The Quality Assurance and Accountability Division of DepEd-Regional Office VII held a two-day training program on the School Monitoring, Evaluation and Adjustment System from June 13-14, 2013 in Cebu City. The training targeted 76 participants from schools divisions, with 86 participants attending. The objectives were to demonstrate understanding of school monitoring and evaluation, describe the school evaluation process, validate data gathering tools, commit to implementing the evaluation system, and develop implementation plans. Participants evaluated the training positively for its planning, content delivery, and attainment of objectives.

Narrative Report:
The Quality Assurance and Accountability Division (QAAD) of DepEd-Regional
Office VII successfully conducted the two-day Regional Training Program on School
Monitoring, Evaluation and Adjustment (SMEA) System for the Division Core of Trainers
held on June 13-14, 2013 at the DepEd-Ecotech Center, Cebu City. It was participated
by the Schools Division Superintendents, Assistant Schools Division Superintendents,
SBM Coordinators, Division QAA-M & E Coordinators and Planning Officers from the
nineteen (19) Schools Divisions in Region VII.
The purposes of M&E in the school are the following:
a. Provide the school management and stakeholders information on the
implementation of the curricular programs and projects as basis for
continuously improving their relevance, efficiency and effectiveness;
3. b. Provide information for school management to determine and adjust approaches
and strategies that will ensure adequacy, equitable distribution, accessibility, and
effective and optimal use of the resources of the school;
c. Establish information as basis for determining appropriate approach / strategy to
improve teaching-learning competencies of teachers to ensure efficient and
effective delivery of instruction, classroom management, and their personal
growth and professional development;
d. Present information regarding learnersā performance to the school management
that will support decisions and adjustments to plans and strategies to improve the
learnersā academic achievement, school attendance, and participation in co-
curricular activities; and
e. Provide information for school management to review and sustain the strategies
that can improve the schoolās health and performance through efficient school-
based management, productivity of the teaching and non-teaching staff and
strengthening partnership with the community.
In its entirety, Monitoring and Evaluation (M& E) in schools aims to:
a. provide objective information that can inform decision-making in order to
continuously improve the delivery of school services for basic education and
the schoolās performance and health to achieve the desired education
outcomes; and
b. provide valid, reliable and accurate data in decision-making to come up with
possible actions and interventions to achieve the desired education
