in current processes to provide outcomes that are more effective and efficient and which are
delivered with greater certainty and transparency.
Article 4 of the Energy Efficiency Directive requires Member States to define long-term strategies for stimulating energy efficiency of the buildings sector. The Department of Energy, Communications and Natural Resources is therefore tasked with publishing a National Renovation Strategy V.2 by 30th April 2017, covering buildings in the commercial, residential and public building sectors.
The aim of this first workshop was to explore all measures that could be taken in Ireland to move towards large-scale deep-renovation in the Public Buildings Sector.
The workshop took place in Farmleigh House on Thursday 16th June 2016.
A presentation conducted by Ms Kate Young, Environmental Change Institute, University of Oxford. Presented on Tuesday the 1st of October 2013.
Evaluation of potential infrastructure projects varies from straightforward financial assessment, to explicit methods requiring multi-criteria valuation and uncertainty analysis. All, however, are siloed to their own sector and in many cases the stand-alone project under consideration, ignoring the growing interdependence between the sectors.
Reviewing outputs of current assessment methods against the London ‘Thames Hub’ proposal, we develop these into a multi-sector, multi-attribute decision analysis over a 100 year time-frame. Uncertainty is assessed through sensitivity analysis, provisioning time-dependency analysis and an adapted real options analysis, to produce
bounded valuation of decision pathways. Further consideration of spatial feedbacks is then reviewed through a land-use transport model. The results are brought together to demonstrate a strategy level, integrated infrastructure assessment methodology, focused on delivering long-term resilience despite uncertainty.
In this webinar Mike Short, the Chief Scientific Adviser at the Department for International Trade will give a welcome introduction to the importance of international collaborations and Louise Mothersole, the Horizon Europe UK National Contact Point for Mobility, will detail the Horizon Europe opportunity and the process for application for UK participants.

Paris, 30 June, 2023
Presentation by Elsa Pilichowski, Director for Public Governance, OECD.
The 2023 edition of Government at a Glance provides a comprehensive overview of public governance and public administration practices in OECD Member and partner countries. It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

Russian anarchist and anti-war movement in the third year of full-scale warAntti Rautiainen
Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

2. The National Infrastructure Commission
2
The NIC is a permanent body which provides the government with
impartial, expert advice on major long-term infrastructure challenges.
The objectives are to:
• support sustainable economic growth across all regions of the UK
• improve competitiveness
• improve quality of life
The NIC commits to delivering:
• a National Infrastructure Assessment once in every Parliament,
setting out long-term infrastructure needs with recommendations
• specific studies on pressing infrastructure challenges
• an annual monitoring report, taking stock of the government’s
progress in areas where it has committed to taking forward
recommendations
Scope is transport, digital, energy, water & waste water, flood risk,
and solid waste. Plus interdependencies and cross-cutting issues.
3. The National Infrastructure Assessment
3
The Commission’s plan of action for the UK’s infrastructure over the
next 10-30 years. Recommendations include:
• Nationwide full fibre broadband by 2033
• Half of power provided by renewables by 2030
• Three quarters of plastic packaging recycled by 2030
• £43 billion of transport funding for regional cities
• Preparing for 100% electric vehicle sales by 2030
• Ensuring resilience to extreme drought
• A national standard of flood resilience for all communities by 2050
Alongside these, better design and more efficient funding and financing
can save money, reduce risk and create a legacy that looks good and
works well.
The government has committed to respond to the Commission’s
recommendations and to adopt agreed recommendations as
government policy.
4. Resilience study
The Government asks the Commission to:
a) Review UK and international knowledge and approaches
relating to the resilience of current and future economic
infrastructure systems
b) Develop an understanding of public expectations and
response to the potential loss of infrastructure services
c) Develop an analytical approach that can be used to better
understand the resilience of economic infrastructure
systems, and the costs and benefits of measures to improve
this
d) Undertake pilot analysis of infrastructure systems to
identify actions to improve resilience
e) Make recommendations to government
Two-stage approach with a scoping report identifying the
proposed methods and analysis, followed by a final report,
provisionally by spring 2020.
4
5. Resilience study consultation
Four questions:
1. What are the key questions that the next National Infrastructure
Assessment should answer about resilience?
2. On the basis of your response to question 1, what issues should be
prioritised in the resilience study?
3. Are there specific (e.g. policy, knowledge, data sharing or other)
barriers to addressing resilience emerging from cross-sectoral
interdependencies?
4. Are there any examples in which barriers to resilience issues, arising
from sectoral interdependencies or other causes, have been
addressed or overcome?
About 70 responses from researchers, infrastructure operators,
regulators, consultants etc. Still reviewing but key themes include:
• Systems approaches join-up between sectors and barriers
• Valuing resilience
• Changing landscape
5
6. Other scoping work
• UK levels of service
• International levels of service
• Analytical frameworks
• Public perceptions of infrastructure resilience
• Expert workshop and development of analytical
approaches
