This report report from Brookings, with Rockefeller Foundation support, shows that building up a region’s advanced industries is one such possibility with enormous potential. These industries not only create good jobs within the industry, but also up and down their massive supply chains. These jobs provide higher wages and greater opportunity to low and middle-income workers adversely affected by the economic recession.
Briefing for the Alberta Teachers' Association Strategic Planning Committee (March 9th) based on the work of the Advisory Council on Economic Growth (Canada) and the work of Dominic Barton, Managing Partner, McKinsey
Overall the top leadership of the FTSE 100 remains white and male, with just a dozen women amongst the 289 people occupying the Top 3 positions: chair, cEO or cFO. Just ten of the Top 3 posts are held by ethnic minority leaders.
• The next layer – the Top 20 – is more diverse, with about a fifth of positions occupied by women; but these are heavily skewed towards non-executive posts – about one in four nEDs are women, compared with about one in ten female executive directors.
• Strikingly, 53 companies show no minority presence at all amongst their Top 20 leaders. Discounting non-executive directors, we find 65 companies without an ethnic or cultural minority presence. In effect, two out of every three FTSE 100 companies have an all-white executive leadership.
Inequality, Technology & Job Polarization of the Youth Labor Market in Europe.Kariappa Bheemaiah
While Europe continues to see the ramifications of the crisis and is threatened by the exit of Greece from its fold, a bigger and more long-standing crisis has been brewing in the background since well before the crisis.
The situation of inequality from the youth perspective has received relatively little academic research. However, our research shows that in light of technological change and with the advent of increased automation, not only is the definition of work undergoing a change, but is the employment opportunity landscape for young people in Europe.
Using Agglomerative Hierarchical Clustering Techniques, we compare the situation youth employability and inequality for 28 EU countries, before and after the crisis. Our analysis shows that with technology , especially ICT, making a bigger impact on the definition of tasks and skills, the youth of Europe can no longer simply rely on education as a way of escaping inequality. The youth today require more a more entrepreneurially nourishing landscape coupled with an infrastructure that allows for information to grow in order to have a fighting chance to overcome inequality and define a new sense of work in today's digital age.

Hidden Organisations of Influence
The growth in globally influential, yet unaccountable, organisations that are able to undertake surveillance, steer agendas and shape government policy has wider impact.
In theory it has never been so difficult to remain below the radar. 24/7 news, constant surveillance and demands for greater accountability make it is seemingly impossible for any corporate, political or, on occasion, personal activity to go unnoticed. And yet widespread concerns about the number of increasingly influential, unaccountable, commercially driven organisations that are operating with rapidly expanding reach were often expressed during recent workshops. True, wealthy individuals and organisations have long had a disproportionate influence over elected representatives but the amount of money some companies now have to spend is unprecedented. Furthermore, new technologies have made it easier for others to access information, exert influence and move funds around the world in ways which are almost impossible to trace. The truth is they can operate effectively and invisibly without being restricted by the traditional checks and balances. At a time when calls for greater transparency are escalating it seems that meaningful oversight is lacking.

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM
The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).
Speakers:
Bob Boule
Robert Boule is a technology enthusiast with PASSION for technology and making things work along with a knack for helping others understand how things work. He comes with around 20 years of solution engineering experience in application security, software continuous delivery, and SaaS platforms. He is known for his dynamic presentations in CI/CD and application security integrated in software delivery lifecycle.
Gopinath Rebala
Gopinath Rebala is the CTO of OpsMx, where he has overall responsibility for the machine learning and data processing architectures for Secure Software Delivery. Gopi also has a strong connection with our customers, leading design and architecture for strategic implementations. Gopi is a frequent speaker and well-known leader in continuous delivery and integrating security into software delivery.

Observability Concepts EVERY Developer Should Know -- DeveloperWeek Europe.pdfPaige Cruz
Monitoring and observability aren’t traditionally found in software curriculums and many of us cobble this knowledge together from whatever vendor or ecosystem we were first introduced to and whatever is a part of your current company’s observability stack.
While the dev and ops silo continues to crumble….many organizations still relegate monitoring & observability as the purview of ops, infra and SRE teams. This is a mistake - achieving a highly observable system requires collaboration up and down the stack.
I, a former op, would like to extend an invitation to all application developers to join the observability party will share these foundational concepts to build on:
