3. The construction project for the new SMPN 3 Blitar
building began in 2017. In the first phase of
construction, the Blitar City Government allocated a
budget of Rp 11.5 billion. Then in 2018, the Blitar City
Government again allocated a budget of Rp. 23
billion to continue the second phase of construction.

Based on PP Number 19 of 2021 concerning the
Implementation of Land Procurement for
Development in the Public Interest. Many of the
principles and stages for land acquisition are
not in accordance with applicable regulations.

applicable principles such as harmony, humanity,
openness, deal/agreed. This is due to the many
protests regarding the land being used as a source of
income for farmers around the area. The farmers who
use the land strongly reject the construction of new
buildings on the land.

8. The land acquisition stage for this case is also not in
accordance with the applicable regulations, where
initially at the preparation stage it required initial
data on the rightful party and the object of land
acquisition, initial data on affected communities, etc.
But the party who built it did not get the permit and
the document and ended up bribing the mayor of
Blitar to get the permit.
9. conclusion
Based on literature searches and observations, I can draw the
conclusion that the farmers are not blaming the compensation
in the form of money for the land acquisition, but rather
blaming the land taken because it is not necessarily the
farmers who can get the land as it was before. In my opinion,
this development is very wrong and detrimental to the farmers,
who are indeed the government playing dirty for land
acquisition for this development. The government does not
follow the applicable regulations at all, the government should
be more honest and be able to handle land acquisition and
existing conflicts well, such as providing land for new rice fields
for farmers and paying for the losses received by the farmers.
