5. INDONESIA: City Level Action Plan
Research, analysis, and recommendations for city-level action to meet Indonesia’s plastic waste
leakage reduction target of 70 % by 2025, and transition to circular economy, focusing on:
• Local enabling environment a financially sustainable financing mechanism and framework
for local collection and recycling activities for household plastic waste.
• Higher, easier-to-collect, and easier-to-spend household retribution fees as the pillar of
funding government-run plastic waste management now and in the future.
• Higher income from plastic material sales, enabled by improved government-run waste
management systems for collection and recycling and industry co-funding for
recycling through an effective EPR.
• To build a strong local government institutional and technical capacity to effectively roll out
and manage plastic solid waste management systems at city/regional level.
Multi-stakeholder and participatory approach that is inclusive of women, culturally sensitive to
communities, with training and capacity building incorporated throughout process.

6. Pilot project
Digital solutions for plastic waste management and recycling
Study and demonstration of digital solutions to enhance the plastic waste value chain:
» Digital roadmap to improve digitalization of plastic waste management system in the
region, with a focus on Indonesia and Viet Nam
» Screening of digital solutions – Review of global and regional landscape of digital solutions
for plastic waste management
» Testing of digital solutions, including digital apps and other solutions
» Data Governance and Plastic Management Open Data Platform for collecting, storing and
analyzing data on digital solutions
» Knowledge products on plastic waste value chain digitalization, digital governance and
cybersecurity, and social implications of digital technology in plastic waste management

7. Support to National Plastic Action Partnership (NPAP)
• ADB is co-chairing the Financing Task Force,
with Ministry of Finance (Climate Change and
Multilateral Policy Center, Fiscal Policy Agency) to
facilitate knowledge sharing, network building, and
action to implement the Financing Roadmap
• ADB provided technical inputs as part of the
development of the NPAP Finance Roadmap,
defining baselines and protocols for the Metrics
Task Force and Innovation Challenge of the
Innovation Task Force (first Innovation Challenge
focusing on informal sector integration in waste
collection operations)
• Knowledge-sharing with NPAP Task Force
members e.g. Road G20 Beating Plastic Pollution
from Source to Sea 2022.
