April, 2015- Present
 Systems Engineering (SE) Task Lead on the Federal Energy Regulatory Commission
(FERC) Information Technology Support Services (ITSS) contract.
 Manage $3.3 Million annual Time and Materials (T&M) budget providing systems
engineering projects in support of FERC’s mission.
 SE projects include custom software development, SharePoint development and
infrastructure engineering and integration.
 Performed program transition from previous subcontractor, including knowledge transfer
hiring of staff and transition of in-flight projects.
 Interface directly with the Director of Systems Engineering of the FERC CIO organization
and prepare and present project status reports and briefings to CIO organization
 Manager of seventeen SE staff direct reports consisting of employees and subcontractors.
Staff includes architects, software developers, SharePoint developers, project managers,
database administrators and infrastructure engineers.
 Stood-up offsite SE facility and transitioned development team from Waterfall to Agile
methodologies.

 Provide extensive support so several proposals. Review and evaluate solicitation
documentation, identify requirements, write proposal content, and provide staffing/cost input,
both in a lead and support roles.
 Executed a temporary assignment as manager of Security Operations Center (SOC)
personnel on night shift at the Administrative Office of the U.S. Courts to observe and
comment on operations execution and handle personnel issues within the team
2001 to 2014
 Lead Engineer and SRA Program Manager subcontracted to IBM in support of the IRS
PRIME Modernization contract, a fifteen year program awarded to a group of contractors
headed by CSC to modernize the IRS IT Systems in providing improved tax payer service
and electronic filing.
 Technical lead overseeing 8+ engineers on both the ESM Tools and Operations team and the
Integration & Test Lab ESM operations teams in charge of ESM tools development,
architecture and operations support.
 Responsible for evaluating product upgrades and new products to better meet the
requirements of the IRS application teams.
 Tivoli subject matter expert to the IRS, leads daily status calls with the customer, providing
tier 4 technical support, interfaces with application developers to identify new requirements
and providing significant troubleshooting expertise for ESM systems.
 Architected, engineered, tested, deployed and upgraded enterprise-wide
implementation of IBM Tivoli Monitoring (ITM) 6.x at the IRS. In four months, completed
project including product evaluation, software package development, integration and test and
production deployment.
 As part of this implementation, deployed the following monitoring agents: Unix OS, Linux
OS, Windows OS, Unix Logs, MQSeries, Oracle Extended agent, IIS, HTTP Web Server,
Universal Agent, ITCAM for WebSphere and ITCAM for RTT.
 Extensive development and use of task libraries and shell scripts for remote management,
configuration of software components, troubleshooting and automation of management
services.
 Planned, tested and executed two technology refresh efforts of the production ESM System,
as well as several incremental upgrades.
 Developed and tested disaster recovery services for all ESM operations at an alternate site.
Failover include Tivoli Framework, Tivoli Monitoring, ITCAM for RTT, ITCAM for
WebSphere, Oracle and Enterprise Console.

2001 - 2002
 Technical lead of the ESM engineering team for IRS Modernization, release 1, from 2001-
2002. This was a large COTS integration effort to provide enterprise management services
for the shared IT infrastructure supporting the modernized tax applications. Requirements
included fault analysis, alerts, event correlation, performance data collection and reporting.
 Led team of eight engineers in the analysis, development, integration, testing and deployment
of the release 1 system in support of customer requirements. This system based on the Tivoli
suite of system management products and was used to monitor a multi-platform, multi-site
environment that runs enterprise applications to serve the taxpayer, tax professionals and
internal IRS employees.
 Management functions deployed include systems and network management, availability,
performance measurement, web transaction monitoring, event correlation, notification, and
application management for Oracle, WebSphere, MQSeries and SAP.
 Provided technical documentation in accordance with the Enterprise Life Cycle (ELC)
methodology for all ESM components.
 Successfully deployed and tested the new system in production in three weeks.
Other SRA Duties
 Developed and presented an ESM architecture for the Army to provide ESM services to
regional army bases from Fort Huachuca, Arizona. Initial architecture was in support of the
Military district of Washington, encompassing six Army Bases including Fort Belvoir.
 Support other programs and proposal efforts for SRA when needed.
 Provide technical support for business development efforts as-needed.
USinternetworking (USi), Annapolis, MD, 2000 to 2001. Senior Enterprise Management
Systems (EMS) Engineer
 Architect and improve the EMS system managing the data center of an Application Service
Provider consisting of more than 1500 Unix and Windows NT based servers, network
equipment including several hundred firewalls, switch and load balancing devices and
complex business applications such as Oracle, Exchange, PeopleSoft and Siebel.
Management System consisted of a core set of Tivoli management products (Framework,
Distributed Monitoring, Enterprise Console, Software Distribution, Inventory, NetView) as
well as a variety of third party and custom solutions.
 Subject Matter Expert for all EMS products, providing Tier IV troubleshooting support to the
operations team
 Research, evaluate, implement and test enterprise management products for integration into
the management system
 Work with application engineers to write custom application monitors to monitor specific
client and application needs and forward relevant information to the event-processing server.
 Utilize and maintain lab facilities to test and evaluate product revisions and new server
configurations and determine additional monitoring needs for new client applications.

 Implemented an Enterprise Systems Management (ESM) test environment in support of an
independent research and development effort utilizing the Tivoli Suite of ESM tools across
both Unix and NT platforms.
 Designed custom scenarios and customer demos for Tivoli solutions and other third party
management products
 Support numerous large proposal efforts including the Pentagon upgrade, Cheyenne
Mountain upgrade and other classified networks, by creating and reviewing proposal
materials and developing data network designs to meet customer requirements.
 Implemented a 50 workstation/server Tivoli implementation as part of a demonstration
network in support of the Cheyenne Mountain upgrade proposal, used to demonstrate
planned integration between the management system and the various other applications in
support of the effort.

 Provide technical support to other programs, such as research on future trends in network
technologies, as well as vendor research for various technologies including Frame Relay,
encryptor management, ATM, Ethernet and SONET.

 Responsible Hardware Engineer, Hubble Space Telescope (HST) Flight Systems &
Servicing Program
 Lead Engineer responsible for all Data Management System (DMS) hardware on-board HST
including the flight computer, data recorders and data interface devices.
 Managed four million dollar hardware effort to build, test, and integrate three data interface
units (DIUs) in support of the Second Servicing Mission in 1997.

discrepancy reports, test failures and re-design decisions

 Temporary five month assignment to assume lead responsibilities for flight operations
portion of a major NASA proposal effort to build, test, launch and support four earth
observing satellites.

 Previously held the position of DMS Systems Engineer on the HST Flight Operation
program, responsible for anomaly resolution, trending, flight controller training, flight

  • 3. Michael K. Baker 2001 - 2002  Technical lead of the ESM engineering team for IRS Modernization, release 1, from 2001- 2002. This was a large COTS integration effort to provide enterprise management services for the shared IT infrastructure supporting the modernized tax applications. Requirements included fault analysis, alerts, event correlation, performance data collection and reporting.  Led team of eight engineers in the analysis, development, integration, testing and deployment of the release 1 system in support of customer requirements. This system based on the Tivoli suite of system management products and was used to monitor a multi-platform, multi-site environment that runs enterprise applications to serve the taxpayer, tax professionals and internal IRS employees.  Management functions deployed include systems and network management, availability, performance measurement, web transaction monitoring, event correlation, notification, and application management for Oracle, WebSphere, MQSeries and SAP.  Provided technical documentation in accordance with the Enterprise Life Cycle (ELC) methodology for all ESM components.  Successfully deployed and tested the new system in production in three weeks. Other SRA Duties  Developed and presented an ESM architecture for the Army to provide ESM services to regional army bases from Fort Huachuca, Arizona. Initial architecture was in support of the Military district of Washington, encompassing six Army Bases including Fort Belvoir.  Support other programs and proposal efforts for SRA when needed.  Provide technical support for business development efforts as-needed. Senior Enterprise Management Systems (EMS) Engineer  Architect and improve the EMS system managing the data center of an Application Service Provider consisting of more than 1500 Unix and Windows NT based servers, network equipment including several hundred firewalls, switch and load balancing devices and complex business applications such as Oracle, Exchange, PeopleSoft and Siebel.
