Using the ICT sector as a growth engine instead of a cash cow – Uganda in FocusChristoph Stork
Rather than fostering economic growth, the government of Uganda is looking at ways of raising additional tax revenues from the ICT sector. This ignores the role of the ICT sector as a contributor to other sectors of the economy. Removing all ICT sector excise duties would facilitate GDP growth, stimulate job creation and help the informal sector to become more formal, leading to a wider tax base and higher tax revenues. Economic growth will generate more tax revenues and enable investment in other parts of the economy, such as infrastructure. The ICT sector needs to be turned into a growth engine to power Uganda’s ambitious development programme.
RESEARCH REPORT A National Telecom Wholesale NetworkYOZZO
Exploring the potential of National Telecom Public Company Limited (NT) partnering with a MVNA/MVNE to launch a National Wholesale Network for Mobile Virtual Network Operators (MVNO)
The merger between True Corporation (TRUE) and Total Access Communication (DTAC) on March 1st, 2023 in Thailand has significantly reduced competition in the Thai telecommunications market, and raised concerns about price increases, service quality decline, and lack of consumer choice.
This report explores the benefits of strengthening the role of National Telecom Public Company Limited (NT), as a neutral player by allowing it to retain its spectrum and partner with a Mobile Virtual Network Aggregator (MVNA) and enabler (MVNE), to establish a National Wholesale Network (NWN), as a solution to enable competition into the market via Mobile Virtual Network Operators (MVNO).
This approach can foster competition, drive innovation, utilize existing infrastructure and ultimately benefit consumers and enterprises by providing them with more choices and innovative mobile services.
A quick and basic introduction to:
#MVNA (Mobile Virtual Network Aggregator)
#MVNE (Mobile Virtual Network Enabler)
#MVNO (Mobile Virtual Network Operator)
Often described as smaller operators, they provide mobile services similar to mobile operators, and are known as mobile virtual network operators, or MVNO
First launched in the UK in 1999, MVNO's has spread across the globe, and at the end of 2019, there were more than 1300 MVNOs, in 82 countries.
Opposite normal mobile operators, a MVNO does not own spectrum, or radio network infrastructure (mobile antennas)
Instead, they buy wholesale access from a telecom network operator, or through an entity known as a Mobile Virtual Network Aggregator (MVNA)
A MVNA buy wholesale access from a telecom network operator, on behalf of several MVNOs, in order to achieve a large discount, and then resell, the network access to each individual MVNO.
The MVNE platform provide the MVNO's with technical solutions, such as customer support, billing systems, SIM management, and so on. enabling the MVNO's to setup, operate and charge the subscribers.
The MVNO's can now provide their services to end-users, or to machines (IoT) (M2M), under their own control, price package, and brand
MVNO issues in Thailand - and how to solve themYOZZO
VERSION 2.0 is available on this URL here on Slideshare: https://www.slideshare.net/yozzo1/mvno-issues-in-thailand-and-how-to-solve-them-v20
MVNO issues in Thailand highlights some of the regulatory issues in Thailand regarding MVNO.
Without some form of regulatory measures and changes as described in this presentation, Thailand’s telecoms market will remain an unleveled playing field, where competition and innovation of mobile services, and thereby the digital economy, may not evolve as it should - or at all.
The government has provided the platform for private industries to participate and form the final stages of Thailand 4.0 – however the current regulation from NBTC - or lack off, has not been able to follow suit but only concentrated on the existing silos in the market instead of getting all the wheels to spin.
Luckily, most of the issues evolves around issues created by NBTC itself i.e. home made quick fix paragraphs, lack of action, or lack of knowhow by the time MVNO was introduced, which demands less effort to solve.
This presentation is an extended version from the presentation given at the Engineering Thailand 4.0 event on the 17th November 2017
2017 information on Thailand’s Telecoms Infrastructure including: Spectrum licenses, AIS/TOT 2100MHz 3G MVNO roaming setup, DTAC/TOT 2600MHz MVNO setup, TRUE/CAT Telecom 850MHz MVNO setup, MVNO license fees, MVNO issues, Spectrum refarming Thailand, SRDs, Licensed and unlicensed spectrum band, IoT standards and licensing
Update June 22, 2017 - Version 1.1
Thailand’s National Broadcasting and Telecommunications Commission (NBTC) has allocate a pair: 885-890MHz (downlink) and 930-935MHz (uplink) to the Thai Chinese high-speed Railway project. Global System for Mobile Communications-Railway (GSM-R),
The NBTC also allocated the 380-400MHz spectrum to the Transport Ministry for trunked radio system on the subway system.
The MVNO i-mobile has exited the market
Minor update June 13:
Regarding the 2100MHz TOT/AIS MVNO setup. The contract was changed AWN was switched with Super Broadband Network (SBN) another subsidiary of AIS.

CONNECTING THAILAND'S DIGITAL ECONOMY | Unused Spectrum Capacity, MVNOs and D...YOZZO
This paper, highlights the vast unused telecom network capacity set aside for Mobile Virtual Network Operators #MVNO in Thailand, due to reluctance from the mobile network operators, AIS, Dtac and True, to accept these on their networks.
The introduction of MVNOs in Thailand six years ago has not succeeded in laying the foundation to ensure innovation, the achievement of the broader industry and national economic objectives. The MVNOs has been tethered with the legacy infrastructure and thinking behind the conventional mobile operator services.
However, there are lessons to be learned, and first lesson is - a new approach is needed.
Therefore, we suggest a few additions to the National Broadcasting and Telecommunications Commission’s (NBTC) notification regarding network capacity and obligations for Mobile Virtual Network Operators (MVNO) in Thailand.
We also propose a one-stop shop, who acts as an enabler for the digital economy, MVNO / M2M / IoT service providers, e.g. matching the demand, with the supply of unused MVNO capacity from the telecom operators, and thereby creating a win/win for all stakeholders in the ecosystem.

Over 40 brands have delivered HbbTV TV sets and STBs in Europe over the last 18 months and 90% of the major TV manufacturers, as well as many smaller brands ship with HbbTV support. End of 2014, HbbTV-compliant TV’s will make up half of total Western Europe connectable TV sets (60 Million)
In part one, "HbbTV Hybrid Broadcast Broadband TV" we showed some example of the services available with HbbTV. In addition, HbbTV works perfectly with advertising and enables broadcasters to provide additional advertising opportunities, and thus benefit from a range of new revenue streams

Digital TV in Thailand Engineering Journal of ThailandYOZZO
As Digital TV is getting ready to launch in Thailand, local and foreign set-top-box, television, mobile devices and in-car entertainment manufactures, are also ramping up their activities for the digital broadcasts.
Consumers buying pattern from markets who already have introduced DVB-T2 Set-Top Boxes or Televisions, shows a special buying pattern from consumers. The majority will wait to purchase to the last months before the analog signal is switched off, which leaves a huge gap between launch and shutdown that needs to be explored to keep momentum.
To address the huge gap, it is necessary to think “inside the box”, and focus on solutions that brings value added service in order to cater to more segments.

TOT Plc, holds 64 MHz of the 2300 MHz spectrum, which is currently unused.
The ICT Ministry and TOT are studying the possibility of bringing the unused portion of TOT's 2300 MHz spectrum up for auction in order
to increase the amount of bandwidth.
In exchange for the 2300 spectrum's return, TOT suggested to keep the 900 MHz spectrum that AIS has used to provide public telecom
service for 10 years.
TOT will ask NBTC for permission to keep 20 MHz of its 64MHz bandwidth to provide services under the universal service obligation
(USO) scheme. If NBTC declined its request, TOT would ask the National Digital Economy Committee to permit it to use the spectrum to
provide 4G technology under the USO scheme.

MCOT Plc and the Public Relations Department (PRD) holds 128 MHz and 26 MHz, respectively, of the 2600 MHz spectrum.
MCOT earlier allowed IBC to use the band for multichannel multipoint distribution service (MMDS) to provide a pay-TV service until
2009.
In 2010 MCOT, agreed to let Playwork use the band to offer a pay-TV and wireless broadband service for 15 years. It also signed a
contract with CAT Telecom to provide the network for the service. The now defunct, National Telecommunications Commission (NTC)
declined to permit Playwork to test the service, since the spectrum was allocated for telecom purposes, not broadcasting.
MCOT has agreed to return its unused 60 MHz of bandwidth out of 144 MHz on the 2600 MHz spectrum. The state-run broadcaster will
receive THB 100 million in compensation. NBTC told Bangkok Post the sum of THB 100 million in compensation had been calculated on
the potential revenue MCOT expected to gain during the concession period.
The Public Relations Department (PRD), which holds 24MHz of bandwidth on the same 2600 MHz spectrum, has taken the NBTC to the
Central Administrative Court for reclaiming its spectrum for reallocation.

Thailand’s National Broadcasting and Telecommunications Commission (NBTC) has finally
been able to set a timetable for the country's 4G spectrum auctions, after the cabinet gave
the green light to proceed with the auctions plans.
The NBTC expects to issue 4G licenses for the 1800 MHz spectrum November 11, 2015 and
the 900 MHz spectrum December 15, 2015.
If no further delays arise, NBTC expects to issue the licenses for the 1800 MHz spectrum in
December and the 900 MHz spectrum in January 2016.
The new commercial 4G services could then be rolled out by April 2016.

network operators on other service providers to
recover the costs of the interconnection facilities
provided by the network operators.
AIS, DTAC and TRUE agree to pay IC rate at THB 1.00/min.
The new IC rate of THB 0.45 per minute is applied from 1 July 2013.
TOT‐3G does not enter into IC agreement with any operators
The regulator has pledged to introduce a lower mobile termination rate than the current 0.45
baht ($0.014) per minute to help operators comply with the per-second billing new policy.
