«ЦЕННОСТИ И ИДЕАЛЫ НЕЗАВИСИМОГО КАЗАХСТАНА»
Основание разработки целевой программы.
Поручение Президента Республики Казахстан №03-10.41 от 29 апреля
2013 года.
Пункт 2.2. Протокола первого заседания Межведомственной рабочей
группы по организации тематических исследований в рамках
реализации Послания Президента Республики Казахстан от 14 декабря
2012 года «Стратегия «Казахстан-2050: новый политический курс
состоявшегося государства» (от 19 апреля 2013 года №03-5.15).
Цель целевой программы.
Обеспечение активной адаптации и принятия обновленной идеологии
развития страны на основе положений Стратегии «Казахстан-2050» - новый
политический курс состоявшегося государства» в общественном сознании
казахстанцев.
На достижение цели программы ориентировано 12 задач. Каждой задаче
соответствует отдельное тематическое исследование, согласно
Тематическому плану.
2. Задачи:
(1) Определение подходов и приоритетов формирования нового казахстанского патриотизма (аспект доверия
государству, ценности независимости, государственная символика, дух гражданственности, политическая
культура);
(2) Формирование целостного исторического сознания и укрепление этно-культурного генетического кода
казахского народа как фактора национальной мощи в двадцать первом веке (включая роль интеллигенции);
(3) Выработка предложений по формированию основных факторов национального корпуса казахского языка и
расширения его коммуникативных и интегративных свойств на основе идеологии триединства языков
Казахстана;
(4) Разработка мер модернизации этнополитического менеджмента и дальнейшего совершенствования
концептуальных основ, институтов и механизмов обеспечения согласия и единства народа Казахстана;
(5) Диагностирование изменений в социальной структуре и поведенческих патернах социальных групп
казахстанского общества на основе обновленной методологии и методики полевых исследований;
(6) Выстраивание целостного мониторинга социально-политической ситуации в регионах и обновление
методики исследования социальной напряженности (региональные исследования);
(7) Оценка состояния и перспективных направлений реализации государственной молодежной политики
(факторы преемственности поколений, идеологического наполнения в молодежной среде, религиозное
просвещение);
(8) Выявление причин и проявлений кризиса ценностей и возможных ответов на них с учетом казахстанского
опыта (изменение социальных моделей, переход от Общества Всеобщего благосостояния к новым моделям
государства);
(9) Анализ религиозной структуры и ценностей с выработкой рекомендаций по усилению стратегического
потенциала традиционных конфессий казахстанского общества и по профилактике религиозного экстремизма;
(10) Факторы и структура современного Ислама, определение сути и отличия суннизма ханафитского мазхаба
как традиционной религии для мусульманской уммы Казахстана;
(11) Подготовка рекомендаций по преодолению в обществе правового нигилизма и следованию принципа
«нулевой терпимости» к беспорядку;
(12) Подготовка научно обоснованных и квалифицированных рекомендаций по использованию новой
политической терминологии Стратегии «Казахстан-2050».
3. Тематики:
1. Новый казахстанский патриотизм: суть и новизна, новые подходы и приоритеты к
формированию, барьеры, практические рекомендации;
2. Историческое сознание и этно-культурный генетический код казахского народа как
фактор национальной мощи;
3. Анализ социально-политической стратификации казахстанского общества (социальный
патернализм и иждивенческие настроения);
4. Мировоззренческие и духовные ценности молодежи на современном этапе: оценка
состояния, проблемы, пути решения;
5. Фундаментальные причины и проявления кризиса ценностей цивилизации: риски,
влияние на Казахстан, возможности преодоления;
6. Оценка религиозного сознания в стране: основные проблемы и рекомендации по
совершенствованию религиозной политики, духовное просвещение и профилактика
религиозного экстремизма;
7. Традиционная религия для Казахстана: суть и отличия суннизма ханафитского мазхаба;
8. Формирование новой общественной культуры, основанной на принципе «нулевой
терпимости» к беспорядку;
9. Основные факторы формирования национального корпуса казахского языка, усиление
его коммуникативных и интегрирующих свойств с учетом идеологии триединства языков
в Республике Казахстан;
10.Общественное согласие и национальное единство народа Казахстана: концептуальные
основы, институты и механизм обеспечения (вопросы модернизации этнополитического
менеджмента);
11.Основные факторы социальной напряженности и протестности на региональном уровне
(мониторинг протестной активности и социальной напряженности в регионах).
