A network analysis of flows of information and investments a relationship perspective on the internal and external innovation ecosystems of China's ICT sectors. Crowd-sourced English language press release-type information provides a Western view in a systems framework.
The presentation will be structured as follow. The talk will first provide an introduction to the theory behind the Socio-Cultural Ecology (Pachler, Bachmair and Cook, 2010) and the notion of User-generated contexts (Cook, Pachler and Bachmair, accepted), which Cook (2009) has refined into an analytical tool called a ‘typology-grid’ (see below). The talk will then demonstrate how the typology-grid has been successfully been used to analyse and learn from the ALPS and conclude by inviting a critique of the typology-grid.

ABSTRACT
To thrive, organizational entities (learning communities; teams of analysts; formal companies) must make sense of a complex, changing environment. Our interest is in how sociotechnical “collective intelligence” infrastructures may augment this capacity. We are seeking conceptual lenses that illuminate this challenge, and draw ideas from resilience thinking, sensemaking, and complexity science. We propose that these motivate the concept of Contested Collective Intelligence (CCI), and give examples of how the Cohere platform is being designed in response to these requirements. This is a social/semantic web annotation and knowledge mapping environment, with tools for monitoring networks of ideas and generating novel analytics. We also report experimental integration with the Xerox Incremental Parser, in order to evaluate human+machine annotation of knowledge-level claims expressed through rhetorical moves in documents.

We are transitioning to an era in which the authority of previously dependable sources of understanding is increasingly called into question, in tandem with societal and global challenges that require new ways of thinking. Correspondingly, hard questions are now being asked about our education system’s adequacy. Our challenge is to create the infrastructures in which “K–Life” learners develop the capacities to thrive personally, and as citizens, under unprecedented conditions of uncertainty. The capacity to make sense of complex personal, intellectual, and social dilemmas is what we need to foster in our children, graduates, researchers, and employees: these skills can be summarized as “social learning.” This session will describe a range of R&D initiatives to illustrate socio-technical responses to these challenges, including intensively collaborative projects like the SocialLearn Project, the OLnet Project, the Compendium Institute, and the Learning Warehouse.

It is generally acknowledged that researchers and institutions in the Global South suffer from knowledge isolation because of poor infrastructure and lack of access to key resources, including the current literature. The remedy is therefore capacity building and the transfer of not only knowledge, but also the institutional framework of knowledge creation from the North to the South. In this context, Open Access to the scholarly literature is seen as a means of bridging the global knowledge gap.
In this presentation, I argue that a key contributor to the continual knowledge divide and the invisibility of knowledge from the Global South is the persistence and dominance of Northern frameworks of research evaluation and quality metrics, coupled with outmoded national and international innovation policies based on exclusion and competitiveness. These narrow measures have tended to skew international research agenda and undermine locally relevant research.
A great opportunity that Open Access provides is the means to develop alternative metrics of research uptake and impact that are more inclusive of knowledge from the South, particularly those with development outcomes. In particular, it is important to re-conceptualize and re-design the metrics of research impact to reflect new scholarly practices and the diverse means of engagement enabled by OA and the new wave of social media tools. At the same time, appropriate policies need to be developed to reward open scholarship and to encourage research sharing — issues of particular importance for ending knowledge isolation. Examples of the new kinds of “invisible college” enabled by networking tools and OA will be presented, and particular attention will be paid to innovations emanating from the periphery.

What does the future of design for online learning look like? Emerging techno...George Veletsianos
These are the slides of an invited talk I gave at ICEM 2012. The session was described as follows: What will we observe if we take a long pause and examine the practice of online education today? What do emerging technologies, openness, Massive Open Online Courses, and digital scholarship tell us about the future that we are creating for learners, faculty members, and learning institutions? And what does entrepreneurial activity worldwide surrounding online education mean for the future of education and design? In this talk, I will discuss a number of emerging practices relating to online learning and online participation in a rapidly changing world and explain their implications for design practice. Emerging practices (e.g., open courses, researchers who blog, students who use social media to self-organize) can shape our teaching/learning practice and teaching/learning practice can shape these innovations. By examining, critiquing, and understanding these practices we will be able to understand potential futures for online learning and be better informed on how we can design effective and engaging online learning experiences. This talk will draw from my experiences and research on online learning, openness, and digital scholarship, and will present recent evidence detailing how researchers, learners, educators are creating, sharing, and negotiating knowledge and education online.

"Learning Analytics": unprecedented data sets and live data streams about learners, with computational power to help make sense of it all, and new breeds of staff who can talk predictive models, pedagogy and ethics. This means rather different things to different people: unprecedented opportunity to study, benchmark and improve educational practice, at scales from countries and institutions, to departments, individual teachers and learners. "Benchmarking" may trigger dystopic visions of dumbed down proxies for 'real teaching and learning', but an emu response is no good. For educational institutions, our calling is to raise the quality of debate, shape external and internal policy, and engage with the companies and open communities developing the future infrastructure. How we deploy these new tools rests critically on assessment regimes, what can be logged and measured with integrity, and what we think it means to deliver education that equips citizens for a complex, uncertain world.

With a rapidly shifting information landscape, teachers struggle to remediate students for whom digital literacy is a struggle and maintain the interest of students for whom this knowledge comes more easily. Furthermore, higher education is under broad criticism for not preparing graduates for the 21st-century workplace. Badging allows educators to meet students at their level. Learn how the State University of New York Metaliteracy Learning Collaborative developed an open badging resource to hone students' research and literacy skills and applied it broadly in credit-bearing courses and as the key coursework for two MOOCs.

This paper examines how two contrasting scholarly publishers are responding to the opportunities and challenges of Web 2.0 to innovate their services. Our findings highlight the need to take seriously the role of publishers in the move towards a vision of more rapid and open scholarly communication and to understand the factors that shape their role as intermediaries in the innovation pathways that may be needed to achieve it.

"This workshop will centre on how current discourse around Open Science has tended to focus on the creation of new technological platforms and tools to facilitate sharing and reuse of a wide range of research outputs, but has largely avoided tackling many important issues related to inclusion of a diversity of perspectives in science. We believe a feminist perspective can help to surface these issues, particularly with regard to the need for inclusive infrastructure, which are especially important as Open Science increasingly becomes part of government agendas and policies. We expect that researchers, practitioners and policy makers interested in Open Science will benefit from this workshop to think about issues of inclusivity in Open Science that are not receiving sufficient attention. We expect participants who attend this workshop will gain awareness about relevant resources and work that has been done by feminist technoscience scholars to expand the perspectives of Open Science. We hope that participants will take away new possibilities for their work that they may not have considered before. For policy makers, this workshop will be particularly relevant to help think about how evidence for Open Science should be assessed from a more feminist inclusive standpoint. The workshop will also present results from a two-day workshop on Feminist Open Science that will take place prior to the ELPUB workshop, with the intent of soliciting feedback and collaboration."

Strengthening the Sustainable Development Goals with Open Access and Open S...Leslie Chan
The SDGs represent challenges in advancing the broad access to information agenda because of the divergent goals and proliferating targets and indicators. At the same time, the broadness of many of the goals presents opportunities for the agenda, particularly in the form of open access and open science, to embed itself at the core, thus allowing concrete actions and policies to be formulated in order to achieve tangible development outcomes. I will focus in particular on Goal 9 (“Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”) and argue that information and knowledge are essential infrastructure needed to build local research capacity which are in turn the foundation for sustainable development. The growing understanding of the importance of sharing methods and results throughout the research life cycle further demands the need for appropriate infrastructure. Examples of such infrastructure, such as data and publication repositories, already exist at some local level, but they are often fragmented and lack adequate resources. It is therefore important for FAO/IFLA/COAR to continue to advocate for the development of knowledge infrastructure and to ensure that policies are in place to support their long term sustainability.

The talk identifies the impact of “world university rankings” on research and curriculum development, particularly for universities in the global South. It is argued that relevance of local research and community engagement are better indicators of ‘excellence’ in the university and we need to rethink assumptions behind "objective" indicators that are underlying most of the major world rankings. These rankings have the effect of rendering research from the developing world invisible and dictating curriculum development oriented towards market needs of the global North. Such rankings thus represent a form of social and cognitive exclusion and institution of higher education should strongly resist this agenda, and formulate other forms of "excellence" based on social inclusion and community engagement.

2012 marks the tenth anniversary of the Budapest Open Access Initiative, a declaration that provided a formal definition of Open Access (OA) and a set of strategies for archiving OA. This talk begins with a review of the major milestones of achievement over the last decade, both globally and with specific attention to Brazil and Latin America, followed by identification of key areas of research communication that remained to be improved. These areas include infrastructural development for e-research, more diverse and transparent metrics for evaluating scholarship, funding and institutional policy alignment, and new forms of scholarly practices and representation. Examples from these areas will be highlighted, with emphasis on areas of collaboration between information scientists and scholars from various fields.

Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202
