PROFESSIONAL EXPERIENCE:
Director of Design and Construction - B.P. Realty, LLC
Managed the development process including the design, permitting and construction of the Watkins Mill Town
Center in Gaithersburg MD. This included the completion of Paramount East building (112 units, $30 million),
Paramount West Building (113 units, $29 million), The Majestic building (243 units, $90 million), and the
Performers Park infrastructure associated with these buildings. Responsible for oversight and completion of all
facets of the project including oversight of the design, jurisdictional approvals, administration of the general
contractors, and management of all third party consultants. Ultimately responsible for problem solving and
deployment of appropriate solutions to all project challenges.
The town center is designed to spread across Route 270 from the East to the West. The town center will ultimately
encompass both sides of route 270 with the interchange allowing mobility from one side to the other. The above
listed development is on the East side of route 270. The Watkins Mill Road/270 interchange has been delayed
indefinitely. This has put the Western portion urban core development on hold. B.P. Realty has now halted its
future development until the time of the initiation of the interchange construction.
Director of Construction – Veterans Construction Inc.
Provide oversight and review of ongoing design build construction projects and staff on projects on military bases
across the country. Participate in company marketing and procurement of new business opportunities. Provide
extensive oversight of Army Corps of Engineers projects across the country. Have experience in litigation with
the Government on Corps of Engineers projects.

Provide oversight of construction and development of projects for ownership and construction companies from
$1 million to $500 million in size. Provide guidance on jurisdictional issues, construction, development, litigation,
and business issues before, during, and after project procurement, performance, and completion. Possess
extensive experience in Design-Build process on projects up to $500,000,000. Also have extensive P & L and
balance sheet management experience. Responsible for total project and company accountability to achieve stated
goals and success.
Project Executive – Forrester Construction Company
Implemented revised job cost systems, developed electronic management information systems, helped to establish
internal company local area networks to link satellite and main offices, supervise Design Build Management,
provide oversight of multiple project teams on projects in the $3.5 million to $40 million range.
Vice President – Chamberlain Construction Corporation
Established and helped build base building division of the company. Provided project management and
procurement of base building projects. Negotiated bonding and insurance coverage. Scheduled company staffing
requirements. Implemented numerous computer systems required for project management and company
administration.
Senior Project Manager – L.F. Jennings, Inc.
Provide oversight of multiple construction projects ranging in size from $350 thousand to $25 million. Developed
management systems for in-house trades of Masonry, Concrete, Carpentry, and Light Gage Framing divisions.
Linked main frame computer systems to the personal computer environment. Implemented interactive job cost
system. Implemented, setup installed, and taught CPM scheduling system. Linked cost loaded schedules to the
requisition and financial functions within the company.
Developed and configured personal computer management information system environment to aid the
construction and accounting processes.
Project Manager – Charles H. Tompkins Co.
Provided project management on the Hecht Company flagship project in Washington D.C, totaling $41 million in
volume. Implemented personal computer technology in the main office administration systems. Implemented,
setup installed, and taught CPM scheduling system. Provided project procurement and management.
Scheduler and Cost Engineer – Bechtel
Provided Project Management, scheduling and cost administration services on the Turkey Point Nuclear Power
Plant. Aided in the logistical planning of fuel rod replacement, turbine and turbine pedestal replacement, generator
replacement, and other construction and design related tasks.

McLean Virginia for Mr. Jim Donohoe and Mr.
Mark Greg, the senior partners of Penrose/Donohoe
Tysons, LLC.
Mr. Smith reported directly to Mr. Donohoe and

the development and construction of the project.
