We welcomed Dr Jeanette Botha (University of South Africa) to the Centre to conduct a presentation and a discussion on issues around the ‘digital divide’ within South Africa (something likely to be an issue in other countries around the world). The main thrust of the talk was: “Who are we teaching?” Dr Botha alluded to the issue of technology driving education vs education driving technology and highlighted numerous concerns of developing world ODL practitioners and students, contextualizing ODEL in South Africa in the current socio-economic framework, with reference to Unisa. The argument was made for the pragmatic consideration of the acquisition and use of appropriate technologies in line with these “real world” considerations.
This presentation describes in detail the problems of women's education in our time. Such important issues as women's rights, the need for education and financial independence are considered.
In developing countries, public education systems, which enroll about 90 percent of all primary and 70 percent of all secondary students, face multiple challenges from overcrowded classrooms, lack of an incentives structure to shortage of qualified teachers and resources. These problems are expected to become more serious with the projected dramatic increase in the demand for schooling during the next decades. This presentation discusses public education issues in developing countries and what has been done in some nations in general and in Egypt specifically to address those issues. The presentation introduces online/virtual social schools as a possible solution to alleviate some of the current public systems problems and how to implement that solution in Egypt.
It is widely known that education for all ought to be equal to all, regardless of race, ethnicity, gender and hierarchy. Although equality in education is the primary purpose of our government, however, there are some instances that inequality in education exists due to some factors. This research identifies the factors that lead to inequality in education. Based on our findings factors such as individual characteristics attitudes and beliefs, psychological traits, parental socio economic status , individual educational success attainment, field of study , population groups men and women and ethnic groups , educational inequality gender pay gap, horizontal, occupational and segregation contributes to the overall dilemma. Moreover, our findings also show that micro and social contributes to the gaps of inequality of education, thus, social interactions and social structures affects the micro conditions and outcome. This implied that educational inequality is caused by different factors and constructs that undermined the policy of an educational system and this lead to inequality of education. Lucelle B. Applying Human Rights Standards to Privatization of Education in UgandaPERIGlobal
Salima Namusobya works for the Initiative for Economic and Social Rights (ISER), a domestic NGO in Uganda which researches and advocates for the realisation of economic and social rights. ISER has been working on privatisation in education since August 2014.
In Uganda, about 80% of children attend private schools in the capital, Kampala. Across the country, private education is growing fast, including in low-income areas, where ‘low-cost’ private schools are mushrooming.
To better understand the situation, ISER conducted preliminary research in August 2014, involving interviews, a survey, literature review and statistical analysis. The aim of the research was to assess the situation against human rights principles, drawn from international law.
The results of this research have been discussed in workshops and presented in reports the African Commission on Human and People’s Rights and to the UN Committee on Economic, Social and Cultural Rights (CESCR).
In this presentation Salima presents the initial results of ISER’s research, and discuss the list of issues that the CESCR released, as well what the political and social impacts. I

Assessment of Socio-Cultural Constraints On Girls’ Success in Education: The ...paperpublications3
Abstract:In countries, such as Ethiopia, girls are at a disadvantageous position in terms of accessing and succeeding in their education. The objective for this study is to examine the socio-cultural factors affecting girl’s education. The scope of the study focuses on one Primary School where female students are enrolled and limited to grades 4 - 8 and in the age group of 12-18. The sample size of this particular study was 40 female students and 10 respondents for focus group discussion. The respondents were selected using the probability sampling technique and systematic random sampling method.
The findings of this study revealed that girls living in the study area had faced many socio- cultural problems hampering their enrollment and their success in their education. The perception of the community about female education, long distance of the school, early marriage, abduction and lack of role model in their village, as well as, in their school are the major factors that hinders girls’ enrolment and success.
Finally, it was suggested that the collaboration of the community, teachers, school leaders, parents, government and non-government organizations are very important to increase the participation and success of female’s students in the study area.

Right to education challenges in the Asia - Pacific region
1. Right to Education
Challenges in the
Asia-Pacific Region
Rene Raya
ASPBAE
World Human Rights Forum
Marrakech, Morocco
27-30 November 2014
2. The Asia-Pacific Region
Most populous region in the world
Fastest growing economic region
Yet, the Region faces serious
challenges in Education
3. Key Education Challenges
Asia-Pacific hosts the biggest
number of adult illiterates
64% of global total
Over half in South Asia
17.8 million out of school children
in the Region
31% of global total
4. Key Education Challenges
Over 100 million youth, 15-24 years
old have not completed primary
education
Asia-Pacific 60% of Global Total)
Global Total
200 million
Gender Disparity remains large
2/3 of Adult Illiterates are women
More girls out of school than boys

7. Adherence to the Right to Education
Most Countries in Asia-Pacific have
constitutional and legal provisions on
Free and Compulsory Education.
Most are signatories to ESCR, CRC,
CEDAW, and EFA
YES in formalities , BUT
hardly so in actual practice!
8. In Recent year…
Stronger Push towards Privatisation
Growth in Private School Enrolments
The rise of Low Fee Private Schools
Particularly in India and other South Asian countries
Expansion of Private Tutoring; persisting User
Fees in most Asian countries
Create added barrier for the poor to pursue schooling
The Emerging Corporate Chain Schools
Promoted & marketed aggressively
Using branding, endorsement, social media
False claims on affordability and world class status
9. Growth in Private School Enrolments…
Pakistan
34.1%
India
~ 30%
Nepal
20%
Philippines
20%(Secondary)
Indonesia
41% Secondary)
10. Rights Issues linked to Privatisation
In Nepal
Closure and merger of public schools resulted to
children dropping out of school
In Cambodia
Private Tutoring has become so widespread that
affects learning of poor students who cannot afford
In India, other South Asian countries
Girls less likely to be enrolled in Private Schools,
thus, further widening gender disparity gap
11. Rights Issues linked to Privatisation
In Private Schools around Asia
Teachers are paid extremely low salaries, without
Benefits and No Security. Salaries go as low as:
1/8 of Government Teachers (India)
1/3 for Pakistan
1/2 for Philippines
These are some cases of Infringement of the
Right to Education that impact most especially
on Children, Women and on Teachers.
12. Implications of Privatisation on
the Right to Education
• Children & youth denied access to quality education
• Leads to segregation based on Ability, Socio-
Economic Status and Ethnicity Exacerbates
inequality
• Widens gender disparity, putting girls at a
disadvantage
• Weakens/undermines the public education system,
Most Populous region in the world (nearly 3/5 of humanity)
Fastest growing economic region over past 2-3 decades
Yet, the region faces serious challenges in education – in access, literacy, equity and gender disparity and financing
Most countries will be missing the EFA goals, some by wide margins
Highest adult illiteracy
Large number of the out of school (second to Sub Saharan Africa)
Huge concentration of youth missing an education…
India, Pakistan, Bangladesh Nigeria, Ethiopia
Asia-Pacific as the Least Spenders in Education
Quite ironic if one considers that the region has been the fastest growing economy globally over the last 2-3 decades.
Highest Spenders (> 5.5% GDP) - Maldives, Kyrgyzstan, New Zealand, Malaysia, Mongolia, Solomon Islands, Samoa, Viet Nam
Lowest Spenders (< 3% GDP) - Pakistan, Sri Lanka, Bangladesh, Brunei, Cambodia, Philippines
Lacks the political will to allocate more public funds;
And in most countries in the region, enrolment in private schools are increasing faster than public school enrolments.
113 M = 11% primary and 24% in Secondary
State responsibility, the state as exemplar of quality education.
Ensuring equity and inclusiveness.
