Swach Bharat Abhiyan, it means that clean India mission it is a national level campaign launched by the Government of India on 2nd October 2014 to accelerate the efforts to achieve universal sanitation coverage. It is a major step towards the protection of degrading environment. The important objects of the mission include elimination of open defecation, conversion of insanitary toilets to pour flush toilets, eradication of manual scavenging and above all to bring about a behavioral change in people regarding healthy sanitation practices. It also ensures public participation in achieving these objectives. The campaign aims to achieve its objectives on 2019 as a tribute to Mahatma Gandhi on his 150th birth anniversary. The important objective of the SBM is that to improve the level of cleanliness and to make open defecation free. Swach Bharat mission has had the biggest domino effect in the world. Because it has addressed the centuries old practices on open defecation and it has had major health and economic impact. According to reports, 11 states are now open defecation free namely Sikkim, Himachal Pradesh, Kerala, Uttarakhand, Haryana, Gujarat, Chandigarh, Daman and Diu, Arunachal Pradesh, Chhattisgarh and Meghalaya. India, which had sanitation coverage of mere 41.92 per cent in 2014 has increased its coverage to 63.94 per cent, and this improvement is being viewed as a major success of the campaign. More than 3.5 crore toilets have been built under the mission in two years compared 83 lakh toilets built in 10 years between 2001 and 2011 under the Total Sanitation Campaign, as per the Ministry of Drinking Water and Sanitation. Not only is it a sharp increase in the number of toilets built under any national sanitation programme, but the pace of constructing toilets under Swach Bharat has been speedier as well. Nearing three years of completion, the campaign has now also laid its focus on the other aspects of sanitation such as behavioral change, piped water supply to toilets and drainage. However, it has been clearly declared that the campaign is not only the duty of the government but each and every citizen of the country is equally responsible to keep the nation clean or swatch. 2021 has been a year unlike others in our recent collective history – it has been a year of struggle and loss but also of great bravery and opportunity.
For BORDA South Asia, this has been a year of exciting change, with a new team of urban planners and engineers on-board, 4 new implementation partners on-ground and new partnerships with small municipalities. The theme of “Livable Small Towns for a Livable South Asia” is now firmly embedded in our approach.
We want to take this moment to recognize and cherish the contribution of all those who stepped up and made this year a success. Special gratitude towards the immense contribution of the frontline Sanitation Workers to keep our cities and towns clean and liveable. They are our true champions.
This year’s closing newsletter delves into some of our work in 2021 – highlighting initiative across 8 small towns in South Asia and partnerships that made it all possible.

8. Finance
• SBA Received funds and technical support from the World Bank, corporations as part of
corporate social responsibility initiatives, and by state governments
• Swachh Bharat Abhiyan is expected to cost over ₹620billion.
• The government provides an incentive of ₹15,000 for each toilet constructed by
a BPL family.
• Government and the International Monetary Fund signed a US$1.5 billion loan
agreement on 30 March 2016 for the Swachh Bharat Mission to support India's
universal sanitation initiative.
• The Ministry of Drinking Water and Sanitation which implements the SBA has been
allocated Rs 20,011 crore in the Union Budget 2017 which is a marked jump from the
previous year.
9. Previous Sanitation Campaigns
• Officially starting as of 1 April 1999, Govt. launched the Total Sanitation Campaign
(TSC) which was later (on 1 April 2012) renamed "Nirmal Bharat Abhiyan“.
Corporate India And Swachh Bharat Campaign
• Major corporate houses such as L&T, DLF, Vedanta, Bharti, TCS, Ambuja Cements,
Toyota Kirloskar, Maruti, Tata Motors, Coca Cola, Dabur, Aditya Birla, Adani,
Infosys, TVS and many others have earmarked budgets for Swachh Bharat projects.
(building toilets in distant villages, running workshops on behavioural changes, waste management, and water hygiene
and sanitation activities among other things.)
• According to one estimate Rs 1000 Crore worth of various cleanliness projects are
in the pipeline by corporate sector.

404 cities where more than 75% of residential areas were found substantially
clean.
297 cities have 100% door to door collection of garbage.
227 Cities where vacancy of staff in ULB for Solid waste Management is less than

226 cities where more than 75% of commercial areas undertake twice a day

166 cities where more than 75% garbage vehicles are tracked by GPS/RFID.

• There should be proper monitoring of the Public Toilet Facilities.
• The penalty fee paid by these people will
a. Make them understand that govt. is serious about cleanliness
b. Make them think twice before peeing or spitting in public.
• There should be more innovative techniques for waste Management.
• Assessment should be based on how many people use the toilet facilities.
• Government should more promote the bio toilets.
