Introduction
The policy of the state, as far as
cooperative is concerned, is well-
amplified in the Cooperative Code
which states, “ to foster the creation
and growth of cooperatives as
practical vehicle for promoting self-
reliance and harnessing people power
towards the attainment of economic
development and social justice.
• The government including all its branches,
subdivisions, instrumentalities, and agencies
are all called to “ensure the provision of
technical guidance, financial assistance and
other services to enable said cooperatives to
develop into viable movement that is free
from any conditions that may infringe upon
the autonomy or organizational integrity of
cooperatives.”

reduction programs and, if deemed
necessary, formulate a more
responsive set of programs
complementing existing ones,

AREAS OF COOPERATION
The areas of cooperation shall be as
follows:
• Identification and consolidation of
cooperatives by farmers, fisherfolks
and rural women in their Agri-Fishery
enterprises necessary to achieve
economies of scale;

• Identification and implementation of
capacity building and training activities
for members of the cooperative,
thereby enhancing their ability to better
plan, manage, organize and execute
their activities;
• Development and enhancement of the
core competencies of members and
officers of the cooperatives through
appropriate trainings;

• Joint planning, coordination and
implementation of relevant seminars,
training, short courses, technical meetings,
and other related activities of the partnership;
• Promotion and encouragement of
cooperativism among farmers and fisherfolks
who have expressed or demonstrated
readiness to organize themselves of the
implementation of DA programs and projects,
including its values and management
principles;

• Promotion of the concept of shared
management services among farmers,
fisherfolks and rural women
cooperatives in the areas of
bookkeeping and accounting, auditing
and other regulatory requirements and
initiate enterprise development
programs;

the cooperatives in the development of
farmers, fisherfolks and rural women;
• Assistance to the DA, particularly the
Agriculture Training Institute (ATI) in the
implementation of trainings/capability

Organization (4-H Club) and Farm Family.

• Assistance to the DA in the development
of agri-fishery related anti-poverty
programs, especially in the pre-
organization of intended beneficiaries and
graduation of people’s organizations into
cooperatives.
• Encouragement and assistance to the
farmers, fisherfolks and rural women
organizations receiving interventions to
graduate into or become full-fledged
cooperatives.

provision of support services
by the DA relative to the

Inform the registered Cooperatives of the
locations of established Negosyo Centers and
its services as well as the available business
development trainings conducted in the
Negosyo Centers.

The CDA Roles shall:
Identify cooperatives with issued COCs that
may use the equipment and machines of
established SSFs following guidelines set by the
Cooperator and refer said cooperatives to DTI
