This presentation advances a performance management framework for the K-12 education system that aligns ministry and sector strategies with the development goals established by the Qatar National Development Strategy 2011-2016 and the Qatar National Vision 2030. Policy-based KPIs were conceived to measure system performance relative to the achievement of the overarching policy aims of quality, equity, and portability. Output KPIs were conceived to measure the effectiveness of education and training system interventions in terms of achieving academic, social, and economic outcomes which are precursors to the future development of Qatar.

School Transformation and Empowerment Project(STEP) is an initiative of MANTRA Social Services - Bangalore, Through STEP, we strive to promote and improve quality of education in schools serving the socioeconomically disadvantaged population of the country.

ABSTRACT : The purpose of the study was to examine the perspectives of public secondary school teachers
on the effectiveness of performance review, training, and development in the Candelaria District, Schools
Division Office of Zambales, during SY 2021-2022. The study will utilize the descriptive method of research.
The participants are the 113 public secondary school teachers that includes both junior and senior high school.
The data will be statistically treated using frequency, percentage, mean, t-test, analysis of variance (ANOVA),
Pearson r and Likert Scaling. The study revealed that most of the teacher-respondents are 31-40 years old,
female, Teacher I, 6-10 years in service, married and with Masteral Units and have an outstanding performance
in their IPCRF Rating. Teachers strongly agreed with the effectiveness of performance review and training and
development. The Effectiveness of Performance Review is insignificantly different when grouped according to
age, sex, years of service and civil status but significant to position and highest educational attainment.
Moreover, the Effectiveness of Training and Development is insignificantly different when grouped according
to age, sex, and civil status but significant to position, years in service, and highest educational attainment.
There is a significant positive moderate correlation between the performance rating of the public secondary
school teachers and their perspectives on the effectiveness of performance review and the effectiveness of
training and development. Lastly, the proposed Comprehensive Training Program towards the performance
review and training and development of teachers. The researcher recommends that School Heads provide realtime mentoring and coaching and help get through problems and help teachers figure out what they need, what
they want, and what problems they face, and school heads are prepared with information from various sources.
School Heads must also create training and development that could help teachers reduce stress and boost-up
morale, increase motivation of teachers, create a positive and productive work culture, future leadership,
retention and increase the quality of their job, make fewer mistakes, advance toward more progressive
responsibilities, and serve their customers more efficiently.

Regional Training Program on School Monitoring, Evaluation and Adjustment
(SMEA) System for the Division Core of Trainers is the QAADâs fifth and last capability
building program provided for the field personnel of this Calendar Year 2013. The
training was held last June 14-15, 2013 at the DepEd Ecotech Center, Lahug, Cebu
City. It was attended by the Schools Division Superintendents, Assistant Schools
Division Superintendents, School-Based Management (SBM) Coordinators, Planning
Officers and Division Quality Assurance and Accountability Monitoring and Evaluation
(QAA-M & E) Coordinators from the nineteen (19) schools divisions.
Regional Memorandum No. 222, Series of 2013 dated April 5, 2013 stipulated the
five (5) objectives of SMEA System Training Program which aimed to demonstrate
understanding of the school Monitoring and Evaluation (M&E) framework; describe the
process flow of SMEA as part of the Monitoring, Evaluation and Adjustment (MEA)
system in the region; validate the data gathered, consolidation and reporting tools
needed to carry out the MEA process in schools; commit to transfer the MEA system in
the schools; and develop training implementation plan for districts and schools on
SMEA system.
In order to realize QAADâs Work Plan in implementing School Monitoring,
Evaluation and Adjustment System to schools divisions, a training program on SMEA
System was organized with the support of SEMIT project and spearheaded by the
Quality Assurance and Accountability Division (QAAD) led by the Chief of QAAD, Dr.
Marcial P. Degamo and his QAAD Training Team: Mr. Sinfronio R. Thelmo, Dr. Estela
B. Susvilla, Dr. Joy Kenneth S. Biasong, Mrs. Antoniette Cabando, Mr. Simon Bob Rios,
Mrs. Rosa H. Cabotaje, Dr. Eduardo C. Bacaltos and Mrs. Merden L. Bryant.
Based on the School Monitoring and Evaluation (M&E) System Handbook, five (5)
purposes of M&E for the schools are as follows: provides the school management and
stakeholders information on the implementation of the curricular programs, activities
and projects as basis for continuously improving their relevance, efficiency and
effectiveness; provides information for school management to determine and adjust
approaches and strategies that will ensure adequacy, equitable distribution,
accessibility, and effective and optimal use of the resources of the school; establishes
information as basis for determining appropriate approaches and strategies to improve
teaching-learning competencies of teachers to ensure efficient and effective delivery of
instruction, classroom management, and their personal growth and professional
development; present information regarding learnersâ performance to the school
management that will support decisions and adjustments to plans and strategies to
improve the learnersâ academic achievement, school attendance, and participation in
co-curricular activities; and provides information for school management to review and
sustain the strategies that can improve the schoolâs health and performance through
efficient school-based management, productivity of the teaching and non-teaching staff
and strengthening partnership with the community.
In its entirety, Monitoring and Evaluation (M&E) to schools provides objective
information essential for planning and decision-making in order to continuously improve
the delivery of school services for basic education and the schoolâs performance and
health to achieve the desired education outcomes; and provide valid, reliable and
accurate data in decision-making to come up with possible actions and interventions to
achieve the desired education outcomes. (jksb)
