The Uttar Pradesh State Electricity Board (UPSEB) was formed in 1957 and had accumulated losses of Rs. 6500 crore by 2000 due to failing to develop new generation units to keep up with rising demand. UPSEB decided to carry out new operations with World Bank funding but lacked the funds. The World Bank demanded UPSEB split into different companies for generation, transmission, and distribution and allow private sector participation. The proposed solution was to split UPSEB into UPPCL for transmission and distribution, UPRVUNL for thermal power generation, and UPJVNL for hydro power generation. This would increase efficiency and revenue by linking electricity bills to ration cards to ensure all customers pay.

CEZ, the leader, earned €25 million from its 337.5 MW wind farm. Overall, renewable energy production grew substantially in 2011, with only small hydropower declining due to drought conditions. The government recently passed policies to further support renewable energy and attract over €5 billion in new investments.
Rural electrification status of India
Rural electrification has played an important role in India's economic development but progress has fallen short of targets. Over the decades since independence in 1947, millions of villages have gained access to electricity, with the number of electrified villages growing from 1,500 in 1947 to over 493,000 by 2009. However, targets set in various five-year plans to accelerate rural electrification were often missed. More recently, programs like the Rajiv Gandhi Grameen Vidyutikaran Yojana aimed to fully electrify India's estimated 600,000 villages and provide electricity access to all rural households by 2012, but this goal was not achieved either. The Uttar Pradesh State Electricity Board (UPSEB) was formed in 1957 and had accumulated losses of Rs. 6500 crore by 2000 due to failing to develop new generation units to keep up with rising demand. UPSEB decided to carry out new operations with World Bank funding but lacked the funds. The World Bank demanded UPSEB split into different companies for generation, transmission, and distribution and allow private sector participation. The proposed solution was to split UPSEB into UPPCL for transmission and distribution, UPRVUNL for thermal power generation, and UPJVNL for hydro power generation. This would increase efficiency and revenue by linking electricity bills to ration cards to ensure all customers pay.

PSE&G, a New Jersey utility, announced a program to distribute 100,000 energy efficient light bulbs to customers. The "Switch and Save" program aims to encourage energy conservation and support the state's climate change initiatives. Customers who visit customer service centers or meet with service technicians will receive an ENERGY STAR certified CFL bulb. Using the bulbs is expected to reduce carbon dioxide emissions by 40,000 tons over the life of the bulbs. The utility estimates that all its conservation programs will reduce emissions by 400,000 tons over the next decade.

Not all energy supply solutions fit energy access needs, and supply is less than half of the equation. This session explains how market segmentation can target the right solutions to the right end users based on resources, geography, density, and demand. It encourages participants to assess how delivery of one energy service may facilitate delivery of complementary energy services for adjacent markets. The session also highlights the importance of cooperation in the planning stages and underlines the value of facilitating efficient and productive uses of electricity.
Alaska Housing Finance Corporation presentation on energy efficiency programs
This legislative report provides an overview and results of Alaska Housing Finance Corporation's (AHFC) energy programs from 2008 to 2011. It summarizes that $360 million was appropriated, with $200 million going towards weatherization and $160 million for rebates. As of January 2011, over 17,320 homes have been made more energy efficient, saving on average 30% in energy costs. It also estimates that the programs have created 2,500 jobs so far. Fuel Cells Residential Workshop

For solar projects below 100 MW, the GBI is Rs. 12.41 per kWh paid to state utilities purchasing solar power. Both schemes require projects to register online with IREDA and not avail accelerated depreciation, with wind projects selling power to the grid at state-set tariffs and solar plants meeting performance and connectivity standards.
