Il s’agit d’une semaine de renforcement de capacités pour des jeunes filles dans le domaine de la mode. Elles bénéficieront de sessions pratiques en couture, de sessions en leadership, en business, en entrepreneuriat et elles auront également la chance de rencontrer de grandes stylistes qui partageront leurs propres expériences dans le secteur afin de les motiver à entreprendre, créer leur propre maison de couture.
This new strategic thinking on how Africa must approach its development planning brings the X Factor right at the centre of our development thinking.
The "X Factor” is a title of a musical show on british TV. The title refers to this undefinable "something" that makes up for “star quality” in musical performance of aspiring super stars competing for chance to get to next round or be booted out. For one to win or become the next "super star" they must be eXtraordinary in their performance. The idea is to launch eXceptional music careers after the show.
I am proposing a new development strategy framework to guide how Africa must approach development based on the attributes of this show. For Africa to have this "super star" quality, our approach to business and development has to change in a way that brings some of these X Factor "super star" attributes right to the centre of our development discourse. This new thinking borrows the following attributes from the X Factor Show (1) having eXtraordinary ambition to be a star (2) Simple and transparent process (process eXcellence) of the show, (3) aiming for exceptional results and (4) evolving contestants be experts in successive episodes. The X Factor in the context of African development will mean eXtraordinary national and organisational goals, eXpert participants (citizens), process eXcellence and eXceptional economic indices and development indicators.
Placing the X Factor at the centre of business, economic and development planning means that:
1) We Africans must aim to be eXtraordinary in everything we do, right from crafting our vision and goals to implementation.
2) We Africans and our development partners need to be eXperts in development.
3) Africa needs process eXcellence to do more for less and achieve better and faster development outcomes.
4) We need to have smart development objectives and we must aim for eXceptional results and measurable targets all the time.
5) Once the X Factor becomes engrained in our thinking and attitude towards development, We can then focus on the following big siX thematic issues that I think are important for development and listed below.

•eXceptional peace, security & social cohesion.
•eXpertise in governance, organisational and culture change, institutional reforms which include naturing of eXceptional moral character of the people, absence of corruption and placing an agenda for dignity at the centre of development.
•eXcellent processes for effective & efficient delivery of services and production of high quality goods.
•eXcellent infrastructure built by local eXperts.
•eXperts for development with educated, skilled & empowered citizens driving and managing the development agenda.
•eXtraordinary performance in all sectors the economy mining, agriculture tourism, trade and commerce including eXploding exports of value added products to the rest of the world.

Encouraging women entrepreneurs for jobs and development Women’s Entrepreneurship Development Today, more and more women entrepreneurs are starting businesses and they now account for a quarter to a third of all businesses in the formal economy worldwide. However, the great majority are very small or micro enterprises with little potential for growth. Otherwise, women entrepreneurs are under-represented in enterprises of all sizes, and the bigger the firm the less likely it is to be headed by a woman. Societal attitudes and social beliefs inhibit some women from even considering starting a business, while systemic barriers mean that many women entrepreneurs stay confined to very small businesses often operating in the informal economy. This not only limits their ability to earn an income for themselves and their families but restricts their full potential to contribute to socio-economic development and job creation. The World Bank’s World Development Report 2011 suggests that productivity could increase by as much as 25% in some countries if discriminatory barriers against women were removed. Removing these barriers, such as discriminatory property and inheritance laws, cultural practices, lack of access to formal financial institutions, and time constraints due to family and household responsibilities, will create greater opportunities for sustainable enterprises run by women. This in turn will contribute to women’s economic empowerment and gender equality as well as helping to generate sustainable growth and jobs. While removing barriers is essential, investment is equally vital. Investing in women is one of the most effective means of increasing equality and promoting inclusive and sustainable economic growth. Investments in women-specific programmes can have significant knock-on effects for development, since women generally spend more of their income on the health, education and well-being of their families and communities than men do. While targeted measures can bridge the gap for women, it is also essential to remove discriminatory aspects of economic and social policies and programmes that may impede women’s full participation in the economy and society.

Addressing the needs of rural youth is gathering attention with international development agencies, donors and private companies supporting new initiatives by governmental and non-governmental organizations in many parts of the world and in Africa in particular. Issues surrounding rural youths such as limited access to educational services, dependency on mainly unpaid labour in family farms and working in the informal sector as well as the considerable impact of migration on their livelihoods - especially affecting young women- have been widely recognized as significant. There is overall agreement that if youth issues are not addressed high rates of youth unemployment and under-employment will persist and overall development in African countries could be negatively affected.
In this context and in line with its 2011 – 2015 Strategic Framework, The International Fund for Agricultural Development (IFAD), in partnership with PROCASUR Africa, organized an eight day learning route on Innovative ideas and approaches to integrate Rural Youth in Agriculture. The progress in Kenya between the 11th to the 18th of August 2014.
The aim of this Learning Route was to contribute to lesson-sharing and learning at country and regional level in order to build technical capacities within IFAD´s operations and partners in the ESA region on innovative strategies and approaches to engage rural youth in agriculture, increase employment and reduce poverty.
One of the host case studies of this learning route was the Kenya Youth-to-Youth Fund - Entrepreneurship development organization which aims to provide youth led organizations with both funding and capacity building, thereby enabling them to move from being passive recipients and become active participants in the promotion and creation of youth employment.

"This workshop will centre on how current discourse around Open Science has tended to focus on the creation of new technological platforms and tools to facilitate sharing and reuse of a wide range of research outputs, but has largely avoided tackling many important issues related to inclusion of a diversity of perspectives in science. We believe a feminist perspective can help to surface these issues, particularly with regard to the need for inclusive infrastructure, which are especially important as Open Science increasingly becomes part of government agendas and policies. We expect that researchers, practitioners and policy makers interested in Open Science will benefit from this workshop to think about issues of inclusivity in Open Science that are not receiving sufficient attention. We expect participants who attend this workshop will gain awareness about relevant resources and work that has been done by feminist technoscience scholars to expand the perspectives of Open Science. We hope that participants will take away new possibilities for their work that they may not have considered before. For policy makers, this workshop will be particularly relevant to help think about how evidence for Open Science should be assessed from a more feminist inclusive standpoint. The workshop will also present results from a two-day workshop on Feminist Open Science that will take place prior to the ELPUB workshop, with the intent of soliciting feedback and collaboration."

I highlight some recent innovations, both in terms of tools and modes of collaborative research enabled by OA. Strengthening the Sustainable Development Goals with Open Access and Open S...Leslie Chan
The SDGs represent challenges in advancing the broad access to information agenda because of the divergent goals and proliferating targets and indicators. At the same time, the broadness of many of the goals presents opportunities for the agenda, particularly in the form of open access and open science, to embed itself at the core, thus allowing concrete actions and policies to be formulated in order to achieve tangible development outcomes. I will focus in particular on Goal 9 (“Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”) and argue that information and knowledge are essential infrastructure needed to build local research capacity which are in turn the foundation for sustainable development. The growing understanding of the importance of sharing methods and results throughout the research life cycle further demands the need for appropriate infrastructure. Examples of such infrastructure, such as data and publication repositories, already exist at some local level, but they are often fragmented and lack adequate resources. It is therefore important for FAO/IFLA/COAR to continue to advocate for the development of knowledge infrastructure and to ensure that policies are in place to support their long term sustainability.

The talk identifies the impact of “world university rankings” on research and curriculum development, particularly for universities in the global South. It is argued that relevance of local research and community engagement are better indicators of ‘excellence’ in the university and we need to rethink assumptions behind "objective" indicators that are underlying most of the major world rankings. These rankings have the effect of rendering research from the developing world invisible and dictating curriculum development oriented towards market needs of the global North. Such rankings thus represent a form of social and cognitive exclusion and institution of higher education should strongly resist this agenda, and formulate other forms of "excellence" based on social inclusion and community engagement.
