VISION:
Pennsylvanians will appreciate the significant contribution that history
makes in forming the character of their communities and landscapes.
Communities will take action to respect their history and identify and
protect their assets in ways that add value to local environments and
sustain their unique authenticity of place.
By working together, Pennsylvanians will maintain and enhance their
cultural and natural resources and make the Commonwealth a desirable
place to call home, conduct business, and explore.

GOAL 1: INCREASE PRESERVATION PLANNING AT THE LOCAL
LEVEL …by helping communities to recognize, prioritize, and
capitalize on the benefits of preservation.

PLAN: Encourage planning practices that protect and enhance local
community character.
PROGRAM: Better enable municipal governments to implement
effective historic preservation programs.

GOAL 5: ADMINISTER AN EFFECTIVE AND PROACTIVE
STATEWIDE HISTORIC PRESERVATION PROGRAM . . . that
addresses preservation issues confronting Pennsylvania’s
communities.
IDENTIFY: Recognize strengths and weaknesses of BHP programs.
PLAN: Improve efficiency of internal processes and programs to increase
proactive BHP operations.
PROGRAM: Align programs and organizational structure to maximize
implementation of this Statewide Historic Preservation Plan and the other
obligations of the BHP.
EDUCATE: Support internal and external training and educational
opportunities.

Editor's Notes
Statewide historic preservation planning is one of the responsibilities required of the Commonwealth under the National Historic Preservation Act (NHPA) and the Pennsylvania History Code. This effort is overseen by the National Park Service (NPS), which reviews and approves all state preservation plans. Pennsylvania’s Statewide Historic Preservation Plan (2012‐2017) lays out a five-year framework for action and collaboration. The overarching goal is to build stronger communities by using cultural and historic resources in ways that add value to citizens’ lives today and in the future. The link between historic and natural resources is recognized and supported by this Plan. The ACTION AGENDA presented in the Plan was developed with the direct intent of being highly responsive to public needs and desires. Although this Plan was prepared mainly by the Pennsylvania Historical and Museum Commission’s Bureau for Historic Preservation,which serves as the State Historic Preservation Office, it was developed with extensive public input and diverse expertise. The 2012-2017 PA Historic Preservation Plan was created by and for all Pennsylvanians and requires assistance and participation from all Pennsylvanians for this Plan to be a success. The widespread public and State agency participation that went into developing this Plan’s ACTION AGENDA issues a new challenge to BHP and our partners. That challenge is to promote a Statewide policy framework that encourages more robust preservation planning at the state and local level and reinforces the connection between historic, natural, and recreational resources throughout the Commonwealth.
