The document proposes adding new voluntary columns to the Creditor Reporting System (CRS) to increase transparency between data reported by Development Assistance Committee (DAC) members to the DAC and to the UN Framework Convention on Climate Change (UNFCCC) and Convention on Biological Diversity (CBD). Specifically, it proposes adding columns to identify the reporting method and provide shares of activities reported to the UNFCCC and CBD. The proposal is presented for discussion with the goal of approval at the upcoming Working Party on Statistics meeting.

 A majority of DAC members draw on the Rio markers when
reporting to UNFCCC and CBD.
 Most members adjust the amounts reported to better reflect
the objectives of the Conventions.
 As a result, data reported to the DAC are not always identical
to data reported to the Conventions.
 This question was first discussed at the October 2016 SLM.
There was broad support for strengthening efforts to enhance
transparency between data reported to the DAC and to the
Conventions.

5. Background: March 2017 WP-STAT

 As a follow-up to the discussions at the SLM, the
Secretariat presented a proposal to the WP-STAT in
March 2017. Addressing comments made at the SLM:
• the reporting would be on a voluntary basis.
• it would not affect the Rio marker methodology which
would remain the standard in DAC statistics.
 The emphasis should be on enhancing transparency
between Rio marker and Conventions reporting.

July 2017 written procedure

 Members broadly expressed support for the proposal at March
2017 WP-STAT.
 The Secretariat revised the proposal based on comments
received and submitted it to the WP-STAT approval under the
written procedure early July 2017.
 The addition of the new columns in the format proposed was
not approved under the written procedure. One of the
elements mentioned was the lack of discussions, especially
here at the ENVIRONET.

Discussions at ENVIRONET

 An initial discussion had taken place at the 19th meeting of the ENVIRONET
held on October 2017. The discussion around this item was inconclusive
and a desire to follow up was expressed .
 The revised proposal is therefore formally tabled for discussion at the May
ENVIRONET and June WP-STAT meetings.
 Today at the ENVIRONET, Members' views are invited on the proposals in
paragraphs 5-6. Members are also invited to consider paragraphs 7 through
9 that have been drafted to address concerns expressed during previous
discussions.
 The proposal is only presented for discussion today.

9. Proposal to introduce new items in the CRS

To further increase the transparency of information reported by DAC members
to the UNFCCC and CBD, it is proposed to introduce in the CRS, five new data
items (CRS columns):
One column to identify the method used for reporting to the Conventions
 Measurement basis for reporting the activity to the UNFCCC/CBD:
"commitment basis", "disbursement basis", “other (approach not based
on Rio markers)”.
Four columns to report shares at the activity level
 Share of the activity reported to CBD (in %).
 Share of the activity reported as mitigation to UNFCCC (in %).
 Share of the activity reported as adaptation to UNFCCC (in %).
 Share of the activity reported as "crosscutting" to UNFCCC (in %).

In addition:
 The reporting would be on a voluntary basis.
 The Rio marker system would remain the standard for
reporting on environmental policy objectives.
 The objective is simply to increase transparency
regarding the use of Rio markers to report to the
Conventions.

11. Addressing concerns expressed during previous
discussions.

 Any proposal to render the reporting on these new data items mandatory
would have to be discussed and approved at the WP-STAT.
 For Members that do not wish to participate in the collection of the new
items, no information would be published in these data fields and the new
voluntary fields would be left blank in the CRS table .
 In addition, the Secretariat proposes to add a disclaimer in the CRS online
dataset relative to these 5 new voluntary columns:
 Furthermore, the Secretariat does not intend to publish DAC Members’
climate-related development finance aggregates or biodiversity-related
development finance aggregates based on the new data items reported.
“ The collection of this data item in the CRS is on a voluntary basis ; this
information may therefore not be reported by all providers .”
