12. Justification for less utilization

1. Project has completed its major objectives as per PC-I. Major expenditures in the
project budget were under the heading of Workshops, Seminars and Consultations
with the provinces and travelling allowances. However due to Outbreak of COVID-
19 Pandemic and complete lock down in the country subject meetings, seminars,
workshops and consultations were conducted virtually thus saving a major portion
of the budget allocated under the above mentioned head.
