Sidewalk Maintenance
There are over 247 miles of concrete sidewalk in Evanston.
• 2011 50/50 Sidewalk Program
Total Cost: $220,000
Sidewalk Replaced: 43,300 square feet
• 2010 50/50 sidewalk Program
Total Cost: $144,000
Sidewalk Replaced: 29,000 square feet
City Sidewalk Programs
Sidewalk Maintenance
Purpose: The program was developed to assist property
owners in the prompt replacement of damaged sidewalks in
the City.
Description: Under the program, the city pays half the cost
of replacing the sidewalk and the property owner pays the
other half. The City may perform the work in-house or with
outside contractors.
Eligibility: Any individual, family or business that owns
property in Evanston can participate.
50/50 Curb and Sidewalk Program
Sidewalk Maintenance
Procedure
• Upon notification of an area of concern, or property
owner can sign up for the program
• The goal of the Streets Division is to inspect the
location and perform temporary maintenance within
one working day.
• Location is placed on list with Engineering and letter
describing 50/50 program is sent to the property
owner.
• Project limits are established with property owner and
the project is put out for bid.
• Residents are sent an invoice to cover 50% of the cost
• Once payment is received the work is scheduled each
year in August/September

Temporary Maintenance
Procedure
• Within one working day streets or business district
personnel perform temporary maintenance
• Cold patch material is applied to the perceived area of
concern.
• Material is readily available
• Crew mobilization is minimal
• Easy application
• Permanent replacements if the resident requests it is
normally accomplished in the summer each year
• If resident does not wish to participate city crews
reapply cold patch as requested
Sidewalk Maintenance
Temporary Maintenance Costs
Temporary maintenance is performed by a two person
crew. This type of maintenance is just one of the over
twenty duties performed by this crew.
Locations: 175 to 200 per year
•Material cost per location: $ 0.32
•Equipment cost per location: $17.50
•Manpower cost per location: $28.56
•Total cost per location: $46.38
Man hours per location: 1 hour
Total per year $8116.50 to $9276.00
Sidewalk Maintenance
Special Replacements (100 % City Funded)
Block Curb & Sidewalk: Property owner funding
participation is not normally required when new sidewalks are
installed or where entire blocks are being replaced for
streetscape or development purposes
Parkway Tree Impact: The City pays 100% of the cost to
replace any sidewalk that may have been impacted by the
root system of a parkway tree. Temporary maintenance is
performed until the permanent replacement is constructed.

Options to Consider
Robust Temporary Maintenance Program: Temporary
patching utilizing cold patch is unsightly. The City can
establish a more robust menu of temporary repairs that are
more esthetically pleasing such as mud-jacking (raising
panels up that have sunken, concrete grinding (grinding
down a lip that has raised up), skim coating using epoxy type
material ( patching or skimming with concrete colored over
cracked areas for a smoother finish). An ordinance may be
necessary to adopt this change if residents were to share in
the cost.

Options to Consider
Benefits:
•Mud jacking and concrete grinding are longer term repairs
that may delay replacement for several years.
•The white or gray epoxy used to skim coat would result in a
patch that more closely matches concrete.
Challenges:
•Additional personnel and equipment would be needed to
perform the three options above.
•The cost of epoxy is much greater than cold patch
•Skim coating is a temporary fix that will require replacement
within a year or two.
•Residents may be less inclined to replace sidewalks if
temporary measures look permanent. A mandatory
replacement may be required.

  • 3. Sidewalk Maintenance There are over 247 miles of concrete sidewalk in Evanston. • 2011 50/50 Sidewalk Program Total Cost: $220,000 Sidewalk Replaced: 43,300 square feet • 2010 50/50 sidewalk Program Total Cost: $144,000 Sidewalk Replaced: 29,000 square feet City Sidewalk Programs
  • 4. Sidewalk Maintenance Purpose: The program was developed to assist property owners in the prompt replacement of damaged sidewalks in the City. Description: Under the program, the city pays half the cost of replacing the sidewalk and the property owner pays the other half. The City may perform the work in-house or with outside contractors. Eligibility: Any individual, family or business that owns property in Evanston can participate. 50/50 Curb and Sidewalk Program
  • 5. Sidewalk Maintenance Procedure • Upon notification of an area of concern, or property owner can sign up for the program • The goal of the Streets Division is to inspect the location and perform temporary maintenance within one working day. • Location is placed on list with Engineering and letter describing 50/50 program is sent to the property owner. • Project limits are established with property owner and the project is put out for bid. • Residents are sent an invoice to cover 50% of the cost • Once payment is received the work is scheduled each year in August/September 50/50 Curb and Sidewalk Program
  • 6. Sidewalk Maintenance Temporary Maintenance Procedure • Within one working day streets or business district personnel perform temporary maintenance • Cold patch material is applied to the perceived area of concern. • Material is readily available • Crew mobilization is minimal • Easy application • Permanent replacements if the resident requests it is normally accomplished in the summer each year • If resident does not wish to participate city crews reapply cold patch as requested
  • 7. Sidewalk Maintenance Temporary Maintenance Costs Temporary maintenance is performed by a two person crew. This type of maintenance is just one of the over twenty duties performed by this crew. Locations: 175 to 200 per year •Material cost per location: $ 0.32 •Equipment cost per location: $17.50 •Manpower cost per location: $28.56 •Total cost per location: $46.38 Man hours per location: 1 hour Total per year $8116.50 to $9276.00
  • 8. Sidewalk Maintenance Special Replacements (100 % City Funded) Block Curb & Sidewalk: Property owner funding participation is not normally required when new sidewalks are installed or where entire blocks are being replaced for streetscape or development purposes Parkway Tree Impact: The City pays 100% of the cost to replace any sidewalk that may have been impacted by the root system of a parkway tree. Temporary maintenance is performed until the permanent replacement is constructed.
  • 9. Sidewalk Maintenance Options to Consider Robust Temporary Maintenance Program: Temporary patching utilizing cold patch is unsightly. The City can establish a more robust menu of temporary repairs that are more esthetically pleasing such as mud-jacking (raising panels up that have sunken, concrete grinding (grinding down a lip that has raised up), skim coating using epoxy type material ( patching or skimming with concrete colored over cracked areas for a smoother finish). An ordinance may be necessary to adopt this change if residents were to share in the cost.
  • 10. Sidewalk Maintenance Options to Consider Benefits: •Mud jacking and concrete grinding are longer term repairs that may delay replacement for several years. •The white or gray epoxy used to skim coat would result in a patch that more closely matches concrete. Challenges: •Additional personnel and equipment would be needed to perform the three options above. •The cost of epoxy is much greater than cold patch •Skim coating is a temporary fix that will require replacement within a year or two. •Residents may be less inclined to replace sidewalks if temporary measures look permanent. A mandatory replacement may be required.
