7. Racial Discrimination in Europe
In the 1990s, several measures were adopted to recognize
the need to combat racism and xenophobia.
The European Monitoring Center on Racism and
Xenophobia (EUMC) was set up in 1997, with a view to
the adoption of the Racial Equality Directive three years
later (2000/43 / EC).
Article 21 included in the "Equality" chapter of the
Charter of Fundamental Rights of the European Union
prohibits discrimination on grounds such as race or ethnic
origin.
The Universal Declaration of Human Rights proclaims
that all human beings are born free and equal in dignity
and rights and that everyone can take advantage of all
rights and all freedoms.

The specificity of the Romanian society occupies an important place in
the attempt to define the discriminatory behaviors in relation to the
minority groups:
Anti-Romani /Romaphobia (hostility, prejudice or racism directed
to gypsies "Roma people") - being directly affected by social
exclusion, in areas such as education, employment, health and
shelter.
The objectives of the Strategy for the inclusion of Romanian citizens
belonging to the Roma minority:

prioritizing educational inclusion
increasing educational opportunities for all children.
