Statistical Issues
1. Timely submission of Statistics
It is recommended that the names of
participants who fail to meet KPCS
requirements for submission of
statistics over two consecutive
reporting periods be posted on the
public web-site.

Participants are reminded that it is a
minimum requirement of the KPCS to
maintain dissuasive and proportional
penalties for transgression [section IV(d)].
They are further reminded that illegal
shipments should be treated with the utmost
concern, and relevant information should be
shared to the fullest extent possible,
consistent with national law.

Compliance Issues
Dispute Resolution and Compliance Issues
Proposals should be developed for the
creation of interim measures and criteria to
deal with those participants in significant
non-compliance including the possibility of
suspension, for consideration at the 2007
inter-sessional meeting.

The KP Working Groups
It is recommended that a fully-fledged
Working Group on Alluvial Production
should be established.

Issues for Further Work
“It has been agreed by Plenary that the following
important issues will be prioritized in the year
ahead:
! the evolving funding and resource requirements
resulting from participation in the KPCS;
! further improving statistical data gathering and
analysis;
! the development of measures to ensure effective and
credible government oversight of industry so as to
ensure full industry compliance with KPCS
requirements;
! treatment of illegal shipments.”
