SUPERVISOR CONSTRUCTION CONTRACTS, ON-SITE CONSTRUCTION REPRESENTATIVE, Campus Projects Division, Facilities
Management, Department of Facilities Planning, Various Campus Projects, College Park Campus, University of Maryland.
Perform general quality assurance inspection activities to ensure construction projects are in compliance with: the project’s design documents;
safe construction practices; and, properly coordinated with specialty systems (e.g. electrical, mechanical, controls) associated with each project.
Coordinate, as required, with the University’s inspectors for such specialties. Review plans, specifications, and progress schedule, and
coordinate various aspects of multiple construction projects. Prepare and submit daily progress and field reports, identifying work inspected,
interpretation of tests conducted and tests reports, and their results, findings, and recommendations for corrective and follow-up actions.
Process contractor’s submittals for review by Facilities Management’s design teams. Perform acceptance inspections and manage project
punch lists. Perform other duties as required which may include coordination of system shutdown and integration, coordination of mechanical
and plumbing aspects with architect/engineers, contractors, inspection and testing personnel, and technical and professional university project
team members. Participate in, and provides support in the review of project financial status, including negotiation of contract change orders;

CORPORATE TRAINING CONSULTANT (PART-TIME) JBM Construction Development Group, Washington DC
HORIZONS Construction and Trade Business Institute is a for profit arm of JBM Construction Development Group whose charge is to
provide on-going business development training for Certified Business Enterprises (CBE’s), small and minority General Contractors and Trade
Subcontractors, who want to: increase sales, get training on ‘how to do business with major General contractors’, become viable, effective
and efficient competitors, become participants on private, public, federal and local government projects throughout the DC region and
beyond.
The mission is to broaden the pool of construction entities that possess the resources and skills to manage their businesses efficiently, grow
their businesses, obtain contracts, perform effectively, become financially secure, and profitable. We want our graduates to be among a
multitude of businesses that are true participating minority members of construction teams for projects requiring Majority General
Contractors to partner with CBE’s and minority businesses, instead of acting as a “pass-through” entity. We train CBE businesses to qualify
or meet state and local government contract Compliance requirements for participation in publicly funded projects, and teach them how to
avoid defaulting on contracts and debarment.
We are working to achieve our mission through providing very low cost training in, “Success is a Mindset”, Basic Business Development and
Strategic Planning…“Planning our Growth”, and our Construction and Trade Business Operations 101 (How to Run your business), which
leads to certification that will be endorsed by State and local governments, General Construction Contractors, Construction Trade Associations,
and Chambers of Commerce.
PROJECT MANAGER Deanwood Community Center, Washington, DC. FEI Construction Company
$44 million Community Center, Library, and Natatorium. Managed Construction team for the construction of a 63,000 SF steel and
CMU block structure. The facility includes a pool with (6) lap lanes, waterslide and recreational play features, 1600 SF DC Public Library
space, community room, gymnasium, and childcare center. Also responsible for establishing and managing surrounding community outreach
including employment job fairs, overseeing subcontractor adherence to DC employment apprenticeship program requirements, and
educational partnering with a local Junior High School.
PROJECT ENGINEERING MANAGER Eastern Market, Washington, DC. FEI Construction Company
$15 million Restoration of the Historic Eastern Market. Managed completion of critical product Submittal reviews, and met the
procurement challenge of obtaining “Red Saint Bees Stone” to match existing 100+ year old historic Stone harvested from original quarry in
England, in order to meet historic preservation requirements.
BUSINESS DEVELOPMENT COORDINATOR, Washington, DC, Hill International, Identified potential business opportunities,
generated written proposals in response to various Solicitations and RFP’s.
PROJECT ENGINEER U.S. Supreme Court , Renovation of Supreme Court Justices Office Suites, Architect of the Capital,
Washington, DC, Hill International Renovation of private office suites occupied the United States Supreme Court Justices including all
security upgrades, Mechanical , Electrical, Plumbing and Sprinkler upgrades. Managed submittal processing, and change order justifications.
PROJECT MANAGER GSA Nationwide IDIQ, General Services Administration (GSA), Public Building Service, Nationwide, Hill
International Conducted Constructability reviews of various Federal Courthouse Design documents, Border Crossing Stations, GSA Office
Buildings. Prepared detailed reports of design adherence to GSA Building Standards, at all stages of Design Development including: Concept
Development, Design Development, and Construction Documents. Utilized electronic review tool established by GSA to generate report and
managed in-house team of reviewers.

PROJECT MANAGER Wilbur J. Cohen Building, Life Safety System Retro-fit, General Services Administration (GSA), Hill
International $10 million replacement of existing life safety system including removal and replace of Fire Alarm System, Fire Suppression
System, Fire Pump, Underground Sprinkler system Connections.
AREA SUPERINTENDENT National Institutes of Health, Clinical Research Center, Bethesda MD. Centex Construction
Company $650 million, 1.5 million sq. ft. research hospital. Managed construction of Sectors B&C Patient Care diagnostic labs and
administrative offices. Provided oversight of Rough-in and Build-out of Patient Care Rooms and diagnostic areas, including Pediatric Patient
Care areas (ie. Med Gas distribution, Nurse Call, and coordination of Medical Headwall Systems installations.) Responsible for implementing
quality control procedures, established regular deliveries of steel and concrete. Inspected all concrete formwork prior to concrete pours.
Managed and maintained regular subcontractors schedule updates. Assisted subcontractors in obtaining timely answers to RFIs. Monitored
the disassembly of the tallest tower crane in the Washington Metro Area. Coordinated construction interstitial floors containing mechanical,
electrical, plumbing, telecom and medical gas distribution equipment. Also responsible for the management of the miscellaneous metals
package and the construction of the east and west pedestrian bridges connecting the north and south buildings.
SUPERINTENDENT Dulles Technology Center Herndon, VA. Centex Construction Company 177,000 sq. ft. office building and
450 car parking garage, in a three building office complex on a 13 acre site. Responsible for the construction of Building “B”, a
450 car precast parking garage, and underground site utilities. Supervised a three-man labor crew and an Assistant Superintendent.
Developed regular schedule updates, established new schedules for parking garage schedules, as well as regular master schedule updates.
Tracked delivery of major equipment and materials. Analyzed manpower distribution and work activities required to meet target dates.
Created site logistics plans to eliminate activity conflicts. Coordinated all sitework activities, including stake-out, excavation, grading,
subgrade testing, concrete curb and gutter installation, landscaping and asphalt paving operations. Conducted daily quality control
inspections of substrate prior to, during and after installations were complete.
PROJECT MANAGER/ASSISTANT PROJECT MANAGER Prosperity Medical Office Plaza, Centex Construction Company,
Fairfax, VA. 150,000 sq. ft. medical office building and 400 car precast parking garage.
Managed the project controls database. Reviewed submittals and shop drawings for adherence to contract drawings and specifications for
building “C”. Coordinated the installation of precast panels, iron work, signage, parking controls, lighting, mechanical/ storm water piping,
landscaping and site lighting.
ASSISTANT SUPERINTENDENT/ SAFETY COORDINATOR KPMG, Tyson Tower II, Mc Clean VA. Turner Construction
Company. 13- story office building with (2) parking levels below grade,(3) parking levels above grade, and (10) levels of
office floors. Managed all base building trades for the build-out of the core, the coordination of all interior trades, and coordination of
curtainwall and precast with interior work. Supervised layout of bathroom to ensure compliance with ADA requirements. Scheduled county
inspections, conducted preconstruction and progress meetings. Tracked the status of and submitted RFI’s to the Architect and Owner.
Reviewed and updated project schedules. Responsible for daily project safety inspections. Conducted quality control inspections of all fire
rated partitions, and and firestopping at MEP penetrations and slab edges.
ASSISTANT SUPERINTENDENT/ PROJECT ENGINEER Maryland Center for the Performing Arts, College Park Maryland
Turner Construction Company. Phase One- Lot One Road re-alignment and underground utilities; Phase Two- Stadium
Drive Garage; Phase Three and Four- Performing Arts Center construction. Phase One- Responsible for Project Engineering
associated with the road re-alignment and installation of underground utilities for the Performing Arts Center. Processed submittals, change
orders, and material delivery schedules. Managed cost and project controls via database network. Phase Two- Responsible for the
engineering activities associated with construction of an 800 car CIP, precast and brick parking garage. Client required completion within
nine months, including Certificate of Occupancy. Completed project on exact date scheduled—under budget. Visited manufacturing plants for
production schedule progress, for quality control inspections, and payment requisition review of stored materials. Inspected precast panels
and bullet proof guard booths during the manufacturing process. Initiated and implemented revisions to project landsc aping plans.
Coordinated the re-design of a $300,000 graphics package, leading to an Owner’s savings of $60,000. Initiated the creation of a new
standard color formula to match the Maryland State Flag emblem for the graphics package. Responsible for constructability reviews related
to precast concrete, cast-in-place concrete, mechanical, electrical, and masonry trades. Prepared all warranties and guarantees for
submission to owner. Phase Three and Four- Assisted in the coordination of structural steel shop drawings, managed all change directives
related to steel erection. Tracked steel erection and precast plank installation. Inventoried structural steel deliveries.
PROJECT ENGINEER Thetford Properties, Raleigh, Durham, Burlington, and Rocky Mount NC, Turner Construction Company.
Renovation of 400 low income residential units. Conducted surveys of all units to determine renovation/ repair scope. Created a
matrix to manage and organize the scope of work for each unit. Provided estimates for the scope of work. Wrote all ‘requests for pricing’,
‘subcontract scopes’, and ‘subcontract agreements’.

Conversion of a 100-year old stone church building to a state of the art library. Reviewed shop drawings for compliance with code
