This document discusses techniques for project portfolio management including elicitation techniques, weighted ranking and scoring techniques, and capability and capacity analysis. Elicitation techniques are used to gather input from stakeholders and experts and are most beneficial in the early portfolio development stages. Weighted ranking and scoring techniques assign multiplication factors to rank and evaluate portfolio components according to single or multiple pre-established criteria. Capability and capacity analysis examines what capabilities are available and what the existing capacities are. These techniques are used for portfolio planning, optimization, risk management, and overseeing performance and communication.
