The document outlines a strategic planning process for a PWG meeting, including:
1. A five-step process to develop a strategic plan, including defining goals, situational analysis, drafting a strategy, formulating action plans, and executing/monitoring progress.
2. The roles of the PWG in planning, execution, and setting metrics for priority strategic projects.
3. Tools that will be used in the process like a project evaluation matrix to prioritize projects based on criteria and a project tracker to monitor progress.

6. Role of PWG
• Planning – Define “best,” assess options, filter
strategic projects, develop priority matrix, set
priorities
• Execution - Monitor progress quarterly as a group,
monthly for your teams
• Metrics – Priority strategic projects must have
results that can be measured (for goal setting
purposes)
12. Why Use A Project Evaluation Matrix?
A project prioritization matrix supports
decision-making in the following ways:
• Helps prioritize complex or unclear issues when there are
multiple criteria for determining importance
• Provides a quick and easy, yet consistent, method for evaluating
options
• Takes some of the emotion out of the process
• Quantifies the decision with numeric rankings
• Is adaptable for many priority-setting needs (projects, services,
personal, etc.)
• When used with a group of people, it facilitates reaching
agreement on priorities and key issues
13. Matrix Development
• Six to 12 criteria is typical
• Example criteria might include whether or not the
project is a regulatory mandate, the added value it
brings to the stakeholder, anticipated increase in
donors etc
• Establish a rating scale to use in assessing how
well a particular project satisfies that criteria
• To ensure consistent use of the rating scale,
provide some details to define how the criteria
should be applied.
17. Step 5 - Execute And Monitor Progress
► Review Status of Top Ten projects monthly
and quarterly
► Review Stoplight Reports monthly and
quarterly
► Monitor and adjust priorities as needed
