Accessibility Compliance: One State, Two Approaches
Accessibility compliance is a growing concern for academic institutions as it pertains to instructional materials on websites, course management systems, and in course documents. This extends to materials provided by academic libraries such as electronic resources. This presentation will discuss the approaches that both systems governing Tennessee public colleges and universities are using to ensure that vendors are compliant with standards as described in WCAG 2.0, EPUB 3, and Section 508 of the Rehabilitation Act of 1973.
The session will be divided into three parts as follows:
Introduction to the difference between accessibility and accommodation. Discussion of the types of disabilities of which librarians should be aware when acquiring and assessing different electronic resources. Brief mention of the laws and standards related to accessibility compliance.
An overview of the University of Tennessee System’s approach to encouraging accessibility compliance by incorporating detailed conformance language into licenses with the vendors and publishers of electronic and information technology.
A discussion of the Tennessee Board of Regents system’s approach to encouraging accessibility compliance by conducting an accessibility audit of resources held in common among the system’s libraries and through a collaborative process of compliance document collection from vendors/publishers and sharing in an AIMT (Accessible Instructional Materials and Technology) database. An introduction to the different types of documents and their content: Accessibility Statement, Voluntary Product Accessibility Template (VPAT), WCAG 2.0 (Web Content Accessibility Guidelines) Checklist, EPUB 3 Accessibility Checklist, and a Conformance and Remediation Form.

How Accessible Is Our Collection? Performing an E-Resources Accessibility Review

While the growth and adoption of electronic resources has been exponential, there has been a concurrent lag in ensuring that e-resources are accessible by users with disabilities. Vendors have become increasingly aware of this issue and are taking steps to address it; however, given the sheer size of the library marketplace, there is a noticeable lack of consistency across vendor platforms. In the Summer of 2016, American University Library began evaluating the accessibility of its web content as part of a university-wide initiative focusing on Section 508 compliance. This review entailed not only library hosted websites, but also third party platforms for databases, e-journals, and e-books. In order to assess the accessibility of the library’s subscribed e-resources, the Electronic Resources Management Unit created an accessibility inventory. All subscribed e-resources were evaluated to gauge the efforts being made by vendors to make their products accessible. The methodology for this inventory involved seeking out voluntary product accessibility templates (VPATs), identifying clearly marked accessibility statements on the vendor site or platform, and reviewing current license agreements for verbiage that ensures a commitment to accessibility regulations and allows for remediation of accessibility issues that may be identified. This inventory represented an initial but crucial step towards e-resource accessibility. AU Library was able to identify the vendors who have already taken measures, and for those who had not, we identified the opportunity to create a dialogue. In this presentation, I’ll detail methods and resources that can be used in order to assess the status of a collection’s accessibility. Additionally, I’ll describe how AU Library was able to collaborate on this shared goal by identifying allies across the university in the offices of assistive technology and procurement. Finally, I’ll discuss our strategies for further educating and engaging with vendors.
Why ICT Fails in Healthcare: Software Maintenance and Maintainability
This presentation was for a SERG seminar at the University of Auckland Department of Computer Science. I present why software maintenance is a barrier for adoption of IT in healthcare and the maintainability aspects based on ISO/IEC 9126 software quality standard quality model. I then present the preliminary results of my research here.

As electronic serials have shifted from being the exception to the norm, libraries are becoming increasingly reliant on knowledge base driven systems to help manage their electronic resource holdings. In 2011, after over a decade of managing e-serials within a local database, the University of Toronto Libraries migrated its electronic serial holdings to a fully integrated commercial e-resource management system. Now, with two years of experience under our belts, we endeavored to take stock and analyze how our library is coping with e-serial management within this new environment. How accurate are our e-journal holding statements within the ERM? How effective are we at managing e-serial title changes? How well are we tracking journal purchases that fall outside of the big package deals? Throughout this study, we have encountered many of the benefits and pitfalls of managing electronic journals within a knowledge base-driven system. While using a commercial ERM and companion MARC record service has allowed the library to present better data to users and expose previously hidden collections, there are several new challenges that we must contend with in a knowledge base environment. A common issue hindering access to our e-journals is the supply of incorrect, outdated or incomplete metadata within the data supply chain. These metadata problems have a detrimental effect on libraries, and consequently on our users, as it affects the accuracy of our e-journal holdings within our e-resource inventories. Although the study began as an internal investigation of our e-serials management practices and workflows, the results highlight the need for greater standardization within the data supply chain, better communication with publishers and knowledge base providers, and increased collaboration to improve the e-resource management process.

Learn what's working and what isn't as we share the results of multiple trials utilizing various tech approaches to marketing library e-resources at the point of need, directly to the customers of the library. From printed bit.ly links and QR codes on traditional library display materials to Google AdWords and FaceBook ads targeted to individual searchers' information needs, learn practical tips that you can use to start targeting e-content at little to no cost to your end-users; including a peek inside the recent enhancements to the Google AdWords API to explore the possibilities of use in the context of the academic library.

Link resolvers have become an important element of providing access to full-text electronic content and are now ubiquitous in both the library and publishing community. These systems work well enough a majority of the time. However, they are not entirely problem free, and as a result users may not always obtain access to information which their institutions have licensed for them. The management of the large volumes of linking data necessary to support these services is a problem in scale as well as in detail. Several NISO projects have sought to improve the reliability of these systems, including the Knowledgebases and Related Tools (KBART) and Improving OpenURL through Analytics (IOTA) initiatives.
This webinar will highlight these NISO projects and other community initiatives launched to create community-managed knowledge base repositories.

Digital libraries basically store materials in electronic format and manipulate large collections of those materials effectively.
Format would be a combination of text, imaging, sound, video, audio and animation.

In the current model, the user is faced with the problem of dealing with multiple information silos and no-compelling starting place in implementing their search. Recently, the introduction of a “Web-scale discovery” layer, or Next-Generation Catalog, can provide this starting point for library patrons. In 2007, Amherst College launched a new web site using the open source content management system, Drupal. Since then, the Library has worked with IT's Web Services Group to build several web-based tools including a database locator, course guide builder, and dynamically generated new book lists. During the Summer of 2009 we embarked on another collaboration project to improve electronic reserve management and access from course web pages.

The traditional role of libraries as aggregators, curators, and disseminators of resources has been profoundly challenged by the notion of libraries as publishers of content. This paper will explore the idea of publishing in the context of new models of library sponsored resource delivery and the challenges faced in content curation.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing.
