ACCOMPLISHMENT REPORT
For the period January – December 2018
The Cooperative Project Development and Assistance Section is so grateful to report the following
accomplishments for the period January - December 2018, In spite of the limited resources of the
Extension Office, we were able to achieve deliverables thru the collective efforts of the CDA-DEO
personnel by way of linkages and collaboration with other partners.
For the handholding program for micro and small cooperatives, there were 72 handholding rendered thru
capacity building, mentoring and coaching on the following concerns namely: preparation of mandatory
reports; liquidation of financial grants; how to secure CTE; participation to trade fairs; training assistance;
orientation on koop kapatid program/ big brother small brother; amendment of documents; audit subsidy
requirements and others.
Under the Capability Building Program for Cooperatives particularly the KOOP KAPATID Program, it
was launched on March 12, 2018 at NSCC Bath & Coffee, Vigan City, Ilocos Sur during the Regional
Cooperative Development Council – I (RCDC-I) meeting.
Out of the four (4) targets for the establishment of KOOP KAPATID partnership, five (5) were
accomplished through forging of Memorandum of Agreement (MOA) between Big brothers and small
brothers cooperatives namely:

CDA – DTI (COOP-SEEDPROJECT)
For the COOP-SEED Program, a CDA-DTI Partnership, the identified beneficiaries were LBN Multi Purpose
Cooperative for Micro level and Garnaden Multi Purpose Cooperative for Small level, both from the province of
Ilocos Norte. To implement this program effectively and accordingly, the CDA DEO headed by Regional Director
Josefina B. Bitonio together with Senior Cooperative Development Specialist Ms. Jacqueline L. De Leon of CPDAS
& Sr. CDS Mr. Van Ian F. Enriquez of CRITS, coordinated with the DTI Regional Director Florante O. Leal
Regional Office, San Fernando City on May 11, 2018. The said program was launched and at the same time
an orientation of COOP SEED was conducted during the RCDC-I meeting held on March 12, 2018 at
NSCC Bath & Coffee, Vigan City, Ilocos Sur. On May 15, 2018, another orientation of the program was
conducted with the presence of the two (2) beneficiaries namely LBN MPC & Garnaden MPC. Also
present during the orientation were Ms. Rosario Quodala, DTI - OIC Provincial Director of Ilocos Norte
and Mr. Cezar Vidad of LGU Vintar, Ilocos Norte.

LBN MPC and Garnaden MPC were also given technical assistance on the preparation of the mandatory
reports and were able to secure the Certificate of Compliance (CoC). The said beneficiaries were also
endorsed to DTI for the needed technical, technology intervention or financial assistance and likewise
referred to be considered in the business directory.
Various trainings were conducted and attended by the officers and members of LBN MPC and Garnaden
MPC to further enhanced their skills, capabilities and become more efficient and productive in delivery of
services to their cooperative members as well as to the community. The officers & members of the two
cooperatives were grateful to be the beneficiaries of the program and to undertake trainings free of
charge. The said trainings were conducted in coordination and assistance from our partners, like the DTI,
LGU of Vintar and the Provincial Government of Ilocos Norte. The trainings conducted were:

Different activities were also undertaken in this project, to wit:
1. Monitored coops participation to trade fairs, business matching and other relevant promotional
activities;
2. Assisted in the preparation of CEDP Plan;
3. Monitored implementation of the CEDP Plan;
4. Established partnerships;
5. Assisted in the registration and development cooperatives among entrepreneur, farmers,
marketing, producers or credit sectors;
6. Assisted entrepreneur-members in product development and packaging;
7. Monitored coops engaged in savings and capital build up;
8. Monitored coops increased of volume of business;
9. Monitored coops availed the services of the coop for individual enterprises;
10. Monitored coops set-up loan window for productive needs of members;
11. Monitored participation to the DTI Negosyo Center services;
12. Documented M2C marketing transaction;
13. Documented C2C marketing transaction;
14. Documented C2NC marketing transaction.
CDA-DAR
Under this project, the CDA-DAR Partnership II started last July 2017 and ended on June 30, 2018 with the project
title “Ensuring Sustainable Operation of Agrarian Reform Cooperatives (ARC)”. The following were the
agreed deliverables, targets and accomplishments as of August 31, 2018.

There were 93 cooperatives that participated in the trainings offered in the various Negosyo Centers. Likewise,
around 109 cooperatives were endorsed for any possible assistance to DTI offices both in Regional & Provincial
level.
CDA-IC
Nueva Segovia Consortium of Cooperatives – Mutual Benefit Association (NSCC-MBA), Inc. of Vigan City, Ilocos
Sur was registered with the Insurance Commission on September 1, 2017. A total of 17 cooperatives were enrolled
for 2017.
CDA-DSWD
The CDA Central Office approved the Resolution No. 342, S-2017 allowing the CDA-DEO to enter into a
Memorandum of Agreement with the DSWD-FOI specifically for the conduct of various skills training on
microenterprise development projects in Region 1 for Sustainable Livelihood Program (SLP) beneficiaries that will
enable said beneficiaries to actively participate in the local economy as coop-entrepreneurs. The partnership agreed
to conduct Skills Training on Bookkeeping for Seven Hundred Eighty (780) qualified SLP beneficiaries with 26
batches. The duration of the project was three (3) months from April – June, 2018. As of June 30, 2018, a total of 2
trainings were conducted and a total of 769 SLP beneficiaries benefitted from this project. Since the project cost was
not totally utilized as of June 2018, the partnership agreed to conduct four (4) more trainings with 30 participants per
batch for the province of Pangasinan. In totality, 31 trainings conducted with a total of 889 participants.

For CDA-DA, out of the 22 target for technical assistance, we were able to render and deliver 48 TAS and these
were made possible thru linkaging, mentoring and training assistance.
Cooperatives’ Access to Credit
The following cooperatives were identified as conduit of the P3 Program of the Small Business Corporation, to wit:

2. Sacred Heart Savings Cooperative – Ilocos Sur
3. Sta. Cruz Savings and Development Cooperative - Ilocos Sur
4. Bagulin Multi Purpose Cooperative – La Union
5. Integrated Small Fishpond Owners and Lessees MPC – Pangasinan
6. Lambayan Multi Purpose Cooperative - Pangasinan
7. Saint Paschal Baylon Multi Purpose Cooperative - Pangasinan
8. Women’s Unity for Progress and Farmers MPC – Pangasinan

Strengthening of Cooperatives as Business Enterprise
1. Financial Inclusion – out of the four target, the CDA-DEO accomplished 10 orientations on the
financial inclusion with 261 cooperatives participated broken down into: Pangasinan – 8
orientation with 148 coops; La Union – 1 orientation with 70 coops and Ilocos Norte – 1
orientation with 43 cooperatives.
For the financial inclusion report, CPDAS have gathered and consolidated the data from the
reports of the cooperatives with the following results:

For the coop profile collection, 93 were consolidated broken down as follows:

Linkages to Financing & Marketing Services - Some cooperatives were referred to NGAs/LGUs/GOs
/Other Partners on Skills & Technical Trainings, Governance & Management Training and
Entrepreneurship Trainings.
Environment Protection Program
Under this program, 224 cooperatives (Pangasinan = 174; La Union = 21; Ilocos Sur= 19; Ilocos Norte =
10) were identified to be engaged in environmental protection program such as coastal clean-up, tree
planting, distribution of seedlings to members, solid waste management; Parongking River rehabilitation;
clean-up during brigade eskwela; participated in the observance of international clean-up activity;
participated in the climate change forum; and road pavement clean-up.
Asset Recovery Program
The CDA DEO exerted its best effort to collect the loans receivables and the liquidation of financial
grants to cooperatives/associations released from 1996-1999, however, most of the beneficiaries are
already non-operating, delisted/cancelled. The office requested to the COA Resident Auditors for the
authority to write off of the dormant accounts. As of December 31, 2017, the balance on grants is
P10,707,716.00 and the loans receivables is P1,085,056.00. This year, our COA auditors approved our
request for authority to write off in the amount total amount of Php 4,665,462.50 broken down as
follows:

7. Inter-Regional Technical Working Group (RTWG) Workshop/Meeting - held on February 14-15, 2018 at
Pine Breeze Hotel, Baguio City.
8. Attendance to one of DTI’s highlights of activities before the year ends which was the recognition and
awarding of Local Government Units that excelled in the National Competitiveness Index (CMCI) run last
December 12, 2018 at the Diego Silang Hall of the Provincial Capitol of La Union. CDA has played a vital
role in providing important data needed in completing the indices of the
cities/municipalities. LGUs were rated under the four pillars of the CMCI index
categories like- Economic Dynamism, Government
Efficiency, Infrastructure and Resiliency.

Project Development and Assistance Unit Accomplishment Report CY 2018

  • 1. PROJECT DEVELOPMENT AND ASSISTANCE SECTION ACCOMPLISHMENT REPORT For the period January – December 2018 The Cooperative Project Development and Assistance Section is so grateful to report the following accomplishments for the period January - December 2018, In spite of the limited resources of the Extension Office, we were able to achieve deliverables thru the collective efforts of the CDA-DEO personnel by way of linkages and collaboration with other partners. For the handholding program for micro and small cooperatives, there were 72 handholding rendered thru capacity building, mentoring and coaching on the following concerns namely: preparation of mandatory reports; liquidation of financial grants; how to secure CTE; participation to trade fairs; training assistance; orientation on koop kapatid program/ big brother small brother; amendment of documents; audit subsidy requirements and others. Under the Capability Building Program for Cooperatives particularly the KOOP KAPATID Program, it was launched on March 12, 2018 at NSCC Bath & Coffee, Vigan City, Ilocos Sur during the Regional Cooperative Development Council – I (RCDC-I) meeting.

Out of the four (4) targets for the establishment of KOOP KAPATID partnership, five (5) were accomplished through forging of Memorandum of Agreement (MOA) between Big brothers and small brothers cooperatives namely: PROVINCE NAME OF BIG BROTHER NAME OF SMALL BROTHER Pangasinan Calasiao Plant & Related Companies Employees Multi Purpose Cooperative Alyansa, Bayanihan at Kapatiran Central Pangasinan Agriculture Cooperative (ABK- CPAC) La Union Saint Louis Credit Cooperative Sitio Malanas Credit Cooperative Ilocos Sur Fatima (Vigan) MPC Pantay Onion Producers Cooperative Sto. Domingo Development Cooperative Sto. Domingo Municipal Employees Savings & Credit Cooperative Ilocos Norte San Joaquin Multi Purpose Cooperative San Leandro Multi Purpose Cooperative KOOP KAPATID PROGRAM LA UNION PANGASINAN BB: Calasiao Plant & Related Companies Employees MPC SB: ABK –CPAC Agriculture Cooperative KOOP KAPATID PROGRAM LA UNION LA UNION BB: Saint Louis Credit Cooperative SB: Sitio Malanas Credit Cooperative KOOP KAPATID PROGRAM 1. BB: Sto. Domingo Development Cooperative SB: Sto. Domingo Municipal Employees Credit Cooperative 2. BB: Fatima (Vigan) MPC SB: Pantay Onion Producers Cooperative ILOCOS SUR KOOP KAPATID PROGRAM LA UNION ILOCOS NORTE BB: San Joaquin MPC SB: San Leandro MP Cooperative PARTNERSHIPS WITH NGAs CDA – DTI (COOP-SEEDPROJECT) For the COOP-SEED Program, a CDA-DTI Partnership, the identified beneficiaries were LBN Multi Purpose Cooperative for Micro level and Garnaden Multi Purpose Cooperative for Small level, both from the province of Ilocos Norte. To implement this program effectively and accordingly, the CDA DEO headed by Regional Director Josefina B. Bitonio together with Senior Cooperative Development Specialist Ms. Jacqueline L. De Leon of CPDAS
  • 3. & Sr. CDS Mr. Van Ian F. Enriquez of CRITS, coordinated with the DTI Regional Director Florante O. Leal Regional Office, San Fernando City on May 11, 2018. The said program was launched and at the same time an orientation of COOP SEED was conducted during the RCDC-I meeting held on March 12, 2018 at NSCC Bath & Coffee, Vigan City, Ilocos Sur. On May 15, 2018, another orientation of the program was conducted with the presence of the two (2) beneficiaries namely LBN MPC & Garnaden MPC. Also present during the orientation were Ms. Rosario Quodala, DTI - OIC Provincial Director of Ilocos Norte and Mr. Cezar Vidad of LGU Vintar, Ilocos Norte. COOP-SEED PROGRAM LA UNION Coordination with the DTI ROI Regional Director on COOP-SEED PROGRAM COOP-SEED PROGRAM LA UNION Orientation on COOP- SEED PROGRAM LBN MPC and Garnaden MPC were also given technical assistance on the preparation of the mandatory reports and were able to secure the Certificate of Compliance (CoC). The said beneficiaries were also endorsed to DTI for the needed technical, technology intervention or financial assistance and likewise referred to be considered in the business directory. Various trainings were conducted and attended by the officers and members of LBN MPC and Garnaden MPC to further enhanced their skills, capabilities and become more efficient and productive in delivery of services to their cooperative members as well as to the community. The officers & members of the two cooperatives were grateful to be the beneficiaries of the program and to undertake trainings free of charge. Likewise, around 109 cooperatives were endorsed for any possible assistance to DTI offices both in Regional & Provincial level. CDA-IC Nueva Segovia Consortium of Cooperatives – Mutual Benefit Association (NSCC-MBA), Inc. of Vigan City, Ilocos Sur was registered with the Insurance Commission on September 1, 2017. A total of 17 cooperatives were enrolled for 2017. CDA-DSWD The CDA Central Office approved the Resolution No. 342, S-2017 allowing the CDA-DEO to enter into a Memorandum of Agreement with the DSWD-FOI specifically for the conduct of various skills training on microenterprise development projects in Region 1 for Sustainable Livelihood Program (SLP) beneficiaries that will enable said beneficiaries to actively participate in the local economy as coop-entrepreneurs. The partnership agreed to conduct Skills Training on Bookkeeping for Seven Hundred Eighty (780) qualified SLP beneficiaries with 26 batches. The duration of the project was three (3) months from April – June, 2018. As of June 30, 2018, a total of 2 trainings were conducted and a total of 769 SLP beneficiaries benefitted from this project. Financial Inclusion – out of the four target, the CDA-DEO accomplished 10 orientations on the financial inclusion with 261 cooperatives participated broken down into: Pangasinan – 8 orientation with 148 coops; La Union – 1 orientation with 70 coops and Ilocos Norte – 1 orientation with 43 cooperatives. Value Chain Program for Cooperatives For the coop profile collection, 93 were consolidated broken down as follows: Pangasinan = 33 La Union = 11 Ilocos Sur = 23 Ilocos Norte = 26 Linkages to Financing & Marketing Services - Some cooperatives were referred to NGAs/LGUs/GOs /Other Partners on Skills & Technical Trainings, Governance & Management Training and Entrepreneurship Trainings. Environment Protection Program Under this program, 224 cooperatives (Pangasinan = 174; La Union = 21; Ilocos Sur= 19; Ilocos Norte = 10) were identified to be engaged in environmental protection program such as coastal clean-up, tree planting, distribution of seedlings to members, solid waste management; Parongking River rehabilitation; clean-up during brigade eskwela; participated in the observance of international clean-up activity; participated in the climate change forum; and road pavement clean-up. Asset Recovery Program The CDA DEO exerted its best effort to collect the loans receivables and the liquidation of financial grants to cooperatives/associations released from 1996-1999, however, most of the beneficiaries are already non-operating, delisted/cancelled. The office requested to the COA Resident Auditors for the authority to write off of the dormant accounts. As of December 31, 2017, the balance on grants is P10,707,716.00 and the loans receivables is P1,085,056.00. This year, our COA auditors approved our request for authority to write off in the amount total amount of Php 4,665,462.50 broken down as follows:

  • 15. 7. Inter-Regional Technical Working Group (RTWG) Workshop/Meeting - held on February 14-15, 2018 at Pine Breeze Hotel, Baguio City. 8. Attendance to one of DTI’s highlights of activities before the year ends which was the recognition and awarding of Local Government Units that excelled in the National Competitiveness Index (CMCI) run last December 12, 2018 at the Diego Silang Hall of the Provincial Capitol of La Union. CDA has played a vital role in providing important data needed in completing the indices of the cities/municipalities.
