PROFILE:
I am a senior Project Manager with a background as a Company Manager,Architectural
Designer, Building Estimator and Construction Manager. I possess a full range of business and
project management skills in construction, architectural design, planning, costing and
implementation. I have been a contract supervisor working both as Principal’s Representative
and Engineer to the Contract. I am highly self-motivated, personable, analytical and self-
evaluating; both a team player & leader, thriving on challenge and activity. I believe in leading
from the front, which leads to successfulpeople management and the establishment of excellent
business relationships. I am happily married with three children of whom I am inordinately
proud!
KEYCAPABILITIES:
Building industry specific client and contractor liaison, consultant co-ordination, project
management, project programming and planning, contract negotiation and administration,
architectural design, site construction management, tendering & design management. I have
particular experience in earthquake damage scoping and estimating and have worked on the
repair and restoration of a range of Historic Places Trust and Heritage listed buildings. I am fully
computer literate in a wide range of generic and industry specific software applications.
Project Management – 30 years Project Management experience in the architectural and
building industry in New Zealand, Britain, Australia and Japan. Experienced with the whole
process framework associated with the Project Management of developments; from initiating to
closing, personally managing projects ranging from small to $5M and, as member of a
consultancy team, managing projects up to the value of $53M.
Using PMI methodology and processes I am able to co-ordinate and organise projects from initial
concept to final hand-over. I am skilled at solving technical, architectural, engineering and
construction problems with innovative design solutions to work within the budget. As a member
of PMINZ I have over thirty years a solid network of building contractors,consultants and local
government administrators. I am fully conversant with NEC, NZS 3910 and 3604, the NZ
Building Code and all other standards relevant to the building industry. Over the last four years I
have been contracted a number of times to resolve poor relationships between the client and their
consultants and contractors to manage completion of works, fit-out and transition to full
occupation.

PROJECT HISTORY:
Contracted to Environment Canterbury – Project Manager, newbuild at 200 Tuam Street.
 Managed consultants and subcontractors to ensure that the client received the correct
services to complete the building suitably and in accordance with the client’s
requirements.
 Managed and facilitated building scope changes.
 Coordinated office furniture design, manufacture and installation for 480 staff.
 Designed and instigated a security card access protocol to manage staff, visitors and sub
contractors associated with the building after occupation.
 Liaised with local Iwi and coordinated the installation of Maori art installations within
the building and a Matariki Boulder installation in the adjoining park.
 Coordinated the design and installation building and site signage package.
 Coordinated the installation of a variety of specialist scientific equipment for the water
and air testing laboratories.
 Coordinated the installation of telemetry radios and aerials.
 Designed and managed the installation of a secure car parking compound.
 Assisted in the coordination of relocating 480 staff and associated equipment from seven

 Supplied a range of facilities management services including development and instigation
of Planned Preventative Maintenance programs and capital upgrade projects for
Christchurch City Council, Nurse Maude and Red Bus.

Contracted to City Care Ltd – EQ2 Earthquake Building Damage Assessment Team
Leader.
 Interviewed, employed, trained and managed a team of 8 specialist EQ building damage
assessors ranging from architects, draughtsmen, project managers, heritage specialists
and mature builders. So far the team has produced over 900 detailed assessments totalling
$23m of earthquake damage repairs plus commercial building betterment
recommendations. These assessments are mostly signed off now by the insurer. A
substantial number of scopes have been client approval with a purchase orders and
delivered by Citycare staff. Other scopes have been used as part of the CCC Earthquake
damage reinstatement panel tendered delivery process.
 Coordinated a team of associated insurers’ representatives and engineers for the duration
of the project, providing innovative repair solutions for EQ damage issues.
 Created and maintained an Excel based look-up database and pricing program to
coordinate and compile required assessment documentation packages for delivery to the
insurer and the client.
Contracted to City Care Ltd – Earthquake Building Damage Assessor.
 EQ1 - Damage assessments containing full scope of works repair methodology and
costings for around 130 buildings ranging from CCC community centres to the
Christchurch Public Library. This work equated to $6m worth of EQ reinstatement work.
Assisted in negotiations to form an MOU between CCC,the insurer and City Care who
were the contractor. Assisted in client/insurer negotiations for various building damage
claims. Assisted in overseeing a Project Management team for reconstruction work.
 EQ2 - Carried out site assessments and,in line with the Detailed Engineering Evaluation
(DEE), created detailed cost estimates and methodology documentation for the repairs
and reinstatement of various large value commercial buildings, some of which, such as
Fendalton Library and Horncastle Arena,had been repaired previously.
 Initiated emergency structural and cosmetic repairs to various Council and commercial
buildings including Central Library, Lichfield St Car Park,Pages Rd Depot Red Bus
depot, Burwood/ Pegasus community board room, Tuam & QEII Crèches. Assessed
buildings and supplied the engineers with documented structural information to enable
the calculation of DEEs.
Contracted to City Care Ltd – Project Manager
 On behalf of CCC engage consultants, manage design, estimate cost and project manage
the delivery of an office building refurbishment to become the District Hearing building
for the Independent Hearings Panelfor the Christchurch Replacement District Plan.
Approximately 1000m2 building incorporating two courts, six meeting rooms and
associated service office facilities. The project was delivered to scope,on time and under
budget.
 Investigate and formulated detailed scopes for 650 items of building renovation and
maintenance work for the year 2010-11 $15m CCC & CC Facilities Management
contract.

 Developed scoping, pricing formats and strategies for the new FM contract and acted as
an information conduit between the two parties. The scopes were completed and
delivered on time and the work was being successfully delivered up until the Earthquake.
This work gave me the opportunity to view and gain an in depth knowledge of Council’s
entire property portfolio.
 Civic Offices renovations and internal relocation of 400 council staff. Each area was
renovated then Departments of 10 to 40 people were relocated on a weekly basis. The
work was completed within the programmed time period with a minimal budget of $1M.
 QEII Stadium Lighting; analysing options and advising on temporary versus permanent
design proposals and costings to install flood lighting to the stadium. The lighting was
required to be 1700 lux suitable for filming high definition TV for FIFA soccer matches.
Project Managing the installation of the chosen temporary lighting system using five
100,000 watt Softsun lights suspended on 27m cranes. The lighting system was installed
on time, below budget and functioned to FIFA’s exacting requirements.
 QEII Centre of Excellence; $900,000 building and equipment upgrade of the sports
facility for training some of NZ’s elite sport people. This project is ongoing.
 QEII Stadium roof truss upgrade; working with structural engineers to formulate a system
to remove the existing intermediary roof bracing trusses for refurbishment and
replacement. Tendered and let the contract. The project was completed on time to
required specifications and within budget.
 QEII Changing room refurbishment; refurbishment of the main stadium changing rooms
in accordance with FIFA requirements. This work was completed within an extremely
tight time span and below budget.
 Christchurch Art Gallery EBOS computerised lighting control system; set up of a
complete back-up system. The project was successfuland under budget.
 Christchurch Art Gallery lighting; a feasibility study and installation for upgrading of the
existing foyer lighting system. The work was done to mitigate the effects of an
inefficient, unreliable and expensive to maintain system. New fittings and control gear
were installed and successfully commissioned to save the gallery around $30,000 a year
in power, maintenance and air conditioning. The system also removes the embarrassment
of continuously blowing lamps that cannot be easily changed.
 Christchurch Art Gallery Exterior Artwork Billboard; attained Resource Consent for and
organised the production and installation of a 7x4.6m back-lit promotional artwork
billboard for the Worcester Boulevard facade. The billboard was installed to
specification, on time and within budget.
 General; managed the refurbishment of various Council community centres and public
amenities including Riccarton Town Hall and Wigram Community Centre from
estimating to tender to on-site management of works.
 Internal fit-out to two floors of DMC House for occupation of 120 Council staff. The
tender period was one week,with two weeks to set up the project then completion in four
weeks over the Christmas holiday, still achieving the desired general margin! The client
was so impressed that I was then asked to join the CCC project management team.
Superform Building Systems Ltd - Company Manager
 Carried out analysis of the company’s goals, operations and procedures resulting in
improved client base and diversity and a 40% increase in turnover.
 Formulated a business plan and put it into action by relocating the business to new
premises, setting up new operational procedures and accounting systems, hiring and
training of additional staff as the business expanded.

 Managed the relocation of the company into new premises, including upgrading
warehouse storage systems,new networked computer and telephone system.
 Redesigned Polyblock, a construction product, into a more user friendly format and
facilitated for a new die to be made and new manufacturer to take over production.
 Redesigned a temporary bracing system for Polyblock walls.
 Design and facilitated the manufacture of a containments system for transporting
Polyblock.
 Designed and facilitated the building of a new showroom fit-out including upgrading the
demonstration equipment.
 Analysed the existing company budget, sales & marketing techniques, projected a new
budget, hired additional staff and adapted strategies to suit the changed environment.
 Upgraded company procedures and documentation. This covered a website upgrade and
the redesign of quoting, sales and invoicing documentation.
YHA NZ - Interior Design Project Manager.
 Interior design and fit-out management for minor YHA refurbishments through to the
$5M, six storey, Wellington Youth Hostel project.
 Provide an effective and efficient building maintenance advisory service for hostel
managers.
 Analysed and facilitated the installation of a number of low energy heat recovery hot
water systems for hostels using 1000 to 15000 l/day of hot water.
 Analysed and facilitated the installation of various energy recovery and control systems
for large scale building heating and commercial laundry systems.
 Facilitated the incorporation of the Qualmark quality control system certification system
into the association’s 26 hostels and acted as an advisory service for the owner operated
hostels. Managed the improvement project to bring all hostels within the required
grading.
 Managed a $1.35M, 50 bed Youth Hostel extension project in Franz Joseph from forming
the design brief through to managing the project as the principal’s representative.
Provided interior design, furniture selection and procurement and managed the fit-out.
The project came in under budget and on time despite poor weather conditions.
 Carried out and assisted in various feasibility studies to build new or alter hostels in
Tekapo, Mt Cook, Wanaka, Queenstown,Stewart Island and Auckland.
 Assisted in the management of ongoing refurbishment and upgrading of the network’s 26
owned hostels and providing upgrading advice for 37 owner operator hostels.
Okey Design Ltd – Architectural Project Lead
 Lead a Project team producing architectural designs and preparing presentations, working
drawings and documentation for two GDP60M shopping centres in Camberley and
Bournemouth, England.
 Produced designs, working drawings and documentation for commercial and domestic
building projects in New Zealand, Japan and Australia.
Okey Design Ltd – Project Manager & Designer.
 A $750,000 stonework refurbishment for an historic Wellington University building.
 Salvation Army Commercial Kitchen and building renovations. Completed successfully
achieving the estimated GM.
 The re-cladding of 6 multi-storey apartments subject to leaky building issues. The
project was completed successfully and achieved a good GM.

 After visiting Kobe, Japan after the devastating earthquake, I was asked to design and
supply housing that would fit both with the Japanese style of living and their treacherous
earthquakes. This lead to three years experience in developing and Project Managing a
housing export market into Japan for Colonial Homes Ltd; a new initiative for the NZ
building industry. These projects incorporated my own designs with 80% product and
labour from New Zealand.
Colonial Homes - Sales & Export Manager.
 Based in NZ managing the supply of pre-manufactured materials and tradesmen for the
construction of houses in Osaka,Japan.
 Assisted in facilitating the change from a kit housing company to a full design and build
service.
Admire Commercial: Senior Sales Manager.
 Analysed the existing company profile and brand. Facilitated the formulation of new
advertising strategies, brochures, advertising apparatus and revamping of the showroom.
 Reviewed the existing accounting system and facilitated the changeover to a new,
networked, computer based system managing staff training and the transition process.
 Facilitated the interior design and project managed the renovation of hotel and time share
apartment fit-outs.

So far the team has produced over 900 detailed assessments totalling $23m of earthquake damage repairs plus commercial building betterment recommendations. These assessments are mostly signed off now by the insurer. A substantial number of scopes have been client approval with a purchase orders and delivered by Citycare staff. Other scopes have been used as part of the CCC Earthquake damage reinstatement panel tendered delivery process.  Coordinated a team of associated insurers’ representatives and engineers for the duration of the project, providing innovative repair solutions for EQ damage issues.  Created and maintained an Excel based look-up database and pricing program to coordinate and compile required assessment documentation packages for delivery to the insurer and the client. Contracted to City Care Ltd – Earthquake Building Damage Assessor.  EQ1 - Damage assessments containing full scope of works repair methodology and costings for around 130 buildings ranging from CCC community centres to the Christchurch Public Library. This work equated to $6m worth of EQ reinstatement work. Assisted in negotiations to form an MOU between CCC,the insurer and City Care who were the contractor. Assisted in client/insurer negotiations for various building damage claims. Assisted in overseeing a Project Management team for reconstruction work.  EQ2 - Carried out site assessments and,in line with the Detailed Engineering Evaluation (DEE), created detailed cost estimates and methodology documentation for the repairs and reinstatement of various large value commercial buildings, some of which, such as Fendalton Library and Horncastle Arena,had been repaired previously.  Initiated emergency structural and cosmetic repairs to various Council and commercial buildings including Central Library, Lichfield St Car Park,Pages Rd Depot Red Bus depot, Burwood/ Pegasus community board room, Tuam & QEII Crèches. Assessed buildings and supplied the engineers with documented structural information to enable the calculation of DEEs. Contracted to City Care Ltd – Project Manager  On behalf of CCC engage consultants, manage design, estimate cost and project manage the delivery of an office building refurbishment to become the District Hearing building for the Independent Hearings Panelfor the Christchurch Replacement District Plan. Approximately 1000m2 building incorporating two courts, six meeting rooms and associated service office facilities. The project was delivered to scope,on time and under budget.  Investigate and formulated detailed scopes for 650 items of building renovation and maintenance work for the year 2010-11 $15m CCC & CC Facilities Management contract.
  • 4. Mike Okey Page 4  Developed scoping, pricing formats and strategies for the new FM contract and acted as an information conduit between the two parties. The scopes were completed and delivered on time and the work was being successfully delivered up until the Earthquake. This work gave me the opportunity to view and gain an in depth knowledge of Council’s entire property portfolio.  Civic Offices renovations and internal relocation of 400 council staff. Each area was renovated then Departments of 10 to 40 people were relocated on a weekly basis. The work was completed within the programmed time period with a minimal budget of $1M.  QEII Stadium Lighting; analysing options and advising on temporary versus permanent design proposals and costings to install flood lighting to the stadium. The lighting was required to be 1700 lux suitable for filming high definition TV for FIFA soccer matches. Project Managing the installation of the chosen temporary lighting system using five 100,000 watt Softsun lights suspended on 27m cranes. The lighting system was installed on time, below budget and functioned to FIFA’s exacting requirements.  QEII Centre of Excellence; $900,000 building and equipment upgrade of the sports facility for training some of NZ’s elite sport people. This project is ongoing.  QEII Stadium roof truss upgrade; working with structural engineers to formulate a system to remove the existing intermediary roof bracing trusses for refurbishment and replacement. Tendered and let the contract. The project was completed on time to required specifications and within budget.  QEII Changing room refurbishment; refurbishment of the main stadium changing rooms in accordance with FIFA requirements. This work was completed within an extremely tight time span and below budget.  Christchurch Art Gallery EBOS computerised lighting control system; set up of a complete back-up system. The project was successfuland under budget.  Christchurch Art Gallery lighting; a feasibility study and installation for upgrading of the existing foyer lighting system. The work was done to mitigate the effects of an inefficient, unreliable and expensive to maintain system. New fittings and control gear were installed and successfully commissioned to save the gallery around $30,000 a year in power, maintenance and air conditioning. The system also removes the embarrassment of continuously blowing lamps that cannot be easily changed.  Christchurch Art Gallery Exterior Artwork Billboard; attained Resource Consent for and organised the production and installation of a 7x4.6m back-lit promotional artwork billboard for the Worcester Boulevard facade. The billboard was installed to specification, on time and within budget.  General; managed the refurbishment of various Council community centres and public amenities including Riccarton Town Hall and Wigram Community Centre from estimating to tender to on-site management of works.  Internal fit-out to two floors of DMC House for occupation of 120 Council staff. The tender period was one week,with two weeks to set up the project then completion in four weeks over the Christmas holiday, still achieving the desired general margin! The client was so impressed that I was then asked to join the CCC project management team. Superform Building Systems Ltd - Company Manager  Carried out analysis of the company’s goals, operations and procedures resulting in improved client base and diversity and a 40% increase in turnover.  Formulated a business plan and put it into action by relocating the business to new premises, setting up new operational procedures and accounting systems, hiring and training of additional staff as the business expanded.

Mike Okey Page 5  Managed the relocation of the company into new premises, including upgrading warehouse storage systems,new networked computer and telephone system.  Redesigned Polyblock, a construction product, into a more user friendly format and facilitated for a new die to be made and new manufacturer to take over production.  Redesigned a temporary bracing system for Polyblock walls.  Design and facilitated the manufacture of a containments system for transporting Polyblock.  Designed and facilitated the building of a new showroom fit-out including upgrading the demonstration equipment.  Analysed the existing company budget, sales & marketing techniques, projected a new budget, hired additional staff and adapted strategies to suit the changed environment.  Upgraded company procedures and documentation. This covered a website upgrade and the redesign of quoting, sales and invoicing documentation. YHA NZ - Interior Design Project Manager.  Interior design and fit-out management for minor YHA refurbishments through to the $5M, six storey, Wellington Youth Hostel project.  Provide an effective and efficient building maintenance advisory service for hostel managers.  Analysed and facilitated the installation of a number of low energy heat recovery hot water systems for hostels using 1000 to 15000 l/day of hot water.  Analysed and facilitated the installation of various energy recovery and control systems for large scale building heating and commercial laundry systems.  Facilitated the incorporation of the Qualmark quality control system certification system into the association’s 26 hostels and acted as an advisory service for the owner operated hostels. Managed the improvement project to bring all hostels within the required grading.  Managed a $1.35M, 50 bed Youth Hostel extension project in Franz Joseph from forming the design brief through to managing the project as the principal’s representative. Provided interior design, furniture selection and procurement and managed the fit-out. The project came in under budget and on time despite poor weather conditions.  Carried out and assisted in various feasibility studies to build new or alter hostels in Tekapo, Mt Cook, Wanaka, Queenstown,Stewart Island and Auckland.  Assisted in the management of ongoing refurbishment and upgrading of the network’s 26 owned hostels and providing upgrading advice for 37 owner operator hostels. Okey Design Ltd – Architectural Project Lead  Lead a Project team producing architectural designs and preparing presentations, working drawings and documentation for two GDP60M shopping centres in Camberley and Bournemouth, England.  Produced designs, working drawings and documentation for commercial and domestic building projects in New Zealand, Japan and Australia. Mike Okey Page 6  After visiting Kobe, Japan after the devastating earthquake, I was asked to design and supply housing that would fit both with the Japanese style of living and their treacherous earthquakes. This lead to three years experience in developing and Project Managing a housing export market into Japan for Colonial Homes Ltd; a new initiative for the NZ building industry. These projects incorporated my own designs with 80% product and labour from New Zealand. Colonial Homes - Sales & Export Manager.  Based in NZ managing the supply of pre-manufactured materials and tradesmen for the construction of houses in Osaka,Japan.  Assisted in facilitating the change from a kit housing company to a full design and build service. Admire Commercial: Senior Sales Manager.  Analysed the existing company profile and brand. Facilitated the formulation of new advertising strategies, brochures, advertising apparatus and revamping of the showroom.  Reviewed the existing accounting system and facilitated the changeover to a new, networked, computer based system managing staff training and the transition process.  Facilitated the interior design and project managed the renovation of hotel and time share apartment fit-outs.
