بسیار شنیده ایم که اقتصاد ایران بدلیل وابستگی تاریخی به درآمدهای نفتی ازچابکی لازم برای حضوری ثروت آفرین در عرصه های جهانی برخوردارنیست. وابستگی به نفت و تامین منابع مورد نیازکشوراز این نعمت خدادادی نه تنها بر قدرت فکر و اندیشه ما که می تواند منشاء تولید ثروت باشد تاثیر منفی گزارده بلکه بعنوان محرکی قوی دراستفاده نامطلوب و یا بهتر بگوئیم مخرب از منابع در اختیارمان عمل نموده است. البته در وهله اول اشکال از نفت و منابع ارزی حاصل از آن نیست چرا که مصادیق موفقی را از کشورهای دارای ذخایر غنی نفت نظیر نروژ و کانادا می توان مثال زد که با وجود بهره مندی از این منبع غنی اما به واسطه درک درست از مفهوم توسعه در بکارگیری منابع حاصل از نفت در اقتصادشان با فکر و اندیشه عمل نموده اند. پس اشکال کار کجاست؟ چرا با وجود منابع سرشاری که طی دهه ها از محل فروش نفت عاید کشور گردیده و البته بسیاری از زیرساخت های کشور هم به واسطه همین درآمدها توسعه یافته نتوانسته ایم در عرصه اقتصاد جهانی حضوری درخور داشته باشیم؟ چرا محصولات و خدمات ما امکان رقابت حتی با رقبای درجه دو بین المللی را هم ندارند؟ چرا صنعت خودرو با سابقه نیم قرن فعالیت و برخورداری از همه گونه حمایت های دولت و بازاری وسیع در داخل کشور نتوانسته حتی در سطح دو تولیدات جهانی ظهور نماید؟ چرا در حوزه حمل و نقل که رگ حیاتی اقتصاد کشور است نتوانستیم از موقعیت های برجسته منطقه ای و بین المللی خود استفاده لازم را ببریم؟ چرا مسئله آلودگی هوای شهرها روز به روز بحرانی تر شده است؟ چرا ریشه های بحران آب در کشور را نشناختیم؟ و بسیاری چراهای دیگر که امروز برای پاسخ به آن بایستی نگاه و گفتمانمان متفاوت تر از گذشته باشد.

The Public Transit Group was launched in January 2009 and has grown significantly since then. As of May 2013, the group has over 19,800 members across 11 subgroups, making it the largest public transit group and ranked 1,486 out of 1.6 million groups on the platform. Membership has increased steadily each month since inception, with an average monthly growth rate of 8% and occasional higher growth months of over 10%. ث) اساس مبارزه با دستفروشی باید بر اصلاح ذهنیت مشتریان ( مسافران مترو) در باره خطرات حضور دستفروشان در مترو و مضرات خرید از آنها بنا گذاشته شود.اصلاح ذهنیت نیازمند آگاهی رسانی پیوسته و بلند مدت است. برخورد با این پدیده تنها وظیفه شرکت بهره برداری مترو نیست و نیازمند کمک و مساعدت دیگر نهادها بخصوص رسانه ها است. با کم کردن تقاضا میتوان ترتیبی داد که دستفروشی صرفه اقتصادی نداشته باشد.

جایگاه حمل ونقل ریلی در دولت یازدهم
برنامه ششم توسعه کشور در شرف نهایی شدن است. پنج برنامه توسعه پس از انقلاب سپری شد. تا سال 57 حدود 4,500 کیلومتر شبکه ریلی ایجاد شده بود و در این 37 سال بعد از انقلاب هم 5,500 کیلومتر شبکه جدید احداث شد, تقریبا سالی 150 کیلومتر. در طول این 10,000 کیلومتر شبکه ریلی امروز سالی حداکثر 35 میلیون تن بار و حدود 27 میلیون نفر مسافرجابجا می شود. در خوشبینانه ترین حالت بخش ریلی حدود 8 درصد کل حمل و نقل کشور را بر عهده دارد. البته این ظاهر ماجراست و در کیفیت همین 8 درصد هم کلی حرف و حدیث, نارضایتی و عقب ماندگی است.
شاهد از غیب رسید, طرح جامع حمل و نقل خاصیتی ندارد
در زمان وزارت مهندس خرم حرکتی آغاز شد مبنی بر اینکه برای انسجام و یکپارچگی طرح های زیربنایی بخش حمل و نقل لازم است طرحی جامع در اختیار باشد. یکی از دلایل این ایده, بلندمدت بودن برنامه های اجرایی طرح ها در این بخش بود. قائدتا دولت ها امکان برنامه ریزی بودجه ای برای طرح هایی که دایره زمانی آنها خارج از برنامه های پنج ساله توسعه کشور هستند را ندارند. از طرفی تعدد طرح های توسعه ای در زیربخش های مختلف حمل و نقل و همزمان محدودیت های مالی کشور این امکان را نخواهد داد تا تمامی آن طرح ها در اولویت اجرا قرار گیرند. موضوع مهم دیگر سیاست های راهبردی کشور در چارچوب برنامه چشم انداز توسعه می باشد که طی آن حرکت به سمت توسعه پایدار و متوازن در بخش حمل و نقل مد نظر می باشد و لذا در یک بازه زمانی برخی از زیربخش ها مورد تاکید و توجه بیشتر سیاستگذاران خواهد بود. به عنوان نمونه می توان به بخش ریلی اشاره نمود که اراده کشور مبنی بر توسعه جهشی آن می باشد که این امر در قوانین موضوعه و بالادستی نیز به صراحت بیان شده است.

In this study, the relationship between intellectual property rights (IPR) and economic growth in the fifteen selected countries between 2004 and 2013 were reviewed. Among the countries studied, developed and developing economies have been selected. In this research, Patents and Trademarks
have been chosen as intellectual property rights because of their extent and importance. The results show a meaningful relationship between IPR and economic growth in most countries, but in some of them there is a strong relationship. In addition, the results of this research show that IPR and economic growth directly affected by the factors of human development, innovation and investment in R&D activities. This research shows that emerging economies such as China as well as India and Brazil in recent years paid special attention to innovation and IPR, and the results show the effectiveness of these measures in their economic growth.

این که کمپین تحریم خرید خودرو چگونه شکل گرفته و لایه های زیرین چنین حرکتی با چه اهداف و امیالی گسترش یافته است و اینکه حق با کیست, مشتری یا خودروساز, بایستی بیشتر مورد تحلیل و واکاوی قرار گیرد. طی هفته های اخیر در این خصوص بحث و گفتگوی بسیاری در سطوح رسمی و عمومی جامعه صورت گرفته است. مشتری ناراضی از عدم تناسب قیمت با کیفیت و خدمات ارائه شده و خودرو ساز هم نالان از شرائط سیاسی و اقتصادی کشور که چنین وضعیتی را به آنها تحمیل نموده است. در این بین دولت نیز معتقد است صنعت خودرو حتی با همین وضعیت آشفته نیز نقش مهمی در رشد اقتصادی و بویژه اشتغال دارد و بایستی از آن تمام و کمال حمایت کرد. اما در این بین تاکنون سوالی مطرح نشده که اصولا چرا میل به خرید خودرو در این حد در کشور بالاست؟ چرا دغدغه اصلی شهروندان بجای تمرکز بر انتخاب وسیله مناسب حمل و نقل, بیشتر بر انتخاب خودرو مناسب می باشد؟ چرا علی رغم مشکلات و چالش های فراوان استفاده از خودروی شخصی که به همراه خود آلودگی هوا, ترافیک بالا و سوانح بسیاری را در پی دارد, مسئله قیمت و ارتقاء کیفی خودرو تبدیل به یک خواسته و یا کمپین عمومی شده است اما برای توسعه و بهبود حمل ونقل عمومی که می تواند مستقیم و غیر مستقیم به نفع مشتری خودرو نیز باشد چنین کمپین یا خواسته عمومی مطرح نمی شود؟ گفته می شود صنعت خودرو می تواند موتور رشد اقتصادی باشد و به همین دلیل منابع مالی هنگفتی از سوی دولت طی سالیان اخیر به خودروسازان داخلی تزریق شده است. آیا توسعه حمل و نقل عمومی چنین خاصیتی ندارد؟ از منظر اشتغال زایی, بخش حمل و نقل یکی از اشتغال زا ترین بخش هاست. صرفه جویی ناشی از مصرف سوخت در بخش حمل و نقل عمومی سهم بسزایی در ارتقاء بهره وری انرژی داشته و به همین نسبت موثر در رشد اقتصادی است. هزینه های سوانح, کشته ها و استهلاک ناوگان ناشی از تردد خودروهای شخصی چند ده برابر بیشتر از حمل ونقل عمومی به اقتصاد کشور تحمیل می گردد. بحران آلودگی هوا بویژه در شهرهای بزرگ که عمدتا ناشی از افزایش تردد وسایل نقلیه شخصی می باشد گذشته از تحمیل هزینه های هنگفت علی الخصوص در بخش درمان, ادامه زندگی را نیز برای شهروندان مختل نموده است. حال با درنظر گرفتن این شرائط دولت باید انتخاب نماید اگر قصد حمایت در جهت منافع ملی را دارد بایستی از کدام گزینه حمایت کند, صنعت خودرو یا حمل و نقل عمومی. البته این انتخاب به معنی حذف کامل گزینه دیگر نیست بلکه اولویت گذاری در تخصیص منابع می باشد.

برنامه ششم توسعه کشور در شرف نهایی شدن است. پنج برنامه توسعه پس از انقلاب سپری شد. تا سال 57 حدود 4,500 کیلومتر شبکه ریلی ایجاد شده بود و در این 37 سال بعد از انقلاب هم 5,500 کیلومتر شبکه جدید احداث شد, تقریبا سالی 150 کیلومتر. در طول این 10,000 کیلومتر شبکه ریلی امروز سالی حداکثر 35 میلیون تن بار و حدود 27 میلیون نفر مسافرجابجا می شود. در خوشبینانه ترین حالت بخش ریلی حدود 8 درصد کل حمل و نقل کشور را بر عهده دارد. البته این ظاهر ماجراست و در کیفیت همین 8 درصد هم کلی حرف و حدیث, نارضایتی و عقب ماندگی است.

در زمان وزارت مهندس خرم حرکتی آغاز شد مبنی بر اینکه برای انسجام و یکپارچگی طرح های زیربنایی بخش حمل و نقل لازم است طرحی جامع در اختیار باشد. یکی از دلایل این ایده, بلندمدت بودن برنامه های اجرایی طرح ها در این بخش بود. قائدتا دولت ها امکان برنامه ریزی بودجه ای برای طرح هایی که دایره زمانی آنها خارج از برنامه های پنج ساله توسعه کشور هستند را ندارند. از طرفی تعدد طرح های توسعه ای در زیربخش های مختلف حمل و نقل و همزمان محدودیت های مالی کشور این امکان را نخواهد داد تا تمامی آن طرح ها در اولویت اجرا قرار گیرند. موضوع مهم دیگر سیاست های راهبردی کشور در چارچوب برنامه چشم انداز توسعه می باشد که طی آن حرکت به سمت توسعه پایدار و متوازن در بخش حمل و نقل مد نظر می باشد و لذا در یک بازه زمانی برخی از زیربخش ها مورد تاکید و توجه بیشتر سیاستگذاران خواهد بود. به عنوان نمونه می توان به بخش ریلی اشاره نمود که اراده کشور مبنی بر توسعه جهشی آن می باشد که این امر در قوانین موضوعه و بالادستی نیز به صراحت بیان شده است.

In this study, the relationship between intellectual property rights (IPR) and economic growth in the fifteen selected countries between 2004 and 2013 were reviewed. Among the countries studied, developed and developing economies have been selected. In this research, Patents and Trademarks
have been chosen as intellectual property rights because of their extent and importance. The results show a meaningful relationship between IPR and economic growth in most countries, but in some of them there is a strong relationship. In addition, the results of this research show that IPR and economic growth directly affected by the factors of human development, innovation and investment in R&D activities. This research shows that emerging economies such as China as well as India and Brazil in recent years paid special attention to innovation and IPR, and the results show the effectiveness of these measures in their economic growth.

این که کمپین تحریم خرید خودرو چگونه شکل گرفته و لایه های زیرین چنین حرکتی با چه اهداف و امیالی گسترش یافته است و اینکه حق با کیست, مشتری یا خودروساز, بایستی بیشتر مورد تحلیل و واکاوی قرار گیرد. طی هفته های اخیر در این خصوص بحث و گفتگوی بسیاری در سطوح رسمی و عمومی جامعه صورت گرفته است. مشتری ناراضی از عدم تناسب قیمت با کیفیت و خدمات ارائه شده و خودرو ساز هم نالان از شرائط سیاسی و اقتصادی کشور که چنین وضعیتی را به آنها تحمیل نموده است. در این بین دولت نیز معتقد است صنعت خودرو حتی با همین وضعیت آشفته نیز نقش مهمی در رشد اقتصادی و بویژه اشتغال دارد و بایستی از آن تمام و کمال حمایت کرد. اما در این بین تاکنون سوالی مطرح نشده که اصولا چرا میل به خرید خودرو در این حد در کشور بالاست؟ چرا دغدغه اصلی شهروندان بجای تمرکز بر انتخاب وسیله مناسب حمل و نقل, بیشتر بر انتخاب خودرو مناسب می باشد؟ چرا علی رغم مشکلات و چالش های فراوان استفاده از خودروی شخصی که به همراه خود آلودگی هوا, ترافیک بالا و سوانح بسیاری را در پی دارد, مسئله قیمت و ارتقاء کیفی خودرو تبدیل به یک خواسته و یا کمپین عمومی شده است اما برای توسعه و بهبود حمل ونقل عمومی که می تواند مستقیم و غیر مستقیم به نفع مشتری خودرو نیز باشد چنین کمپین یا خواسته عمومی مطرح نمی شود؟ گفته می شود صنعت خودرو می تواند موتور رشد اقتصادی باشد و به همین دلیل منابع مالی هنگفتی از سوی دولت طی سالیان اخیر به خودروسازان داخلی تزریق شده است. آیا توسعه حمل و نقل عمومی چنین خاصیتی ندارد؟ از منظر اشتغال زایی, بخش حمل و نقل یکی از اشتغال زا ترین بخش هاست. صرفه جویی ناشی از مصرف سوخت در بخش حمل و نقل عمومی سهم بسزایی در ارتقاء بهره وری انرژی داشته و به همین نسبت موثر در رشد اقتصادی است. هزینه های سوانح, کشته ها و استهلاک ناوگان ناشی از تردد خودروهای شخصی چند ده برابر بیشتر از حمل ونقل عمومی به اقتصاد کشور تحمیل می گردد. بحران آلودگی هوا بویژه در شهرهای بزرگ که عمدتا ناشی از افزایش تردد وسایل نقلیه شخصی می باشد گذشته از تحمیل هزینه های هنگفت علی الخصوص در بخش درمان, ادامه زندگی را نیز برای شهروندان مختل نموده است. حال با درنظر گرفتن این شرائط دولت باید انتخاب نماید اگر قصد حمایت در جهت منافع ملی را دارد بایستی از کدام گزینه حمایت کند, صنعت خودرو یا حمل و نقل عمومی. البته این انتخاب به معنی حذف کامل گزینه دیگر نیست بلکه اولویت گذاری در تخصیص منابع می باشد.

علم بهتر است یا ثروت؟
قطعا همگی ما از سال های دور تاکنون در زنگ انشا به این موضوع پرداخته ایم آنقدر که یکی از نوستالژی های دوران کودکی ماست. معلم انشا این سوال را بر روی تخته سیاه آن زمان می نوشت و توضیحاتی هم می داد در باب اهمیت علم و علم آموزی. خب معلم انشا بود و محیط مدرسه هم محلی برای کسب علم و دانش. البته معمولا جواب هم از پیش مشخص بود چرا که مرتب در گوش ما خواندند در باب اهمیت علم و اینکه ثروت و ثروت اندوزی پدیده ای است مذموم. نمره خوب هم به همین قائده داده می شد. دانش آموز خوب بدنبال علم می رود نه ثروت. هیچگاه هم ثروت را برای ما تعریف نکردند. نگفتند که چرا مذموم است و چرا ثروت اندوزی خریداری ندارد. اصلا نفهمیدیم که رابطه علم و ثروت چیست. اگر رابطه ای دارد پس چرا نحوه سوال انتخاب یکی است. اگر هم بین علم و ثروت رابطه ای نیست پس چه نیاز به طرح سوال است.
انفولانزای ریلی در بخش مسافری
قبلا در یادداشت هایی به این موضوع که حمل و نقل پدیده ای اقتصادی است و نه صرفا اجتماعی پرداخته بودم واینکه نمی توان با سازوکارها و سیاست های مداخلاتی دولت بنگاه های اقتصادی را به سمت تحول سوق داد. اینکه انجماد قیمت هرچند می تواند در شرائط سیاست های کنترل تورم چاره ساز باشد اما در مقابل رکود و لختی صنعت را بدنبال خواهد داشت. سال ها این چنین بوده و در بخش مسافری ریلی چنین رویکردی حاکم گردیده است. اما در دوسال اخیر با چرخشی راهبردی نسبت به این رویکرد مواجه بوده ایم. دولت در این بخش به سمت آزاد سازی قیمت حرکت کرده است و این می تواند خبر خوبی برای بخش باشد. نتیجه اینکه امروز می توان ادعا کرد که قیمت های بلیط تقریبا با نرخ تعادلی بازار تعیین می گردد. تائید این مدعا ارائه تخفیفات از سوی شرکت های ریلی و همچنین کاهش معنی دار ضریب اشغال صندلی در مقاطعی از ایام سال می باشد و این یعنی بازار به درجه ای از فهم اقتصادی برای تعیین قیمت رسیده است.
خصوصی سازی در بخش ریلی می توانست موفق باشد
همواره معتقد بوده ام شروع برنامه خصوصی سازی در بخش ریلی در مقایسه با سایر زیربخش ها از یک پیش زمیته فکری مترقی برخوردار بوده است. بسترهای قانونی شکل گرفته در نوع خود بی نظیر بوده اند. واگذاری ها با توجه به بضاعت بخش در آن برهه زمانی صورت گرفته و بویژه در سال های ابتدایی پیشرفت مناسبی داشت. اینکه قبل از خصوصی سازی می بایست ابتدا فرایند آزادسازی انجام می گرفت و بستر رقابتی شکل می یافت از نظر تئوریک درست است اما با توجه به فضای اقتصاد کاملا دولتی ما در آن برهه زمانی امری تقریبا غیر ممکن بود. یکی از پیش نیازهای آزادسازی شفافیت مالی است. آیا در یک اقتصاد 100 درصد دولتی چنین انتظاری عملی است؟
حال این سوال مطرح است که آیا خصوصی سازی در بخش ریلی از همان ابتدا ناقص الخلقه متولد شد و یا اینکه اعمال و ادامه برخی سیاست ها از سوی دولت به مرور دست و پای بخش خصوصی را به مانند کودکی معلول چنان بست که دیگر توان سرپا ایستادن را ندارد؟

آیا تکنولوژی انسانیت را هدف گرفته؟
تاریخ بشر با تحولات تکنولوژیکی آمیخته است. انسان خواسته یا ناخواسته در مسیر توسعه تکنولوژیکی قرار گرفته است. بدون آنکه بداند تکنولوژی چیست و بدون آنکه تعریف درستی از آن داشته باشد. گویا با میل به همزیستی با تکتولوزی پا به این دنیا نهاده است. البته در ظاهر این همزیستی رفاه و سعادت بشر را نیز به همراه داشته است. بدون تکنولوژی امروز چنین جایگاهی برای بشر متصور نبود. هرچه را که بشر توانسته در قاب ذهنی خود تصور نماید با به زنجیر کشیدن تکنولوژی بدان دست یافته است و یا محتملا دست خواهد یافت و ظاهرا قرار هم نیست از این قائده کوتاه هم بیاید. اما مردد هستم که فاعل به زنجیر کشیدن انسان باشد. شاید به این خاطر که محتملا تکنولوژی به معنای فلسفی آن حتی قبل از انسان وجود داشته و انسان آن را از خفا بیرون کشیده و مدعیست که آن را تحت سیطره خود درآورده است. آیا به واقع چنین است؟
رشد سرمایه گذاری در بخش ریلی در گرو گفتمان بازار است
در درجه اول مقوله جذب سرمایه گذار بیش از آنکه به محتویات فنی و اقتصادی بسته های سرمایه گذاری مرتبط باشد به بسترسازی فرهنگی , نهادی و اجتماعی در بدنه مدیریتی و کارشناسی درون و برون سازمانی وابسته است. هرچند فاکتور ریسک پذیری جزو خصیصه های شخصیتی سرمایه گذاران می باشد اما برای سرمایه گذاران سطح ریسک و عدم اطمینان بازارهای هدف همواره حائز اهمیت است و بدون توجه به آن به طرح های سرمایه گذاری ورود نمی کنند. سرمایه گذاران آرامش و اصمینان از فضای کسب و کار را مورد توجه جدی قرار می دهند و هرگونه آلارمی از عدم اطمینان را به خوبی درک می کنند. نگرانی از دخالت دولت , نگرانی از اعمال سلایق مدیریتی و نگرانی از تفسیر قوانین و مقررات از جمله مواردیست که هر سرمایه گذاری را نسبت به امر خطیر سرمایه گذاری مردد می نماید. مجموعه این عوامل شرائطی را بوجود آورده که در روند سرمایه گذاری به نحو چشمگیری اختلال ایجاد گردد. نه خبری از سرمایه گذاران جدید است و نه شرکت های موجود شرائط را برای توسعه و ظرفیت سازی مناسب می بینند. نتیجه دخالت های دولت , کنترل بر نظام های قیمت گذاری و چشم نپوشیدن از تصدی گری امور و البته عدم توانایی در فراهم نمودن بستر رقابتی بین مدهای حمل و نقلی همگی امروز به بار نشسته و شرائط را برای ورود سرمایه گذاران بسیار سخت تر از گذشته نموده است.
تشکیل نهاد مستقل تنظیم مقررات ریلی , ضرورتی فراموش شده
مرداد ماه سال 92 وزیر پیشنهادی دولت یازدهم برای تصدی وزارت راه و شهرسازی با ارائه برنامه های خود از مجلس شورای اسلامی رای اعتماد گرفت. اینکه در تدوین این برنامه به چه میزان از نظرات متخصصین بخش استفاده گردیده مورد بحث ما نیست اما در اینکه در خصوص برخی از موضوعات مطروحه در برنامه اعلامی شخص وزیر محترم راه و شهرسازی صاحب ایده و نظر بوده اند شکی نیست. در این بین موضوع "استقرار نظام مستقل تنظیم مقررات ریلی به منظور حمایت از سرمایه‌گذاری بخش‌خصوصی جهت دسترسی مطمئن به شبکه، تنظیم رژیم حقوقی مسوولیت‌ها و قیمت‌گذاری منصفانه خدمات" که در برنامه ایشان قید گردیده بدلیل سابقه حضور ایشان به عنوان عضو شورای رقابت و تحصیلات دانشگاهی وزیر محترم که دکترای اقتصاد می باشند از این دست موارد می باشد. پس می توان چنین فرض کرد که ایشان با اعتقاد بر اهمیت و نقش تشکیل چنین نهادی در بسترسازی رونق خصوصی سازی در حمل و نقل ریلی کشور این موضوع را جزو برنامه های اصلی خود اعلام کرده اند. اینک 15 ماه از آن زمان گذشته و هنوز اقدامی که نشان از شروع حرکتی جدی در این حوزه باشد به چشم نمی خورد اما وزیر محترم به کرات و در مناسبت های مختلف در باب اهمیت و نقش بخش خصوصی در توسعه حمل و نقل ریلی گفته اند. اینکه بخش خصوصی را به عنوان شریک تجاری خود می دانیم و اینکه باید حمایت های عملی در این راستا از فعالین بخش خصوصی صورت گیرد. البته ایشان با انتخاب تیم مدیریتی حمل و نقل ریلی که راس آن از افراد فرهیخته و معتقد به امر خصوصی سازی می باشند در شروع کارنشان دادند که در این مسیر بسیار مصمم هستند. وزیر محترم قطعا می دانند که صرفا اعتقاد قلبی برای بهبود فضای کسب و کار ریلی کافی نبوده و بدلیل نبود ساختارهای تکمیلی از جمله نهاد تنظیم مقررات نمی توان ازاصلاح و بهبود امور اطمینان داشت همانطور که در این سالها چنین نشده ولذا لازم است چنین نهادی مستقل وظیفه تنظیم مقررات و داوری در موارد مورد اختلاف را برع
از کدام رانت می گوئید
مناظره ریلی را همگی دیدیم ، دست پخت آقایان بهتر از این نمی شد. گویا از ابتدا هم قرارنبود مسائل بخش به گوش مردم برسد. قرار نبود مردم بدانند این تن نحیف بجامانده بنام بخش ریلی حاصل یک دهه بی برنامگی و سوءمدیریت محض است. انگار نه انگار آنچه کاشته ایم امروز برداشت می کنیم. گویا فراموش کرده بودیم صنعت ریلی با قدمت قریب یک قرن همواره مددرسان کشور درعرصه های سخت بوده ، از آزمایش های دشوار روسفید بیرون آمده و از حیث سلامت بدنه اجرایی آن همواره زبانزد بوده است. به خودمان حق دادیم اطلاعات وارونه به مردم بدهیم ، به آنها دروغی بزرگ گفتیم که ایهاالناس سرتان کلاهی بزرگ گذاشته این فرزند ناخلف ، راه آهن. مگر ازسر و ته این بخش نحیف ریلی چه باقی مانده که رانتی هم داشته باشد. اصلا مگر مفهوم اقتصاد , محلی از اعراب در این بخش داشته یا دارد. تا دیروز که فقط دولت بود و بس ته مانده های بودجه کشور را خرج سروپا نگه داشتن صنعت ریلی می کردند و الحق هم این قطاربا زحمت و تلاش پرسنل خدوم ریلی بر روی ریل باقی ماند. امروز که با ورود بخش خصوصی آن بودجه های نیم بند هم یا نیست و یا اینکه جبران مافات نیست نمی خواهیم بپذیریم که بخش ریلی بیمار است ، به مردم نمی گوئیم که با این حرکت لاک پشتی نمی توان انتظار توسعه ای در شان مردم ایران داشت ، چرا نمی گوئیم منافع ملی را فدای منافع فردی و منطقه ای کرده ایم ، چرا با مردم صادق نیستیم؟

Layout problems are found in a variety of production systems. Normally layout problems are related to facilitate
place (e.g., machinery, parts, etc.) in a factory. These facilities are heavily influenced by the performance of the system as well as having an effect on system performance. Several studies have been conducted related to facility design. When facilities design software or the design factory offered several final designs to the director, selecting an option for the manager will be difficult. This paper presents an approach based on Multi-Criteria Decision Method by which a director can be selected the best option of several designs. Purpose of review discussed the facility's manufacturing plant creams.
First the units and then the required facilities for each unit are introduced. Then with the engineers and designers with
software factory began layout design facility at the plant and finally, four projects were presented. Then fuzzy TOPSIS methods to rank were proposed projects. نقشه طرح های ریلی کشور

مشکلات و راهکارهای جذب بارهای جدید در بخش ریلی
وز گذشته این مطلب در کارگروه پارادایم اتاق فکر ریلی با حضور حدود 30 نفر از مدیران و کارشناسان بخش ارائه گردید. تقطه نظرات خوبی هم از سوی حاضرین در جلسه ارائه شد. به نظر می رسد موضوع بازاریابی نوین در بخش ریلی بسیار جای کار دارد اما اجرای آن بشدت به ایجاد بسترهای مناسب فنی و اجرائی عملیات حمل و نقل وابسته است. صاحبان کالا به عوامل قیمت و زمان سیر با قابلیت اطمینان بالا حساسیت بالایی دارند و لذا درابتدا بایستی برای تحقق این دو عامل اقدامات اساسی در بخش ریلی صورت داد.
دوطبقه سازی بزرگراه ها , تحقق یک رویاست یا واقعیتی تلخ
چند هفته ایست که ساخت طبقه دوم بزرگراه صدر به پایان رسیده است. از نگاه فنی و مدیریت اجرایی الحق جای تبریک و تحسین دارد. به جرات می توان گفت که نمونه چنین پروژه بزرگ شهری قبلا در سابقه پروژه های عمرانی شهر تهران انجام نگردیده است. قطعا مهمترین معیار انتخاب چنین سناریویی برای اجرا رفع گلوگاه های ترافیکی منطقه مربوطه بوده است و حتما ذیل چنین طرح مهمی تائید چندین مهندس مشاور ترافیک و حمل و نقل هم وجود دارد. در طول اجرای طرح و پس از افتتاح آن دیدگاه های مختلفی پیرامون اجرای این پروژه از نگاه متخصصین امر ارائه گردیده است. مجریان طرح با ذکر دلایلی و مستنداتی این سناریو را بهترین گزینه قلمداد کرده و پیش بینی می کنند که اثرات مثبتی در جریان حرکت خودروها در منطقه داشته باشد. از سوی دیگر گروهی از متخصصین حمل و نقل ترافیک هم اصولا با مقوله بزرگراه سازی مخالف بوده و در تاثیر چنین پروژه هایی بر روان سازی ترافیک تردید جدی دارند.
حال که این پروژه به بهره برداری رسیده است تب دوطبقه سازی بالا گرفته و پیش بینی می گردد که مسیرهای دیگری نیز از جمله بزرگراه بعثت , آزادگان و همت هم کاندیدای بعدی باشند. البته دیگر شهرها هم نسبت به این موضوع واکنش مثبت نشان داده و صحبت از اجرای پروژه های مشابه در شهرهای متبوع خود می نمایند.
حال سوال این است که از نگاه مدیریت شهری و توسعه پایدار در خصوص اجرای پروژه های توسعه معابر چه رویکردی را بایستی در پیش گرفت؟ نقش حمل و نقل عمومی و توسعه حمل و نقل ریلی شهری نظیر مترو در این بین چه می شود؟ در انتخاب بهترین سناریو مطالعات هزینه منفعت از نگاه شهری و شاید هم ملی چه جایگاهی دارد؟
خوب است دوستانی که در حوزه حمل و نقل و ترافیک دارای تجربه و مطالعاتی هم هستند در این خصوص مشارکت داشته باشند. باید بررسی شود که عملکرد بزرگراه دوطبقه صدر پس از افتتاح چگونه است و آیا صرف میلیارها تومان هزینه در مقایسه با دستاوردهای آن منطقی بوده است؟
موافق تفکیک وزارت راه و شهرسازی و تشکیل وزارت حمل ونقل می باشید
نظرسنجی از کارشناسان حمل و نقل پیرامون تشکیل وزارت حمل و نقل
موضوع ادغام وزارت راه و شهرسازی از همان ابتدا هم برپایه مبانی قابل دفاعی صورت نگرفت. باید ابعاد مختلف آن بررسی شود اینکه تجربیات دیکر کشورها در این خصوص چگونه است؟ اینکه چه تجانسی بین بخش راه و ترابری و حوزه مسکن وجود دارد؟ اینکه تبعات تفکیک و عدم تفکیک چیست و کدام یک برتری دارد؟ اینکه بخش مسکن به چه میزان دغدغه وزیر است و جه بخش از حیطه نظارتی ایشان را در بر میگیرد.
اخیرا در شورای حمل و نقل هماهنگی کشور بحث مفصلی پیرامون این موضوع داشتیم که مصوبه شورا حاکی از برتری گزینه تفکیک و تشکیل وزارت حمل و نقل بود.
در یک بررسی مقایسه ای مشخص گردید که از یک جامعه 65 کشوری تنها سه کشور بخش راه و مسکن در هم ادغام شده است. کشورهایی مثل هند و چین که حتی وزارت راه آهن مستقل دارند.
بین اهداف سند چشم انداز و سایر اسناد بالادستی که تاکید ویژه بر بخش حمل و نقل و بویژه بخش ریلی گردیده با وزارتخانه ادغام شده فعلی تناسبی به نظر نمی رسد.
البته دیدگاه ها و دلایل شخص وزیر هم در نگهداشتن وزارتخانه موجود مهم است و خوب است که ایشان اگر به وضعیت موجود اعتقاد دارند دلایل را بگویند تا مورد تحلیل و شایدهم کمکی باشد برای تصمیم منطقی تر

به منظور تحقق سهم 30 و 18 درصدی حمل و نقل ریلی بار و مسافر از منظر درون سازمانی نیاز به تحول جدی در بخش ارتقاء بهره وری و رشد سرمایه گذاری بخش خصوصی می باش. از منظر برون سازمانی نیز بایستی با متعادل نمودن فضای رقابتی بین ریل و جاده و حذف حمایت های بدون منطق دولت از جاده بویژه در حوزه سوخت یارانه ای و عدم پرداخت عوارض جاده ای معادل بخش ریلی نسبت به نمایان نمودن مزیت های ذاتی بخش ریلی اقدام نمود
وزیر محترم , حمل و نقل "اعتبار" می خواهد نه اعتبار
مسئله اصلی امروز بخش حمل و نقل موضوعات فنی و زیربنایی نیست , اتصال این شهر به آن شهر نیست , حتی رشد اسمی حمل و نقل هم نیست , امروز بایستی ابتدا به این موضوع پرداخت که آیا تعریف ما در گذشته از حمل و نقل صحیح بوده است؟ آیا مفهوم حمل و نقل پایدار که بخشی از توسعه پایدار است همین است که طی سالیان اجرا شده است؟ چه رابطه ای بین متغیرهای اقتصاد کلان و بخش حمل و نقل وجود دارد و آیا تحلیل حساسیتی از تاثیرات متقابل بخش حمل و نقل و اقتصاد کلان داشته ایم؟

ضرورت منطقه ای شدن انتخابات شورای شهرهای بزرگ
آیا اصولا در ابر شهری مانند تهران انتخاب 31 نفر از بین 1732 نفر کاندیدا با گرایشات و تجربیات مختلف امکان پذیر است و نتیجه کار تشکیل شورایی متشکل از نیروهای زبده و کارامد در حوزه های مختلف شهری خواهد بود؟ تجربه نشان داده که اینگونه نیست و طی دوره های اخیر نیز شورای شهر تهران علی الرغم تلاش بسیار بدلیل عدم برخورداری از تخصص های لازم نتوانسته نقش محوری و سازنده ای داشته باشد و محوریت کارها عموما با شهرداری تهران بوده است

با انتخاب رئیس جمهور جدید که با شعار تدبیر و امید در صحنه انتخابات پیروز گردید, صنعت حمل و نقل کشور با امید به آینده وارد مرحله جدیدی خواهد شد, امید به حاکمیت خرد و عقلانیت , امید به برنامه محوری , امید به دوری از شعارزدگی و امید به بهبود فضای کسب و کار در یکی از مهمترین زیربخش های اقتصادی کشور
