Futures Working Group: Board Transportation Committee May 8, 2018Fairfax County
The Futures Working Group was established by the Transportation Advisory Commission (TAC) to improve advice to the Board of Supervisors on applying emerging transportation technologies. The Working Group identified opportunities to incorporate new concepts into transportation plans, including pursuing economic development partnerships and experimentation. While many technical and policy details remain uncertain, the Working Group recommends Fairfax County collaborate on Virginia's Smart Cities initiative and establish a cross-department team to explore issues like autonomous vehicles, telecommuting, and delivery technologies through pilot projects. The Board of Supervisors should use the TAC's expertise and public outreach to help guide long-term transportation futures planning.

April Renard, Louisiana Department of Transportation and Development, offered information on the state's Strategic Highway Safety Plan and Destination Zero Deaths effort, a data-driven initiative to reduce fatalities and serious injuries. This presentation was prepared for the 2015 NADO Annual Training Conference.
What do we mean by e-government? This concept, synthesized by Heeks (2001) as "the ICT-enabled route to good governance", points to the system of solutions for public administration that are based on the toolkits of digital technology. The use of ICTs for speeding up citizen-government transactions in India, for digitalizing the Thai government, for supporting the purchaser-provider separation in the British health system, all point in the same direction: ICTs, over the last decades, have been plied to reforms that are market-oriented in character. As a result, a managerialist view dominates, reducing success and failure to performance indicators, borrowed from the domain of the private sector. But is e-government really all about efficiency and market incentives? Or do the effects of computerization on citizens' quality of life, and the potential for democratization in interactions with government, have a place in understanding the e-government sphere?
When we shift our focus to countries that suffer from institutional frailty, the dimensions of accountability, transparency, and democratization emerge as primary objectives to be pursued within government. Madon's (2009) work is illuminating in this respect: computerized health facilities in Karnataka, e-inclusion through telecentres in Kerala, the use of information systems for self-employment programmes in Gujarat, tell a story that constitutes an implicit challenge to the efficiency-centred, neoliberal view of digitalization in the public sector. Experiences of e-government in developing nations, rather than ascribing to the panacea of investing in ICTs for achieving development, should be examined through a contextual lens: this leaves standard prescriptions and market orientation on the one side, and takes into account the complexity and specificity of the political environments involved.

Leveraging Big Data to Manage Transport Operations (LeMO) project will address these issues by investigating the implications of the utilisation of such big data to enhance the economic sustainability and competitiveness of European transport sector. The project will study and analyse big data in the European transport domain in particular with respect to five transport dimensions: mode, sector, technology, policy and evaluation. LeMO will accomplish this by conducting a series of case studies, in order to provide recommendations on the prerequisites of effective big data implementation in the transport field.

This presentation looks at the changing forms of transnational education, showing that ownership structures, workforces, customer bases and stakeholders are becoming increasingly multinational.
A partnership of funders invites applications for proposals to support networking of researchers from different disciplines relating to the topic of decision making under uncertainty. The theme of the call builds on a number of events held by the funding partners and Research Councils UK (RCUK).
There is a budget of up to £750,000 to support this activity, and we expect to fund a maximum of two networks, which will include support for feasibility projects, for two years.
Proposals will need to consider & seek to involve a wide breadth of relevant communities and build on current RCUK funded activities (see Annex I for examples).
The purpose of this call is to develop & build widespread linkages between disciplines related to decision making under uncertainty and grow a multidisciplinary community in this space. The network(s) will be expected to work with user organisations (policy-makers, industry, and/or civil society organisations) to analyse real-world systems and identify where multi-disciplinary research can develop new approaches to improve decision-making under uncertainty.
The document discusses the IA4SI project which aims to develop a methodology and online tools to assess the socio-political, economic, and environmental impact of digital social innovation initiatives. Survey on metadata management and governance in EuropeSemic.eu

It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector.

Governments are facing significant climate-related risks from the expected increase in frequency and intensity of cyclones, floods, fires, and other climate-related extreme events. The report Building Financial Resilience to Climate Impacts: A Framework for Governments to Manage the Risks of Losses and Damages provides a strategic framework to help governments, particularly those in emerging market and developing economies, strengthen their capacity to manage the financial implications of climate-related risks. Published in December 2022.
