Job Search Objectives:
I am seeking a position as a Project (or Program) Manager, Owner’s Representative, Construction Manager, Pre-Con Manager
(with scheduling responsibility), MEP Coordinator, or similar function. An ideal situation will be one in which my expertise
in Project Conception and Documentation, Maintenance of Project Financials and Scheduling, and Coordination of Work
Activities will be utilized to the fullest extent on a permanent basis. I have the proven ability to de-compartmentalize
projects and thereby foster better cross-trade coordination and cooperation. I have made the maintenance of complete
and proper project documentation a particular specialty of mine. In addition, in the course of my career, I have developed
a unique talent and reputation as a “Fixer”, a person who can step into troubled projects in mid execution and resolve
situations and conditions that are causing difficulties in the managing and the executing of the work. This has naturally
resulted in a number of one project employments, but it has also provided me with a great deal of satisfaction in having
turned seemingly insoluble circumstances around, and I would be amenable to undertaking additional similar
employments.

Project Management for specific projects with complex development requirements and issues not normally encountered in the
usual Campus Crest product mix.
Unlike what might be characterized as a standard project delivery scenario, I was particularly charged with becoming a part of a
project while the project was still in the program development stage, with particular emphasis upon using my extensive operations
and site based background to help provide construction (or “field”) directed perspectives for the transition of a project from the
Development Phase into the Construction Phase. This involvement was generally required on a given project because of
technically complex site, logistical, or scheduling/management characteristics that required a less traditional management and
delivery paradigm in order to ensure the success of the project.
In addition, as a rapidly growing construction division of a vertically integrated property construction and management company
that built for its own long-term use, Campus Crest Construction staffed its construction management core with a number of
extremely talented people, who were in the earlier stages of their careers, as a means of providing itself with its teams-of-the-
future. An ancillary function of my position was to serve as a mentor, (especially in the areas of project organization,
documentation, and daily construction management) to this younger cadre of developing leaders. Much of this simply involved
casually helping the developing project managers derive a more seasoned view of the project management process. This
mentoring more often took an Aesopian direction of relating a “war story” or two, instead of the traditionally more pedantic and
structured teaching approach.

Project Management for the pre-con phase of an infrastructure renovation for the Pomfret School in Pomfret Connecticut.
This consisted of developing the bid scopes, schedule, and coordination for a major change in the heating and air conditioning
system for an old line private residential high school (in the old boarding school tradition). This position included reviewing the
Design Professional’s documents and having them revised as necessary to reflect the true intent of the Project and the
expectations of the Client, including inclusion of the pre-selected equipment per Fulcrum’s Master Plan for the campus and being
certain that the Construction Documents were consistent with the installation and operational needs of that equipment.
Part of this procedure included dividing the Project into multiple independent tasks and obtaining contractors for each of these via
a competitive bidding system.
The overall Project consisted of changing the campus fuel source from fuel oil to natural gas and changing the campus-wide heat
transfer source from steam to hot water. This entailed a complete replacement of the service equipment (boilers, chillers, pumps,
etc.) in the boiler house with new energy efficient units that included co-generation capabilities, The underground heat source
distribution system was upgraded to low heat loss piping, and buildings that had been added over the years as standalone entities
were incorporated into the central system. High efficiency terminal units replaced existing units in the dorm, classroom, library,
theater, and dining buildings; and, the recently constructed student center and gym received minor upgrades.
This Project needed to be organized in a fashion that made it possible to complete the work during the summer break. I did not
supervise the actual construction.

Project Site Manager serving as the Owner’s Construction Manager for the Federal Bureau of Prisons for the construction of a 23
building, $234M McDowell Federal Correctional Institution in Welch, WV and as the designated on-site representative of the
Bureau’s Construction Management Firm.
I was responsible for the overall administration of the Bureau’s Contract with the Design/Build Contractor; and, for the
management of the services to be provided by the Design/Build Contractor.
This included reviewing and reconciling and approving the Design/Build Contractor’s Applications for Payment, confirming that all
Project Documentation was current and complete, administering the Bureau’s Quality Assurance Program thru the management
of the on-site observation services of various specialty inspectors employed by the Construction Management Firm for this
purpose, reviewing and analyzing the Design/Build Contractor’s monthly schedule update, management of the resolution of
Bureau issues with the performance and execution of the Design/Build Contractor’s services, the authoring and execution of
weekly and monthly reports to various Federal Bureau of Prisons functionaries in Washington, DC regarding project progress and
all issues pertaining to the Design/Build Contractor’s performance and coordinating and managing project closeout.

Supervision of construction trades’ work completion on the new South Terminal at Miami International Airport with specific
emphasis in the areas of people movement systems (elevators, escalators, powered walkways, stairways), life safety issues, and
general overall quality control.

Completion of Single Project Contract Hiring Agreement.
Project Manager for a $10M Commercial/Industrial, Renovation/Expansion of the McArthur Dairy (milk processing plant) in
Miami; new corporate offices, new truck service facility, new ice cream freezer, new 165,000 square-foot truck marshalling and
fueling and overnight powered holding facility, new 37,000 square foot Thermo-Mass tilt wall milk distribution cooler addition,
major electrical upgrades.
This was a “one shot” Project which provided R. C. Stevens with semi-autonomous project management for this one Project in
Miami, an area in which they did not normally practice, while providing me with an opportunity to relocate my family to Miami
(which we desired to do at the time). Other than the technical and logistical limitations inherent to a project renovating and
expanding an occupied plant which could not be shut down for construction, and, involving the creation of low temperature food
handling facilities in a thermally unfavorable environment (Miami, FL), this project was notable because of odd budgetary
circumstances and the need to interact with a diverse contractor base with varying levels of expertise.
By the time that the Owner issued the Notice to Proceed to R. C. Stevens, the majority of the Contractor and Supplier Quotations
used to derive the Guaranteed Maximum Price had expired, requiring that I conduct their renegotiation while staying within our
GMP.

Owner's Rep, AIMCO Grand Flamingo Resort Residences (2-16 Story Towers, S. Miami Beach, FL).
Served as Project Manager, Project Engineer, and Construction Superintendent for a renovation program for upgrading the
chillers, cooling towers, pumping, boilers, domestic hot water generators, switchboards, and other service equipment in the
original two 16-story towers while 95% occupied; setting the design parameters for the project for the Design Professionals and
writing Scopes of Work for all trades, including the Sequence of Control Operations and the Multiple Prime Contracts for the
Contractors engaged to perform the work and for the Design Professionals. Bought out the project, determined the Construction
Schedules, and directed the daily activities of the Contractors. This work was scheduled for a three year duration and then
successfully accelerated at AIMCO‘s request to complete within two years. The work was still completed at 78% of the budgeted
value.

The project demanded an individual able to function as one of the field superintendents, as a strong assistant to the project
manager, and as the chief construction engineer for the project while also mentoring and training a recently graduated Junior
Project Engineer. There was a great administrative problem in that the project documentation had been incorrectly and,
incompletely, initiated in the beginning by secretarial people with little understanding of either the management program, Prolog,
or of the manner in which a project is managed. One major task was the managed recovery from this difficult beginning.
Because of my experience in all Divisions of the Work and in initiating and organizing Project Documentation, Dooley & Mack also
used me extensively in Pre-Construction and Constructibility Review roles, and in composing Work Scopes and Schedules of
Value. One, or another, of our Operations Managers would frequently send me to a Job Site to resolve problems arising from
conflicts between the Design Documents (or published Changes to the Work) and the work in place or the Contracted Work.
On one occasion, I was sent to our Citrus County (FL) Jail and Courthouse project because the structural design
changed just before construction started, causing the previous design coordination between the mechanical,
plumbing, and electrical engineers and the structure to become nearly useless, in addition to much of the planned
trim work in the courtrooms. I was asked to resolve the interface problems with the revised structural systems,
and guide everyone thru the RFI process and the subsequent Change Order process.
On another occasion, I was asked by our Operations Manager to review the doors, windows, and hardware for the
Highlands County (FL) Jail and Courthouse. His concern arose from previous experience with the Project Architect.
To properly evaluate these systems, it was necessary for me to review all of the Life Safety systems, Security,
and Special Systems such as Video Visitation. In addition to the expected anomalies in the hollow metal and
hardware systems, there were a number of Life Safety issues (starting with things like keypads on emergency
egress doors), violations of the Corrections Security Protocols (such as emergency exiting of one pod thru
another), failure to coordinate the electrical services to powered hardware locations, miscalculation of the
required quantity of Video Visitation stations (too few), discontinuous rated area enclosures, and many other
similar problems. My review generated in excess of 300 RFI questions to the Architect, and I eventually had to
put the Architect on Notice for having failed to respond to the RFI’s in a timely and complete fashion.

Overview of Experience:
Five years in the Aerospace Industry directly out of college, rising from Engineering Technician to Project Manager thru a variety of DOD
projects relating to aircraft fuel delivery systems, missile attitude control systems, and secure communications (Huey ‘G’ and above, YF-12A,
TFX, TOW, Mauler, Walleye, Shrike, Spy-in-the-Sky, Phoenix).
Two years of subsequent work as a Machine Design Engineer in the Manufacturing Engineering Dept. of the Hardware Div. of The Stanley
Works designing and supervising the construction, deployment, and debugging of special purpose manufacturing machines, including the
design of the automatic machine controls, Capital Budgets preparation, and training of production personnel.
Thirteen years of subsequent multi-disciplinary design, planning, and contract administration work with a variety of A/E firms; electrical,
HVAC, plumbing, fire protection and suppression, civil and site utilities, earthwork, architecture, bridge and highway. This included work with

Law, Jr. EIT 5617 Bethesda Court Charlotte, North Carolina, 28226 980-253-3013 (Cell) richard@jadesdad.com Job Search Objectives: I am seeking a position as a Project (or Program) Manager, Owner’s Representative, Construction Manager, Pre-Con Manager (with scheduling responsibility), MEP Coordinator, or similar function. An ideal situation will be one in which my expertise in Project Conception and Documentation, Maintenance of Project Financials and Scheduling, and Coordination of Work Activities will be utilized to the fullest extent on a permanent basis. I have the proven ability to de-compartmentalize projects and thereby foster better cross-trade coordination and cooperation. I have made the maintenance of complete and proper project documentation a particular specialty of mine. In addition, in the course of my career, I have developed a unique talent and reputation as a “Fixer”, a person who can step into troubled projects in mid execution and resolve situations and conditions that are causing difficulties in the managing and the executing of the work. This has naturally resulted in a number of one project employments, but it has also provided me with a great deal of satisfaction in having turned seemingly insoluble circumstances around, and I would be amenable to undertaking additional similar employments. Recent Employers, Responsibilities, and Major Projects: Campus Crest Construction Senior Project Manager June 2013 to November 2014 Project Management for specific projects with complex development requirements and issues not normally encountered in the usual Campus Crest product mix. Unlike what might be characterized as a standard project delivery scenario, I was particularly charged with becoming a part of a project while the project was still in the program development stage, with particular emphasis upon using my extensive operations and site based background to help provide construction (or “field”) directed perspectives for the transition of a project from the Development Phase into the Construction Phase. This involvement was generally required on a given project because of technically complex site, logistical, or scheduling/management characteristics that required a less traditional management and delivery paradigm in order to ensure the success of the project. In addition, as a rapidly growing construction division of a vertically integrated property construction and management company that built for its own long-term use, Campus Crest Construction staffed its construction management core with a number of extremely talented people, who were in the earlier stages of their careers, as a means of providing itself with its teams-of-the- future. An ancillary function of my position was to serve as a mentor, (especially in the areas of project organization, documentation, and daily construction management) to this younger cadre of developing leaders. Much of this simply involved casually helping the developing project managers derive a more seasoned view of the project management process. This mentoring more often took an Aesopian direction of relating a “war story” or two, instead of the traditionally more pedantic and structured teaching approach. The Fulcrum Group, New York, NY 10006 Senior Project Manager March 2012 to November 2012 Project Management for the pre-con phase of an infrastructure renovation for the Pomfret School in Pomfret Connecticut. This consisted of developing the bid scopes, schedule, and coordination for a major change in the heating and air conditioning system for an old line private residential high school (in the old boarding school tradition). This position included reviewing the Design Professional’s documents and having them revised as necessary to reflect the true intent of the Project and the expectations of the Client, including inclusion of the pre-selected equipment per Fulcrum’s Master Plan for the campus and being certain that the Construction Documents were consistent with the installation and operational needs of that equipment. Part of this procedure included dividing the Project into multiple independent tasks and obtaining contractors for each of these via a competitive bidding system. The overall Project consisted of changing the campus fuel source from fuel oil to natural gas and changing the campus-wide heat transfer source from steam to hot water. This entailed a complete replacement of the service equipment (boilers, chillers, pumps, etc.) in the boiler house with new energy efficient units that included co-generation capabilities, The underground heat source distribution system was upgraded to low heat loss piping, and buildings that had been added over the years as standalone entities were incorporated into the central system. High efficiency terminal units replaced existing units in the dorm, classroom, library, theater, and dining buildings; and, the recently constructed student center and gym received minor upgrades. This Project needed to be organized in a fashion that made it possible to complete the work during the summer break. I did not supervise the actual construction.

Lindal Construction Management, Inc., Springfield, VA, 22153 Project Site Manager August 2008 to May 2010 Project Site Manager serving as the Owner’s Construction Manager for the Federal Bureau of Prisons for the construction of a 23 building, $234M McDowell Federal Correctional Institution in Welch, WV and as the designated on-site representative of the Bureau’s Construction Management Firm. I was responsible for the overall administration of the Bureau’s Contract with the Design/Build Contractor; and, for the management of the services to be provided by the Design/Build Contractor. This included reviewing and reconciling and approving the Design/Build Contractor’s Applications for Payment, confirming that all Project Documentation was current and complete, administering the Bureau’s Quality Assurance Program thru the management of the on-site observation services of various specialty inspectors employed by the Construction Management Firm for this purpose, reviewing and analyzing the Design/Build Contractor’s monthly schedule update, management of the resolution of Bureau issues with the performance and execution of the Design/Build Contractor’s services, the authoring and execution of weekly and monthly reports to various Federal Bureau of Prisons functionaries in Washington, DC regarding project progress and all issues pertaining to the Design/Build Contractor’s performance and coordinating and managing project closeout. Hensel-Phelps Construction Co., Greeley, CO; Area Superintendent November 2006 to February 2007; Supervision of construction trades’ work completion on the new South Terminal at Miami International Airport with specific emphasis in the areas of people movement systems (elevators, escalators, powered walkways, stairways), life safety issues, and general overall quality control. R. C. Stevens Construction Company, Orlando, FL; Project Manager June 2005 to November 2006; Completion of Single Project Contract Hiring Agreement. Project Manager for a $10M Commercial/Industrial, Renovation/Expansion of the McArthur Dairy (milk processing plant) in Miami; new corporate offices, new truck service facility, new ice cream freezer, new 165,000 square-foot truck marshalling and fueling and overnight powered holding facility, new 37,000 square foot Thermo-Mass tilt wall milk distribution cooler addition, major electrical upgrades. This was a “one shot” Project which provided R. C. Stevens with semi-autonomous project management for this one Project in Miami, an area in which they did not normally practice, while providing me with an opportunity to relocate my family to Miami (which we desired to do at the time). Other than the technical and logistical limitations inherent to a project renovating and expanding an occupied plant which could not be shut down for construction, and, involving the creation of low temperature food handling facilities in a thermally unfavorable environment (Miami, FL), this project was notable because of odd budgetary circumstances and the need to interact with a diverse contractor base with varying levels of expertise. By the time that the Owner issued the Notice to Proceed to R. C. Stevens, the majority of the Contractor and Supplier Quotations used to derive the Guaranteed Maximum Price had expired, requiring that I conduct their renegotiation while staying within our GMP. Dooley & Mack Constructors, Inc., Sarasota, FL; MEP Coordinator, ACHA Compliance Coordinator, Owner’s Representative; July 2000 thru March 2005; Laid off due to “staff reduction”. Owner's Rep, AIMCO Grand Flamingo Resort Residences (2-16 Story Towers, S. Miami Beach, FL). Served as Project Manager, Project Engineer, and Construction Superintendent for a renovation program for upgrading the chillers, cooling towers, pumping, boilers, domestic hot water generators, switchboards, and other service equipment in the original two 16-story towers while 95% occupied; setting the design parameters for the project for the Design Professionals and writing Scopes of Work for all trades, including the Sequence of Control Operations and the Multiple Prime Contracts for the Contractors engaged to perform the work and for the Design Professionals. Bought out the project, determined the Construction Schedules, and directed the daily activities of the Contractors. This work was scheduled for a three year duration and then successfully accelerated at AIMCO‘s request to complete within two years. The work was still completed at 78% of the budgeted value. MEP Coordinator, Daytona Beach Community College Advanced Technology Center. The project demanded an individual able to function as one of the field superintendents, as a strong assistant to the project manager, and as the chief construction engineer for the project while also mentoring and training a recently graduated Junior Project Engineer. There was a great administrative problem in that the project documentation had been incorrectly and, incompletely, initiated in the beginning by secretarial people with little understanding of either the management program, Prolog, or of the manner in which a project is managed. One major task was the managed recovery from this difficult beginning.

Because of my experience in all Divisions of the Work and in initiating and organizing Project Documentation, Dooley & Mack also used me extensively in Pre-Construction and Constructibility Review roles, and in composing Work Scopes and Schedules of Value. One, or another, of our Operations Managers would frequently send me to a Job Site to resolve problems arising from conflicts between the Design Documents (or published Changes to the Work) and the work in place or the Contracted Work. On one occasion, I was sent to our Citrus County (FL) Jail and Courthouse project because the structural design changed just before construction started, causing the previous design coordination between the mechanical, plumbing, and electrical engineers and the structure to become nearly useless, in addition to much of the planned trim work in the courtrooms. I was asked to resolve the interface problems with the revised structural systems, and guide everyone thru the RFI process and the subsequent Change Order process. On another occasion, I was asked by our Operations Manager to review the doors, windows, and hardware for the Highlands County (FL) Jail and Courthouse. His concern arose from previous experience with the Project Architect. To properly evaluate these systems, it was necessary for me to review all of the Life Safety systems, Security, and Special Systems such as Video Visitation. In addition to the expected anomalies in the hollow metal and hardware systems, there were a number of Life Safety issues (starting with things like keypads on emergency egress doors), violations of the Corrections Security Protocols (such as emergency exiting of one pod thru another), failure to coordinate the electrical services to powered hardware locations, miscalculation of the required quantity of Video Visitation stations (too few), discontinuous rated area enclosures, and many other similar problems. My review generated in excess of 300 RFI questions to the Architect, and I eventually had to put the Architect on Notice for having failed to respond to the RFI’s in a timely and complete fashion. MEP Coordinator, Pinellas County (FL) Jail (7-story addition. Responsible for the management and supervision of all of the technical and corrections equipment contractors and their interfacing with the general trades contractors; Change Order Administrator; management of submittals, RFI’s, PCO’s, pay applications, compliance with the requirements of Authorities Having Jurisdiction, and schedule updates. Construction Manager (combined PM and Superintendent), Level 3 Communications Fiber Optics Distribution Center and Colocation ($3.5 Million, 30,000 Square Foot Renovated Facility, Jacksonville, FL). I set up the documentation for this Project from scratch, using Prolog v.5 (as such, I was the first person in Heery to have Version 5, even before IT!). Responsible for managing the completion of the Contract Documents, obtaining permitting, soliciting and resolving bids, managing the Contracts, and supervising the day-to-day construction. TD Mechanical, Inc., Charlotte, NC; Project Manager; May 1991 thru June 1996; Laid off because TD Mechanical closed its Charlotte Office.
