At each of the TacklingPovertyNZ 2016 national tour workshop, participants were asked to develop specific, actionable suggestions for how to address poverty. As a result of the tour’s six workshops, 240 ‘hows’ were identified. In the process of reviewing the ‘hows’, we created the Sustaining and Empowering Factors Framework. This framework enabled us to divide the 240 ‘hows’ to correspond with sustaining factors (which relate to an individual’s short-term survival and security needs) and empowering factors (which relate to the empowerment of an individual, community or nation). We then grouped these ‘hows’ by similarity, producing 33 sub-factors for analysis. The sub-factors are terms we have created to align with the voices we heard on tour.

Upgrading and replacing energy-consuming equipment in buildings offers an important capital investment opportunity, with the potential for significant economic, climate, and employment impacts. In the United States alone, more than $279 billion
could be invested across the residential, commercial, and institutional market segments. This investment could yield more
than $1 trillion of energy savings over 10 years, equivalent to savings of approximately 30 percent of the annual electricity spend in the United States. If all of these retrofits were undertaken, more than 3.3 million cumulative job years of employment could be created. These jobs would include a range of skill qualifications, and would be geographically diverse across the United States. Additionally, if all of these retrofits were successfully undertaken, it would reduce U.S. emissions by nearly 10 percent. The potential employment and climate benefits presented by energy efficiency retrofits have led The Rockefeller Foundation to explore a program initiative in this area, and to partner with Deutsche Bank Climate Change Advisors to produce this research report as a publicly-available resource for all interested stakeholders.

Decent, affordable housing is fundamental to the health and well-being of people and to the smooth functioning of economies. Yet around the world, in developing and advanced economies alike, cities are struggling to meet that need. If current trends in urbanization and income growth persist, by 2025 the number of urban households that live in substandard housing—or are so financially stretched by housing costs that they forego other essentials, such as healthcare—could grow to 440 million, from 330 million. This could mean that the global affordable housing gap would affect one in three urban dwellers, about 1.6 billion people.
A new McKinsey Global Institute (MGI) report, A blueprint for addressing the global affordable housing challenge, defines the affordability gap as the difference between the cost of an acceptable standard housing unit (which varies by location) and what households can afford to pay using no more than 30 percent of income. The analysis draws on MGI’s Cityscope database of 2,400 metropolitan areas, as well as case studies from around the world. It finds that the affordable housing gap now stands at $650 billion a year and that the problem will only grow as urban populations expand: current trends suggest that there could be 106 million more low-income urban households by 2025, for example. To replace today’s inadequate housing and build the additional units needed by 2025 would require $9 trillion to $11 trillion in construction spending alone. With land, the total cost could be $16 trillion. Of this, we estimate that $1 trillion to $3 trillion may have to come from public funding.
However, four approaches used in concert could reduce the cost of affordable housing by 20 to 50 percent and substantially narrow the affordable housing gap by 2025. These largely market-oriented solutions—lowering the cost of land, construction, operations and maintenance, and financing—could make housing affordable for households earning 50 to 80 percent of median income.
1. Unlocking land supply. Since land is usually the largest real-estate expense, securing it at appropriate locations can be the most effective way to reduce costs. In even the largest global cities, many parcels of land remain unoccupied or underused. Some of them may belong to government and could be released for development or sold to buy land for affordable housing. Private land can be brought forward for development through incentives such as density bonuses—increasing the permitted floor space on a plot of land and, therefore, its value; in return, the developer must provide land for affordable units.
2. Reducing construction costs. While manufacturing and other industries have raised productivity steadily in the past few decades, in construction it has remained flat or gone down in many countries. On Wednesday, 5 October 2016 Wendy McGuinness spoke at the University of Auckland's politics hour.
The theme of the discussion was regarding the ethical dilemmas faced by policy advisors. Speakers were encouraged to share their experience or advice with students regarding how to be an 'ethical' policy adviser.
The ultimate aim of this session was to inspire students, but to also highlight the challenges that lie ahead, and allow students an insight into how political practitioners can achieve change but sometimes have to compromise.

Abstract
There is a consensus that transparency is vital for aid effectiveness. That’s the good news. The bad news is that this consensus has existed for many years, yet transparency is still considered inadequate. New tools have opened up opportunities for change and reduced the cost of providing information, but changes in agency culture and incentives and high-level leadership are still needed to make progress. In some instances, there is a fear of the exposure created by a commitment to transparency. In other instances, efforts to promote transparency have fizzled with high costs of reporting and little use of the information collected. As the number of institutions involved in development rises, the benefits and challenges of greater transparency rise. The old ideas of centralized, unique databases are giving way to new ideas of decentralized, real-time information that can be merged with other data, presented in compelling visual ways, validated and enriched with feedback from beneficiaries, and systematically used by a wide range of stakeholders. There are three big gaps in transparency. At the global level, data is needed on large new players like non-DAC and private donors. At the recipient country level, the gaps between needs and resources must be identified. Finally, accountability of recipient governments and donors can be strengthened through beneficiary feedback and project evaluation.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

• Require the Companies Office to clearly record the ‘ul:mate holding company’ in the register
and specify the stock exchange board/s the company is listed on – this could happen when the
company uploads its annual report.
• Require the Companies Office to specify a searchable format for all documents (so that the
public can search a company’s records).
