AUGUST 2014 OFFSHORE EIA WORKSHOP
• Shared understanding between titleholders and regulators on seismic phase of offshore
exploration in Myanmar. Titleholders demonstrated:
• short-term, transient nature of offshore seismic activities and limited environmental and social impacts
• prior experience of managing limited impacts on marine environments and fishing activity
• commitment to stakeholder engagement including community consultation and disclosure
• Update on emerging Environmental Impact Assessment (EIA) framework and draft EIA
procedures, and how they would apply to seismic phase. Titleholders requested:
• EIA procedures are aligned with recognised current international standards and industry best practice
• EIA procedures recognise the phased nature of offshore activities, with scale and impact potentially increasing
from the early exploration phase through to appraisal, development and production
• Regulatory certainty required
• Productive discussion that provided guidance ahead of 2015 / 2016 exploration activities

EIA PROCESSES: KEY LEARNINGS
Recognise the significant progress made by MOGE / MOEE / MIC / MONREC / ECD in the
development and application of new regime
• Risk-based approach to assessments that drives international best practice, but
recognises:
• temporary nature of offshore exploration activities
• priority areas for government
• proportionate approach to community engagement to avoid stakeholder fatigue
• Streamlined procedural approach:
• intra-government submission approach lacks timing and process certainty
• clarity needed regarding feedback requirements at various stages of assessment
• Regulatory approach that has process, timing and content certainty
• timely conclusion of assessment and approval (Environment Compliance Certificate (ECC)) processes
• awarding of ECCs to approved assessments
