreign black
money law with stringent pun-
ishments which some have
termed as too harsh that may
lead to Inspector Raj.
"Some of the diseases are
dreadful, injection is required.
Doctors say the injection may
have side effects but that is
the only cure. People may
see problems (in the new
black money law) but that is
the only solution," he said.
PM Modi said that immediate-
ly after coming to power in
May last year, the BJP gov-
ernment constituted a Special
Investigation Team (SIT) on
black money and later enact-
ed a Black Money
(Undisclosed Foreign Income
and Assets) and Imposition of
Tax Act, 2015.
The new law provided for a
90-day compliance window
ending September 30 to for-
eign assets holders to declare
undisclosed assets, pay a
total of 60 per cent tax and
penalty to escape jail term of
up to 10 years. The tax and
penalty on income declared
under the window has to be
paid by December 31.
"So far, Rs 6,500 crore of
undisclosed income have
been declared", PM Modi
said, adding the money will
be used for the welfare of the
people.

pledge his commitment to
eradicating graft and poverty.
"I want to reaffirm that this
nation will get rid of corrup-
tion....we have to start from

adding, "Corruption is like a
termite, it spreads slowly,
reaches everywhere but it
can be beaten with timely
injections."
PM Modi said there had been
no allegations of money being
siphoned off under his gov-
ernment but acknowledged
there was work to be done.
"Corruption has to be
removed fully from the sys-
tem," said the Prime Minister.
"With your support, I pledge a
corruption-free India."
His comments come two days
after the end of a rancorous
Parliament session, dogged
by Opposition allegations of
corruption against three top
leaders and ministers of his
BJP.
The scandals have been par-
ticularly embarrassing as PM
Modi's election win last year
was built in part on a pledge
to clean up government after
a series of scams under the
previous Congress adminis-
tration.
"India can be free of corrup-
tion... We have taken steps to
correct the system," PM Modi
said. As example, he men-
tioned coal block auctions in a
reminder of the major political
scandal during the previous
Congress-led UPA govern-
ment over the allocation of
coal blocks.
"Coal block auction has been
undertaken by the govern-
ment... About Rs.3 lakh crore
will come into the exchequer.

The government's crackdown
on illegal wealth through the
framing of the anti-black
money law, he said, was
another such instance. The
new law on illegal wealth has
made people fearful of stash-
ing black money abroad, said
PM Modi. He added that so
far, undisclosed income to

campaign "Start-up India,
Stand up India" to promote
bank financing for start-ups
and offer incentives to boost
entrepreneurship and job cre-
ation.
"We are looking at systems
for enabling start-ups. We
must be number one in start-
ups... Start-up India; Stand up
India."
The initiative, he said, will
encourage entrepreneurship
among the youth of India.
Each of the 1.25 lakh bank
branches should encourage
at least one Dalit or tribal
entrepreneur and at least one
woman entrepreneur.
Under this, in addition to
existing systems to facilitate
start-ups, he said loans would
also be given to help people.
The initiative, he said, will
give a new dimension to
entrepreneurship and help set
up a network of start-ups in
the country.
The Prime Minister also
promised to do away with the
current practice of interview-
based selections for low-
skilled government jobs.
He questioned the practice of
"interviews" for recruitments
even at relatively junior levels
and asked departments con-
cerned to end this practice at
the earliest and promote merit
by recruiting only through
transparent, online process-
es.
As part of the Skill India and
Digital India initiative, the
Prime Minister said a pack-
age of incentives will be given
to manufacturing units for

Old age consists of ages
nearing or surpassing the life
expectancy of human beings,
and thus the end of the
human life cycle.
Euphemisms and terms for
old people include, old peo-
ple (worldwide
usage), seniors (American
usage), senior citizens(British
and American usage), older
adults (in the social sci-
ences, the elderly,
and elders (in many cultures
—including the cultures of
aboriginal people). Old age
comprises "the later part of
life; the period of life after
youth and middle age . . . ,
usually with reference to dete-
rioration”. When old age
begins cannot be universally
defined
because it shifts according to
the context. The United
Nations has agreed that 60+
years may be usually denoted
as old age, and this is the first
attempt at an international
definition of old age.
However, for its study of old
age in Africa, the World Health
Organization (WHO) set 50 as
the
beginning of old age. At the
same time, the WHO recog-
nized that the developing
world often defines old age,
not by years, but by new roles,
loss of previous roles, or
inability to make active contri-
bution to societyMost devel-
oped Western countries set
the age of 60 to 65 for retire-
ment and old-age social pro-
grams eligibility. However,
various countries and soci-
eties consider the onset of old
age as anywhere from the
mid-40s to the 70s.
Furthermore, the fact that life
expectancy beyond 80 has
become widespread has shift-
ed definitions of old age.
Senior citizen is a
common euphemism for an
old person used in American
English, and sometimes
in British English.
It implies or means that the
person being referred to is
retired. This in turn usually
implies or in fact means that
the person is over the retire-
ment age, which varies
according to country.
Synonyms include old age
pensioner or pensioner in
British English,
and retiree and senior in
American English. Some dic-
tionaries describe widespread
usage of "senior citizen" for
people over the age of 65.
When defined in an official
context, senior citizen is often
used for legal or policy-related
reasons in determining who is
eligible for certain benefits
available to the age group. It
is used in general usage
instead of traditional terms
such as old person, old-age
pensioner,
or elderly as a courtesy and to
signify continuing relevance of
and respect for this population
group as "citizens" of society,
of senior rank. The term was
apparently coined in 1938
during a political campaign. It
has come into widespread
use in recent decades in legis-
lation, commerce, and com-
mon speech. Especially in
less formal contexts, it is often
abbreviated as "senior(s)",
which is also used as
an adjective. In commerce,
some businesses offer cus-
tomers of a certain age a
"senior discount". The age at
which these discounts are
available vary between 55,
60, 62 or 65, and other criteria
may also apply. Sometimes a
special "senior discount card"
or other proof of age needs to
be obtained and produced to
show entitlement.

The conflict between Raj
and Uddhav Thackeray
has a long story. Raj start-
ed his political career as a
firebrand president of
Sena’s student wing
Bhartiya Vidhyarthi Sena
(BVS). Raj was quite a
power centre and an
active youth leader. Of
course, he was rash and
sort of a Junior Thackeray,
mainly due to his look and
oratory skills. During the
crucial 1995 Assembly
elections, in which the
Sena won 78 seats,
Uddhav Thackeray
became active for the first
time. After the Shiv Sena-
BJP alliance came to
power, Uddhav’s stature
also rose, meanwhile, Raj
was sidelined. Raj was
seen as the political heir of
Sena founder Bal
Thackeray. However,
Balasaheb, as he was
known, selected his son
Uddhav as his successor,
Raj left the family fold in
2005 to launch his own
party, which claims an
almost identical vote bank
based on regional chau-
vinism. At that time, Raj
was not even a competitor.
Bal Thackeray declared
Uddhav’s candidature for
the post with a big bang,
thereby making him even
more non-functional. Raj’s
supporters slowly drifted to
Uddhav’s camp.
Balasaheb’s illness added
a different dimension to
the Raj-Uddhav conflict.
The Shiv Sena supremo’s
deteriorating health made
him give a clear message
that he wanted to crown
Uddhav and not his
nephew. The national
media played up this fact.
As Uddhav became a vir-
tual leader, the 2004 Lok
Sabha and Assembly elec-
tions saw denial of party
tickets to Raj loyalists,
shattering his hopes of
getting support of a good
number of MLAs. Uddhav,
that time had a support of
all 52 Sena MLAs and 101
corporators in the
Brihanmumbai Municipal
Corporation.
Nine years after breaking
away from the Shiv Sena,
Raj Thackeray recently
fumbled over his own party
symbol and urged people
to vote for “the bow and
arrow” – the Sena’s sym-
bol – before correcting
himself. There has always
been reports in media
about Shiv Sena President
Uddhav Thackeray and his
estranged brother MNS
chief Raj Thackeray com-
ing together. Whenever
assembly or municipality
elections approach, media
start speculating about a
patch up between the two
cousins. On the other
hand, both Raj and
Uddhav deny that there
has been any meeting
between them and claim
that the media reports are
false. Media always cook
up stories about reconcili-
ation between two broth-
ers whenever they meet
but many times it turns out
to be a personal meeting
instead of a political one.
The Shiv Sena is an estab-
lished political party in
Maharashtra on the other
hand MNS is yet to gain its
foothold in the state. Few
years back, the MNS had
played spoilsport by win-
ning 13 seats in the 2009
assembly polls and was
emerging as a strong
opponent of Sena.
However voters have
given a thumps down to
the MNS in the 2014
assembly election as the
party could manage to win
only one seat prompting
Raj Thackeray to rethink
his poll strategy. The party
now faces a tough task to
revive itself in the state.
Even though politically the
cousins have attacked
each other – as a family
they remained together. In
July 2012, when Uddhav
had to undergo angiogra-
phy and angioplasty, Raj,
his wife Sharmila, and
other family members
were by his side.
MNS’ 2009 violent agita-
tion in which Raj
Thackeray had managed
to get the attention of the
traditional voters of the
Shiv Sena. This also rais-
es doubts on whether the
MNS is losing appeal
among the middle class
and sons of the soil.
Can Raj Thackeray revive his fortunes?

which receives distress sig-
nals from registered women
users of mobile phones and
facilitates physical presence
of police in 5-7 minutes.
MHA has initiated steps to set
up a Nationwide Emergency
Response System to respond
to the needs of women in dis-
tress across the country.
Department of
Telecommunications has
already allocated Emergency
Number “112” for this system.
Victims in need or their rela-
tives may contact the “112”
system using any mode of
communication viz. landline
telephone, mobile phone,
SMS, e-mail, chat services,
voice over internet and
mobile apps etc. “112
System” is being designed to
handle 10 lakh calls per day
which will require approxi-
mately 3,500 personnel to
handle these calls in all the
States/UTs once fully imple-
mented. This project would
cost Rs.321 crores which
includes the cost of technical
infrastructure and also the
operation and maintenance
cost for five years.
Our country has vast poten-
tial to generate millions of
jobs and earn precious for-
eign exchange through
tourism, but this has not been
adequately tapped. With a
view to promote short dura-
tion tourism and expedite
grant of Visa, Government of
India has launched e-Tourist
Visa scheme (old name:
Tourist Visa on Arrival) on

New Delhi: In order to provide clean cooking and
lighting benefits to rural and tribal population living
in forest fringes and protected areas, the Ministry
of New & Renewable Energy (MNRE) has taken
up the programme for intensive distribution of
Renewable Energy Devices. Under the pro-
gramme devices like Unnat Chulhas, Solar
Cookers, Solar Lamps, Solar home lighting
Systems etc will be distributed by using the funds
of Compensatory Afforestation Fund
Management and Planning Authority (CAMPA).
Now this programme has been included in the
definition of forest protection and conservation
measures and management of notified forest/pro-
tected areas.
CAMPA has already issued circular providing
guidelines for utilization of funds to the State
Governments/Union Territories regarding the pro-
gramme. A cumulative of not less than 70% of
funds utilized/earmarked under the Net Present
Value (NPV) component are to be used for the
core activities, which could be earmarked for dis-
tribution of renewable devices in areas covering
national parks, Sanctuaries and reserve forests.
In this regard the states and union territories have
been requested to indicate their targets for

Private entities to manufacture space related equipment
As per the Coal Bed Methane Policy (CBM), Ministry of
Petroleum & Natural Gas (MoPNG) through Directorate
General of Hydrocarbons (DGH) had offered 33 coal blocks
for exploration and exploitation of CBM out of which 8 blocks
have reached development stage. Further, out of these 8
blocks, one block has entered into commercial production of
CBM and 4 blocks are producing incidental CBM. As report-
ed by MoPNG, the current level of production of CBM is 1.07
metric million standard cubic meters per day (MMSCMD).
The production of CBM is envisaged to reach 5.77 MMSCMD
in 2017-18. This was stated by Sh. Piyush Goyal, Minister of
State (IC) for Power, Coal & New and Renewable Energy in
a written reply to a question in the Lok Sabha.

Astana EXPO 2017 has
signed a memorandum of
cooperation with Air
Astana, Kazakhstan’s flag
carrier, to become a part-
ner in the exhibition.
Under the deal the airline
will hold the exclusive sta-
tus of Official Air Carrier of
EXPO 2017.
The official signing cere-
mony was held in Astana
earlier, with the signato-
ries being Astana EXPO
2017 chairman,
Akhmetzhan Yesimov, and
Air Astana president,
Peter Foster.
“Air Astana is the largest
airline in Kazakhstan, and
the memorandum signed
today will be the first step
in our cooperation.

ISISThe Islamic State claims to have beheaded the
Croatian hostage who was captured last month from
Egypt’s Cairo. The beheading claim come after the
Egyptian government failed to abide by the ISIS deadline
of 48 hours, given to free all Muslim female prisoners.
The ISIS made the claim on social media, posting the
pictures of the hostage’s body on ISIS-linked Twitter
accounts.However, the authenticity of the images has
not yet been ascertained.
The ISIS had captured a Croatian national named
Tomislav Salopek on July 22 and last week it released a
video, issuing a 48-hour-deadline to the Egyptian gov-
ernment threatening to kill the hostage if all Muslim
female prisoners were not released from jails.
Terror tracker SITE Intel Group’s head Rita Katz had
tweeted a grab from the video which showed the
Croatian man dressed in a faded yellow jumpsuit kneel-
ing before a knife-weilding ISIS fighter in fatigues.
In the video entitled, “A Message to the Egyptian
Government”, the hostage read from a note, identifying
himself as 30-year-old named Tomislav Salopek from
Croatia, with a wife and two kids.
The Croatian, who worked as a topographer for a French
Geoscience company Compagnie Generale de
Geophysique, (GCC), was kidnapped by Sinai Province
ISIS fighters on July 22 while heading to work in his com-

Mumbai: The Bombay High Court
ruled on Thursday in favour of Nestle in
its challenge to a ban by the food safe-
ty watchdog of the Swiss group's
Maggi instant noodles over concerns
the popular snack contained excess
levels of lead.
The court said the Food Safety and
Standards Authority of India would
need to justify its ban, and ordered
fresh tests at certain court-chosen lab-
oratories. If those tests are clear,
Nestle could return its noodles to
India's shelves, lawyers involved in the
case told to media persons.
In a sharp indictment of the country's
food safety regulator, the court ruled,
"Principles of natural justice have not
been followed in announcing the ban".
In June, the Food Safety and
Standards Authority of India (FSSAI)
said the snack was found "hazardous
and unsafe for human consumption".
Manufacturer Nestle has been told that
over the next six weeks, it must have
five samples of its noodles tested by
three accredited labs to prove the
amount of lead is within permissible
limits. If the tests are in Nestle's favour,
it can start selling the noodles again.
More than 2,700 samples of Maggi
noodles have been tested by laborato-
ries in India and abroad in recent
months, and each test confirmed the
level of lead to be "far below permissi-
ble limits," Nestle said in a statement
recently.

band allegedly stabbed his wife and later
attempted to kill himself by stabbing him-
self in the abdomen in Jeevanbhimanagar

to kill himself by stabbing himself in the
abdomen.
The incident came to light after neighbours
hearing the commotion and rushed to the

blood. They were immediately shifted to
Manipal hospital.
Meanwhile the Jeevanbhimanagar police
have been alerted who rushed to the spot
and began investigations. " We are yet to
take the statement of the couple to ascer-
tain the exact cause behind the incident.

Nestle company says:
The writ petition has been allowed and both ban orders
have been set aside. Manufacture and sale of Maggi
noodles is subject to certain conditions which will be
informed after the judgement is received," Nestle India
said in their statement to the Bombay Stock Exchange.
The court order is being seen as a big relief for Nestle
India, which manufactures the popular Maggi noodles.
The court's decision triggered a buying streak in Nestle
India shares, lifting the counter by as much as 5.82 per
cent.
Nestle had to withdraw all varieties of Maggi noodles in
June amid country-wide scrutiny for high content of
monosodium glutamate (a taste enhancer) and lead in
some samples.
India's food regulator - the Food Safety Standards
Authority of India or FSSAI - later banned the snack, rul-
ing it "unsafe and hazardous". Nestle has challenged the
ban in the Bombay High Court, where a verdict is due
soon.
The controversy over Maggi noodles has weighed on
Nestle's financial performance; the company slipped to a
second-quarter loss as sales fell 20 per cent because of
the withdrawal of Maggi noodles from domestic markets.
Nestle also reported one-time loss of Rs 452 crore in the
quarter. "Its good indication and good outlook for any for-
eign investor who's looking at India as an investment
destination," said senior advocate Balbir Singh Mastana
in his statement .
