This document discusses quantitative monitoring of qualitative data to empower communities and inform programs. It describes using participatory tools to quantify qualitative data through scoring on scenario scales. This allows communities to understand results and programs to aggregate data and compare performances. An example involves scoring latrine usage on a scale from 0 to 10. Peer review of scales ensures agreed-upon, objective measures to assess program performance over time through mixed participatory and survey methods. More information is available at an upcoming training session.
