Looking forward: the impact of platooning on EU transport
Dutch Minister Schultz van Haegen wants to put the Netherlands on the world map with unmanned trucks. That is good news for the European transport sector. Unfortunately, Europe isn't exactly ready for unmanned trucks.
The current spatial planning is a problem. Platoons of three or four unmanned trucks will soon be transporting large volumes according to a timetable across vast European transport corridors in the TEN-T network. This will demand more horizontal collaboration between companies, with control towers directing the transport flows.
Each of the nodes in the TEN-T network will need to have a large-scale distribution park where shippers and carriers can bundle and unbundle their transport flows. The problem is: there is hardly any room for such large-scale distribution parks.
The unmanned trucks will be driving across borders. Not only the hard technology on board, also the soft information technology for directing transport flows needs to be standardized at the European level. But also: who owns all that big data that the trucks and the local road authorities collect regarding the transport flows? Open data need to be truly open to everyone. The traffic laws and rules of play and the qualifications required of professional drivers in the various European countries need to be synchronized. The borders between countries cannot be borders for transport.
Autonomous driving will fundamentally change the European market for long-distance transport. Logistics service providers will need to adapt their strategy towards operational excellence at the Champions League level in terms of the planning, execution and financing of their European transport networks. They may encounter competition from unexpected sources. What is keeping Scania from organising its own European transport network if drivers are no longer necessary?
Trucks are becoming high-tech command centers. They communicate with traffic managers via intelligent transport systems (ITS) in order to make optimal use of the infrastructure. This means much more responsibility for the highly trained driver – comparable to that of a pilot of a Boeing jet. The sector needs to get started with training the drivers of the future using first-rate driving simulators.
The deployment of unmanned trucks will demand collaboration between carriers and shippers, room for distribution parks in the TEN-T network, open and transparent data, the best drivers and a European policy for road safety. Only then will the logistics sector stand to benefit from this innovation.

Building the Energy Efficiency Financing Market

Part II. Some management tools to help increase the efficiency of the Regional Statistical Offices (RSOs) - performance measuring systems through Balanced Scorecard and Quality Management
As outlined in the first article on this topic (‘Statistics’ Magazine No. 2/2016), RSOs offer extremely favourable environment for the replication of management tools from the private sector, as is the case with the balanced scorecard for performance measurement. In its application in RSOs, however, some peculiarities related to the context of external and internal factors of the operation should be taken into account. Defined also is the place of how to define the indicators so as to provide insight into the effectiveness and not just represent an aggregation of the results of the various activities and processes. Presented is the integration of activities and sub-activities of production processes in RSOs in GSBPM with the four universal parameters of management decisions - input, output, outcome and impact.
Building on the principles of the Code of European Statistical Practice, Total Quality Management (TQM), Data Quality Assessing Framework (DQAF) and a set of tools and procedures for quality assurance; RSOs can build their quality management system. This is proved by the submitted conformity of the principles of the Code of Statistical Practice with the criteria of EFQM and quality elements of the DQAF. The opportunity for implementation in RSOs of their own process of internal quality audit that is not certified but is in compliance with ISO 9001 warrants their leaders to declare that in the managed by them RSOs there is a good system of quality management. Adaptation of the criteria and sub-criteria of CAF2013 and its principles for the purposes of RSOs provide the heads of RSOs comfortable, modern and undemanding additional financial resource tool for self-assessment and subsequent benchmarking.

Modern statistics means modern management of statistical surveys at each implementation stage, with an optimum use of resources, along with approximating the completion of the official statistics mission by increasing the effectiveness of the statistical production process.
Modern statistics is also a set of notions characterising individual phases and processes involved in the creation of statistical data in line with customers' needs and the principles of the activities optimisation and allocation of resources, and also the rational use of resources.
The innovativenes of statistics is reflected in the current adjustment of statistical production to the Generic Statistical Business Process Model (GSBPM), with the Integrated Statistical Business Process Model (ISBPM) being its equivalent in Poland.
The introduction of the CSPA-compliant corporate architecture also determines the actual development directions for statistical production, and the resulting needs to further expand the competences of statisticians.

Companies in the European Union with over 500 employees are required to comply with the Non-Financial Reporting Directive and disclose non-financial information on environmental issues. However, reporting to date hasn’t been sufficient both in terms of quantity and quality, and the EU Green Deal has made it clear that environmental and climate disclosure must improve. As a result, the Commission is reviewing the Non-Financial Reporting Directive, with a public consultation underway until May 2020.
Should large companies and financial institutions expect major changes? Given the ambitious EU Green Deal commitments and the gaps in reporting to date, it certainly seems so.

The Trade, Industry and Cooperatives Sector Strategic Plan for Statistics (TIC-SSPS) provides a framework for strengthening the production of TIC statistics in Uganda. The plan covers five years 2015/16-2019/20 and is intended to guide the development of an integrated, harmonised, coordinated and coherent TIC Statistical System which ensures unified data production processes for provision of quality statistics. The plan covers the TIC sector and draws together all agencies that produce and use data within the sector. It has been designed to guide production of quality data to inform national development priorities and address the regional and international Trade, Industry and Cooperatives data requirements.
The TIC-SSPS was designed under the framework for the PNSD II coordinated by the UBOS in a participatory and consultative manner with key data producers and users to ensure ownership and effective planning as well as implementation.
The vision of the SSPS is to drive the sector to “A centre of excellence in the production and dissemination of Trade, Industry and Cooperatives statistics” and the mission “To spearhead the production, dissemination and use of quality statistics for efficient and effective management of the Trade, Industry and Cooperatives sector”. The vision and mission will be guided by five strategic Goals namely:
1. To improve the coordination and management of the Trade, Industry and Cooperatives sector statistical system
2. To strengthen dissemination mechanisms and enhanced usability of statistics generated in the sector
3. Mainstream quality assurance in Trade, Industry and Cooperatives statistics production
4. To strengthen human capacity for collection, processing, analysis and dissemination of statistics
5. To strengthen Production and development of the Trade, Industry and Cooperatives Statistics
This SSPS has been developed to facilitate the achievement of the sector mandate as well as promote evidence-based policy development through the popular use of quality statistics in the sector. Various activities have been planned and scheduled over the five year implementation period.

Agile Management of the Statistical Organization is one of the topical issues under discussion by the Commission for modernization the organizational framework and assessment to the High Level Group for modernization of official statistics at the United Nations. From the position of the Head of Territorial statistical division in the article, I presented my point of view on the possibility of such a type of management in the territorial structure of the NSI.
The article justifies the need of a flexible organizational culture. The main features of the Agile management and Scrum approach and how their application in the NSI's territorial structure would appear, while complying with the European Statistical Practice Code and the implementation of the ISO 9001 clauses, are presented. The Agile management philosophy is consistent with the phases and sub-actions of the common statistical production process model in the NSI.
Attention is also paid to risk management under the conditions of Agile Management, with presented detailed methods of risk monitoring and analysis of the causes of its occurrence. The role of internal audit beyond the context of the Public internal audit Act and its necessity in the territorial structures of such governance is also reviewed.
As the most suitable way of introducing the philosophy of Agile management in the structure of the NSI's territorial structures into the statistical production process, a hybrid model of management is shortly presented, where only in separate phases of the Common Statistical Production Process in the NSI is applied the Scrum Approach.

Разгледани са ролите на директора на ТСБ, на главния счетоводител и началниците на отдели в процеса по бенчмаркинг и са дефинирани ключовите въпроси на бенчмаркинга, на които всеки от тях трябва да отговори, за да е успешна процедурата. За да се докаже, че бенчмаркингът може лесно да бъде официализиран като управленска практика в регионалната структура на НСИ, са разгледани подробно шестте основни етапа в процеса на сравнителния анализ независимо от неговата форма - планиране, работа с партньори, картографиране, анализ, действие и преглед.
Статията има за цел да докаже, че прилагането на концепцията за Lean управление ще помогне на новосъздадените ТСБ да рационализират процесите чрез преодоляване на причините за организационна неефективност, изграждане на системи за управление, възможности за поддържане на нови начини на работа и ангажимент на ръководните служители за непрекъснато подобряване на ефективността. Представени са и петте основни принципа на Lean управлението, пречупени през призмата на бизнес процесите в ТСБ, както и подходи, техники и инструменти, към които следва да се придържат ръководителите им. Етапите на внедряване на Lean управление в ТСБ - възприемане, оценяване, моделиране, действие и напредък, могат да продължат няколко години, през които удовлетвореността на потребителите и служителите, производителността, времето за изпълнение ще започнат да се подобряват.

The annual statistical programme describes the concrete activities to be carried out in 2017 to implement the UNECE biennial statistical programme for 2016-2017. The biennial programme was adopted by the Conference of European Statisticians (CES) in June 2015 (document ECE/CES/2015/16) and approved by the UNECE Executive Office (EXCOM) in January 2016. The programme takes into account the outcome of the UNECE review carried out by EXCOM in 2012. The review acknowledged that “the UNECE Statistics subprogramme, the Conference of European Statisticians and its related subsidiary bodies work within current mandates in an efficient way, producing concrete results (methodological principles, recommendations, guidelines and databases) in a regular and ongoing way that have clear value added for the region and beyond, and that attract extra-budgetary funding including from outside the region.”

IMPROVING THE EFFECTIVENESS OF THE REGIONAL STRUCTURE OF THE NATIONAL STATIST...
Following the held in 2015 Reform of the Regional Structure of the NSI, on the agenda before the heads of the Regional Statistical Offices is the issue of improving the efficiency of the structures managed by them. Because there are various management approaches and tools for that, the topic is discussed in three sections:
Section I. Uniqueness of RSOs as a factor for increasing efficiency. The article discusses specifics of the functioning of RSO and the benefits that can be derived from them, given their position as a public body, and in the same time from the position of producer of statistics. In this connection is represented the logical conformity between The Management Model "4R" Of Toyota, The Generic Model For Operation Of Statistical Organizations (GAMSO) and The Common Framework For Evaluation In Public Organizations (CAF). The key performance indicators (KPI) are presented as a management tool for controlling the business activity RSO in real time.
Section II. Management tools to help increase the efficiency of the Regional Statistical Offices - systems for measuring performance through Balanced Scorecard and quality management. In the next issue of the "Statistics" magazine the opportunities and benefits for RSOs from the implementation of a balanced scorecard to measure performance and Common Assessment Framework (CAF), as well as possibilities to adapt the principles of ISO 9001 for quality management in TSB will be examined.
Part III. Management tools to help increase the effectiveness of Regional Statistical Offices - benchmarking and the Lean concept. In the next issue of the "Statistics" magazine the opportunities for the application of benchmarking and management approach of Lean management processes in TSB will be examined.

This concept aims to prove that the successful development of regional statistical offices (RSOs) as modern regional structures of the NSI is possible to achieve through adapted implementation of European requirements for the modernization of statistical organizations, the modern requirements for management in the public sector, quality management systems in it and the development of human resources towards increasing the motivation and professional capacity.
The presented analysis of the state and specifics of the functioning of the currently existing RSOs and diagnostics of the operating environment in method 7-S of McKinsey concluded that the actions of the leaders of the RSOs should be aimed at improving the quality of statistical information related to organizational changes by terms of motivated staff. In this connection are defined the priority goals for the development of RSOs in areas of quality, institutional development, personnel, partnerships and cost efficiency.
In order to implement the priority goals are discussed the possibilities of applying GAMSO and GSBPM, implementing DQAF and CAF quality self-assessment of a system of indicators to measuring the performance and increase of motivation and competence of employees through modern management approaches.

New report offers sobering view of the energy transition
Every year the Statistical Review of World Energy offers a behemoth of data on the state of the global energy market. This year’s findings highlight the world’s insatiable demand for energy and the need to speed up the pace of decarbonisation.
Here are our four main takeaways from this year’s report:
Fossil fuel consumption — and emissions — are at record highs
Countries burnt record amounts of oil and coal last year, sending global fossil fuel consumption and emissions to all-time highs, the Energy Institute reported. Oil demand grew 2.6 per cent, surpassing 100mn barrels per day for the first time.
Meanwhile, the share of fossil fuels in the energy mix declined slightly by half a percentage point, but still made up more than 81 per cent of consumption.
