Definition of land registration according to Government
Regulation No. 24 of 1997 Article 1 paragraph (1) :
“Land registration is a series of activities conducted by
the Government on an on- going basis and in an orderly
manner which comprise the collection, processing,
recording, presentation, and maintenance of physical and
juridical data in the form of maps and registers
concerning land parcels and apartments, including the
issuance of right-evidencing documents for land parcels
on which rights have been established and for apartment
ownership rights as well as for the encumbrances
thereon.”

According to Article 9 of Government Regulation Number 24 of
1997. The objects of land registration are as follows:
a. land parcels having the status of hak milik (right of ownership),
hak guna usaha (right to cultivate), hak guna bangunan (right of
use of structures), and hak pakai (right of use);

Registration
● Second Registration is the
implementation of land registration in
the context of maintaining land
registration data due to legal events or
legal actions. In other words, the
second registration can also be called
the transfer of land rights. The transfer
of land rights can be through buying
and selling, exchanging or inheritance
in accordance with the provisions of
Article 26 Paragraph (1) of the BAL.
Land registration in Indonesia is divided
into 2 (two), namely:
● First Registration is the
implementation of land registration
for the first time on unregistered
land (not yet recorded in the land
registration register in accordance
with Government Regulation No. 10
of 1961 and Government Regulation
No. 24 of 1997).
For the first time land registration is still divided
into 2 (two):
a. a. Systematic Land Registration Is a land registration
activity for the first time that is carried out
simultaneously which includes all land registration
objects that have not been registered in the territory
or part of the territory of a village or urban village.
Physical data and juridical data on land parcels are
collected by the Juridical Task Force (Juridical Task
Force) through adjudication who work in the
village/urban-village designated as the location for
systematic land registration.
b. Sporadic Land Registration is a land
registration activity for the first time
regarding an area of a village/urban-village
individually or in bulk/collectively. Physical
data and juridical data on land parcels are
collected by employees of the Land Office

Based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of
the National Land Agency Number 17 of 2020, there are 33 regional offices of the National
Land Agency (BPN) located in provincial areas while the total land offices in all regions of
Indonesia are 471 offices.
South Sulawesi Province consists of 24 Regencies/Cities and each Regency/City has a Land
Office. Makassar City is one of the areas in South Sulawesi Province which has a Land Office
located at JI. A. P. Pettarani No. 8, Tidung Village, Rappocini District.
The PTSL Program Policy carried out by the Ministry of Agrarian Affairs and Spatial Planning
/ National Land Agency refers to the Regulation of the Minister of Agrarian Affairs and Spatial
Planning / Head of the National Land Agency Number 6 of 2018 and Presidential Instruction
Number 2 of 2018 concerning Acceleration of Complete Systematic Land Registration in All
Territories of the Republic of Indonesia. For Makassar City, the implementation of PTSL
activities is carried out in accordance with technical instructions Number
002/JUNKIS-300.UK.01.01/1//2019 concerning Complete Systematic Land Registration
Activities Based on Community Participation (PTSL+PM).

totaling: 101,540 Land Rights Certificates, Map of land parcels 164,747 plots.
For Makassar City, the target is 1997 Land Rights Certificates, 3000 plots of land parcels maps, the
location of which is the object of Complete Systematic Land Registration is in Manggala Sub-District
which includes Borong Urban-Village, Manggala Urban-Village and Tamangapa Urban-Village.

9. Implementation Stages
1. Job Preparation and Planning
a. Location Determination
The Head of the Makassar City Land Office determined the location of PTSL activities in three Urban-Villages
in his working area, namely Urban-Village Tamangapa, Urban-Village Manggala and Urban-Village Borong.
The determination of the location of the three sub-districts is based on the consideration that there are still
many parcels of land that have not been registered, this village is also still dominated by agricultural areas,
especially in the Manggala Village and the Urban-Village community strongly supports this PTSL activity.
b. Administration Preparation
At this administrative preparation stage, the Makassar City Land Office makes a Location Determination
Decree, a PTSL Adjudication Committee Decision Letter, a Puldatan Decision Letter by the Makassar City Land
Office Head and Puldatan Tasks made by the appointed PTSL Adjudication Committee Chair.
c. Counseling
Counseling at the Makassar City Land Office was carried out by the Land Office and the PTSL Adjudication
Committee, Urban-Village, Police, Attorney General's Office, which consisted of the Physical Task Force and
the Juridical Task Force.

Stages 2. Land Data Collection
a. Physical Data Collection
In physical data collection, there are several stages that
done that is ; 1).Initial identification of land parcel boundaries on the work map;
2).Designation and Determination of Boundaries in the field.
b. Juridical Data Collection
Juridical data collection is carried out by Puldatan with a Juridical Task Force survey
whose implementation can be carried out simultaneously during the initial
identification of land parcel boundaries at the community meeting forum. Inventory
or juridical data collection is carried out by filling out the Complete Systematic Land
Registration Inventory and Participant Identification Form. Juridical documents
collected include: Photocopy of the identity of the owner of the land parcel (KTP/KK);
SPPT PBB; Photocopy of the right base (Girik/Letter C, dIl); Photocopy of certificate /
GS / SU for land parcels that have been registered / certified and a statement of
physical control.

3. Quality Control
Data on land parcels in hardcopy and softcopy form and the positions of land parcels are mapped online,
both unregistered and registered fields. Information on land parcels in the form of: location
(Urban-Village), date, file number, name of field officer and information on land parcels. Each plot that is
approved (passes Quality Control) is marked with a checklist on the Drawings of land parcels that are not
approved by the records. Land parcels that pass can be issued a Land Field Identification Number (NIB).
4. Soil Map Printing
Map of land parcels printed by the Physical Task Force 2 times. Map of plots for clarification in one copy
for clarification purposes announced by Puldatan to be clarified by the owner of the land parcel in
question and maps of land parcels that have been clarified as archives of physical documents. As for the
map of land parcels, it is necessary to announce physical data and juridical data in the context of three
copies of printed certification. Printing is carried out after repairs based on the results of the
announcement by Puldatan. For the purpose of storing the warkah, 1 number of the Land Plane Map can
be used for all the plots of land that are on the map sheet of the plot of land.

5. Classification of Physical Data in the Land Parcels
Clarification of physical data on land parcels that can be carried out by
Puldatan to the public through announcements for 3 calendar days. This
clarification is to ensure the correctness and data of the physical
documents that have been collected. If during clarification there is a
correction of the name, ID number, area or additional data such as the
name of the land owner's field which previously did not have a name, the
map of the clarified land parcel must be corrected. This repair is done by
crossing out the wrong data and correcting it.
13. Policy implementation
The implementation of the policies referred to in this study are the actions taken by the Makassar City Land Office to
achieve a goal that has been set in a decision related to the Complete Systematic Land Registration policy using 4
indicators to measure the implementation of the policy. The indicators in question are:
● Information
The information provided by the Makassar City Land Office is comprehensive/comprehensive information to the
community, especially residents in the Urban-Village Tamangapa, Urban-Village Borong, and Urban-Village
Manggala. Information about the PTSL program is conveyed through coordination meetings, counseling, brochures
and mass media such as print media and electronic media.
● Policy Content
The contents of the policy consist of regulations which are the legal basis for PTSL activities in accordance with the
Hierarchy of Laws and Regulations, starting from Presidential Instruction Number 2 of 2018 concerning Acceleration
of Complete Systematic Land Registration, Minister of Agrarian and Spatial Planning Regulation Number 6 of 2018
concerning Complete Systematic Land Registration, and Technical Instructions and other rules and regulations. is
the extent of the impact given by the Makassar City Land Office Apparatus, related institutions to the interests of
the target group contained in the policy regarding the PTSL program.
14. Policy implementation
● Community Support
The community in the Manggala Sub-District is very enthusiastic about registering their land in the
implementation of the PTSL program. Enthusiasm is shown by the community's appreciation for
registering their land in the PTSL Program and wanting the PTSL Program to continue.
● Potential Distribution
The distribution of potential here relates to the coordination between stakeholders and implementing
activities in policy implementation. In coordinating then discussing the division of authority and duties of
each stakeholder, to avoid overlapping in implementing PTLS policies.
15. Achieving
Targets
and
Obstacles
to
the
Implementation
of
PTSL
The implementation of PTSL activities in Makassar City which has been carried out from 2017 to
2019 is getting better every year and always achieves the planned targets. This is due to the
support from various parties so that the implementation of an activity can run well, smoothly and
successfully. For the target of PTSL land parcels in Makassar City in 2019, namely 1,997 plots of
land spread over 3 Kelurahan and the Makassar City Land Office was able to achieve this target in
accordance with the specified time period.
Based on the results of the document review showing the achievement of the target land parcels
in each kelurahan, it can be seen through the following table:

16. The
Obstacles
to
the
Implementation
of
PTSL
Although the PTSL target at the Makassar
City Land office has reached the target, this
activity is never separated from the Inhibiting
Factors such as there are people who do not
live in the location that is the object of PTSL,
there are some people whose land parcels do
not have complete files, making it somewhat
difficult to issue certificates. There are also
people who do not have proof of their rights,
the domicile of the community is not in the
location for which the certificate is applied for
and there are locations that are difficult to
measure during the rainy season.
But in the end, the PTSL activities carried
out by the Makassar City Land Office continued
to run well and achieved the target.
17. Conclusion

1. The implementation of the policies for the Complete Systematic Registration program at the Makassar City
Land Office has been implemented.
2. The information aspect in the implementation of the PTSL program at the Makassar City Land Office shows
that there are forms of activities that support the achievement of program targets through program
socialization and counseling activities. Support for the information aspect is indicated by a good
understanding of the implementing Human Resources of the program.
3. There are provisions of regulations and technical guidelines that form the basis for the implementation of
PTSL activities in Makassar City in the context of policy content so that program implementation can run as
expected and can achieve program targets optimally.
4. The positive response of the community towards the implementation of the PTSL program shows that there
is community support for the implementation of the program.
5. There is a division of potential which is basically related to the performance of intensive coordination
between the implementers of activities in this case the Makassar City Land Office, Urban-Village Office, and
the community, in coordinating then discussing the division of authority and duties of each stakeholder to
avoid overlapping in implementing PTSL policies.
18. ● To all levels of the Makassar City Land Office,
as well as activity implementers, to continue to
improve their quality, increase their resources
both in terms of quantity and quality and
provide the best service to the community.
● All PTSL Activities Implementers are trying
their best to always achieve PTSL targets in
the following years.
